CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION January 5, 1966 Regular Meeting Page 893 The regular meeting o f the City Planning and Zoning Commission was called to order at 8:10 P.M., Chairman Carlson presiding. Members present: Touchton, Rice, Parkinson , Carlson, Romans, Ex-o ffici o Members absent: Woods II. APPROVAL OF MINUTES. Chairman Carlson stated the Minutes of December 22, 1965, were to be considered for approval. Parkinson moved: Touchton seconded: The Minutes of December 22, 1965, be approved as written. The motion carried unanimously. III. UNION-TUFTS-SANTA FE DRIVE INTERSECTION CASE #1-66 Mrs. Romans reported on a meeting held January 3, 1966, with representatives from Arapahoe County, Littleton, the City of Englewood, the Public Utilities Commission, the Atchison, Topeka and Santa Fe Railroad, and the Denver and Rio Grande Western Railroad. This meeting was t o discuss improvement o f the Union-Tufts-Santa Fe Drive Intersection. Mr. Woods entered and was seated with the Commission. Mrs. Romans reviewed previous considerations o f this intersection. It has been a recommenda- tion of the Planning Commission that Union be extended straight across Santa Fe and that the intersection be signalized. This proposed extension is a primary reason the City felt so strongly that a bridge should be constructed across the South Platte River at Union. The bridge has been built and is open to traffic. It was suggested at the January 3rd meeting that the Tufts portion of the intersection be closed temporarily in order to give motorists an opportunity to develop alternate routes. City o fficials protested the closing of the Tufts intersection even temporarily until Union Avenue is opened for traffic east of San ta Fe, bur urged that temporary traffic control measures be installed and steps taken to proceed with the extension o f Union Avenue to Pecos and the signalization of the intersection. The widening and extension of Santa Fe Lane between Tufts and Ox f ord was also considered at the meeting. Discussion foll owed; Mr. Rice commented that if the intersection is closed, the Union bridge was built for nothing. Mr. Parkinson questioned whether a signal could be installed if a portion of the intersection were closed. He pointed out that the signal is needed now. Mr. Touchton stated he felt grade railroad crossings should be eliminated wherever possible; however, it would not appear to be feasible at this particular intersection. Further dis- cussion ensued. Parkinson moved: Touchton seconded: The Planning Commission go on record as favoring a signal-controlled grade crossing at Union Avenue across Santa Fe Drive and the railroad tracks; it is felt the extension o f Union Avenue east to Pecos Street will preserve the value o f the Union Avenue bridge and will increase the possibility of a State Highway signal installation. The Commission will oppose closing Tufts intersection until such time as Union Avenue is ex- tended and open to traffic. The motion carried unanimously. IV. STREET VACATION CASE #2-66 3600 Block South Delaware The Director stated that acquisition of the property in the 3600 block South Delaware is proceeding. At such time as the land is city-owned, the vacation of South Delaware between West Ithica Avenue and West Jefferson Avenue will be requested. Brief discussion f ollowed ; no action was taken. V. ALLEY VACATION CASE #13-62A Block 1, Higgins Englewood Gardens Mrs. Romans stated that a recommendation from the Planning Commission to the City Council had been made on May 24, 1962, at which time it was recommended the entire Washington-Clarkson alley between Highway 70 and Hampden be vacated. Procedure for vacation was begun by the Council, but was stopped upon discovery of a sewer line across the property. Easements for this line have been obtained, and the Council recently vacated the southern portion o f the alley: It is felt advis~ble to vacate the remaining portion of the alley; it is not open for traffic at the present time, and because of the terrain probably will not be. Discussion en- sued. Page 894 Woods moved: Rice seconded: The Commission recommend to City Council that the alley in Block 1, Higgins Englewood Gardens, Lots 1 thru 16, and Lots 35 thru 50, be vacated; however, easements for utilities to be retained. The motion carried unanimously. VI. SOUTH ENGLEWOOD K-Mart Store REZONING R-3-B to B-2 CASE #21-65A December 22, 1965 The zoning status of this area was discussed. The requested commercial zoning in the County was not final at the time of the Supreme Court Decision; however, a building permit was issued for the construction of the store. The City Attorney has stated that the zoning applied by the City following annexation o f the area is applicable, and that permits issued by the County during litigation would be honored. Discussion followed. Mr. Rice pointed out that restrictions are placed on Business zones when such zones abut an "R" district in the same block. Further discussion followed. Rice moved: Parkinson and Touchton seconded: The City initiate rezoning of Lots 1, 2, and 3, Ewing Subdivision, and Lot 16, Interurban Addition, from R-3-B to B-2, public hearing to be held March 23, 1966; the property to be so posted and publication given in the official City newspaper. The motion carried unanimously. VII. SUBDIVISION CASE #19-65C Hampden Hills Baptist Church December 15, 1965 Mrs. Romans stated the Final Plat of the Hampden Hills Baptist Church has been submitted to the office. Brief discussion followed; .no action was taken. Touchton moved: Parkinson seconded: The meeting be adjourned. The motion carried unanimously, and the meeting was declared adjourned at 9:40 p.m. Gertrude G.
