I. CALL TO ORDER.
CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
February 23, 1966
Regular Meeting
The regular meeting of the City Planning and Zoning Commission was called to order at 8:05 P.M.
by Chairman Woods.
Members present: Carlson; Parkimon; Rice; Touchton; Woods
Romans,Ex-officio
Members absent: Love
Also present: Planning Assistant James Hammond; Planning Aide Howard Osborne; Planning
Aide Rod Strahm; Mrs. Strahm; Fire Lt. Bruce Donald ; Mr. Welker of State
Planning Department.
II. APPROVAL OF MINUTES.
Chairman Woods stated Minutes o f the February 9, 1966, regular session, and the February 16,
1966, special session, were to be considered for approval.
Parkinson moved:
Carlson seconded: The Minutes of February 9, 1966, and February 16, 1966, be approved as
written.
The motion carried unanimously.
III. ANNOUNCEMENTS.
Mr. Woods announced that Mr. Sam Love has recently been in Swedish Hospital.
Mr. Woods stated that a petition calling for the repeal of parallel parking and/or the sub-
mission of the question to a vote o f the people has been file d with the City Clerk. Discussion
ensued. Mr. Rice commented that he felt the City should adopt regulations which would permit
the Traffic Department to designate traffic patterns, parking times and angle/parallel parking
areas. He discussed the present manner of change, i.e., an ordinance which is subject to
repeal, election, and court cases. He felt the City personnel were qualified and should be
allowed to implement these changes.
The recent Planning Conference in Boulder, Colorado, was discussed.

It was the concensus o f
February 28, 1966, is the date of the Public Hearing on the Lininger rezoning request before
the Littleton Planning Commission.
March 2, 1966, is the tentative date of a joint Parks and Recreation Commission/Planning
Commission meeting.
March 16, 1966, a meeting o f City Council, Board of Adjustment and Appeals, Planning Commission,
City Department Heads, and representatives of Von Frellick Associates is scheduled.
The Public Hearing on rezoning of the K-Mart property south of Belleview, west of Broadway ,
is scheduled f or March 23, 1966.
The ASPO Conference will be in Philadelphia, Pennsylvania, this year. The date is April 17
thru 21. Discussion f ollowed. There is money allocated in the budget for the attendance o f
the Director and one Commission member.
Parkinson moved:
Touchton seconded: Mr. Woods, as Chairman of the Commission, be designated to attend the
National Planni ng Conference.
AYES: Carlson, Parkinson, Rice , Touchton
NAYS: None
ABSTAINING: Woods.
The motion carried.
IV. STATE PLANNING DEPARTMENT FILM.
"All the People, All the Time."
Mr. John Welker, Project Coordinator with the State Planning Department, was present to show
the film "All the People, All the Time." He stated the film was made with the cooperation
of the eight states covered by the HHFA from Texas. It was the intent of the film-makers
that it be shown newer communities to give them an idea o f what "planning" is; however, they
feel the film can serve as an aid to other communities, too.
The film was shown by Lt. Donald o f the Englewood Fire Department. Discussion followed;
Chairman Woods thanked Mr. Welker and Lt. Donald for showing the film.
Rice moved:
Carlson seconded: The meeting be adjourned.
The motion carried unanimously; and the meeting adjourned at 9:10 P.M.
