CITY OF ENGLEW OOD PLANNING AND ZONING COMMISSION SPECIAL MEETING MAY 24, 1967 The special meeting of the City Planning and Zoning Commission was called to . order by Chair- man Carlson at 8 :00 P.M. Members present: Woods, Touchton, Rice, Parkinson, Love, Carlson Romans, Ex-officio Members absent: None Members acknowledged receipt of the notice of the Special Meeting, and signed a copy verifying receipt of notice. II. PROPOSED ANNEXATION -ZONING Block 16, Boulevard Gardens CASE #10-67A Chairman Carlson stated that residents in the proposed annexation area had been invited to the meeting f or an informal discussion of desired zoning in the are a . He asked Mrs. Romans to review the case. Mrs. Romans stated the petition for annexation of Block 16, Boulevard Gardens, had been received by the City Clerk of the City of Englewood, on April 6, 1967. The City Council has set a public hearing date on the annexation for June 5, 1967, at 8:00 P.M. Under the recent annexation law, municipalities are given 90 days following the date the annexation becomes final to assign a zone classification to the area. Mrs. Romans indicated the subject area on a zoning map ; the area to the north is zoned single-family by Denver; to the west it is zoned for residential use by Arapahoe County; to the south, it is single-family and is in the City of Sheridan ; to the east it is zoned for heavy-industrial use and is in the City of Englewood. Mrs. Romans stated that the Planning Commission has viewed the area; it is de- veloped with residential uses on rather large sites and there is some automobile storage. Mrs. Romans displayed a land use map of the subject and surrounding area; she stated that the majority of the ownerships were 309 feet deep. She pointed out that only a small portio n of South Alcott Street is dedicated at this time, and that to only a 30 ft. right-of-way. She stated that Alcott Street should be dedicated ~o a 60 ft. right-of-way if the residents desire residential zoning, and to an 80 ft. right-of-way if they desire industrial zoning. Mr. Richard Smith, 3195 South Zuni, stated that Alcott Street was dedicated by his property, and that it was only a 30 ft. dedication. Mrs. Romans asked if he tho ught that other resi- dents would be willing to dedicate property for Alcott Street? Mr. Smith replied that he did not know; that at the time the 30 ft. dedication was made, other residents would not agree to give 30 ft. for street right-of-way. Mr. Parkinson asked when the attempt to dedicate the street was made? Mr. Smith replied that he did not know; that he had owned property there for four years, and the attempt was prior to that. Mr. Olen Reece, 3184 South Bryant, stated he had owned property there for many years, and re thought the dedication attempt was made in 1945 or 1946. Mr . Carlson asked if there had been any new homes erected since that time? Mr. Reece stated that a few had been moved in, and that Mr. Tucker had built three new ones. Mr. Kirkpatrick, 3201 South Zuni, stated he would not give any of his property for the extension o f South Alcott Street. Mr. Paul Baca, 3205 South Zuni,asked if the zoning classification had an effect on street dedications? Mrs. Romans replied that they did; an industrial street requires a minimum right-of-way of 80 feet, whereas a residential street requires only 60 ft. right-of-way. Mr. Reece asked if he would also have to give property if Eastman Avenue were to be He pointed out that any extension of this street would eliminate part of his house. stated he would be willing to dedicate his share of South Alcott Street if everyone the area would do the same. extended? Mr. Reece stated he would prefer to have residential zoning for his land. Mr. Love suggested that perhaps these residents in attendance this evening could discuss with residents of the sub- ject area the matter of street dedications and the zoning classification they want. Brie f discussion f ollowed. It was determined that another letter would be sent f rom the Planning Department to the resi- dents of this area urging them to attend the June 7th meeting in order that the matter of street dedications and zoning of the area could be discussed with additional property owners. III. J. J. CAREY KLZ Site REZONING R-1-A to R-3-A CASE #7-67C Mr. Carlson stated that some information has been received from various departments relative to the effect the KLZ Site development will have on a particular department. Parkinson moved: Love seconded: The matter be raised from the table. The motion carried unanimously. Page 964 Mr. Carlson asked Mrs. Romans to review the replies received from the Departments and Utilities Companies. Mrs. Romans stated that letters had been sent to City Departments, the UtilitiES Companies, and the Cherry Creek and Englewood School Districts, asking what effect the develop- ment of the KLZ Site, were it to be developed with some 1600 units, would have on their particular function? Not all replies have been received. Police and Fire· protection are both available; however, additional personnel will be needed. Library facilities are available, but again, additional personnel are needed now, and would be needed even more were there to be an addition of approximately 5,000 persons on this site. Utilities Director Dobratz pointed out that ihe sewer facilities do not appear to be adequate to serve as many as 1600 units and that he does not know what additional would have to be made to accommodate that many units; water facilities are available, but this is in a low pressure area and additional pumps might have to be in- stalled. Mr. Waggoner, Public Works Director, cited the existing storm drainage problem in the area. Mrs. Romans stated she had talked to Mr. Haase and Mr. Shepherd of the State Higiway Department ; at least a 12 ft. deceleration lane on the south of the KLZ Site will be required to allow smooth ingress from and egress to the highway. It will also be necessary to make improvements at the intersection of Lafayette and State Highway 70 -Hampden Avenue. Brief discussion followed. Rice moved: Love seconded: The matter be tabled for further study. The motion carried unanimously. IV. REFERRALS FROM BUILDING DEPARTMENT. Mrs. Romans stated that the Safeway parking lay-out for their new store on East Hampden has been referred to the Planning Commission for their consideration. Swedish Medical Center owns seven lots on the west side of South Pennsylvania Street which they would like to use for parking; this also has been referred to the Planning Commission. Another referral concerns parking on the New Englewood site. Because these matters were received after the call for the Special Meeting was sent to the Englewood Herald, these items will be considered at the June 7th meeting of the Planning Commission.
