CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION JULY 5 , 1967 Page 989 The regular meeting o t the City Planning and Zoning Commission was called to order by Chairman Carlson. Members presen t : Woods , Touchton, Love, Carlson Romans, Ex-officio Members absent: Rice, Parkinson Also present: City Attorney Criswell II. APPROVAL OF MINUTES. Chairman Carlson stated the Minutes of June 21 , 1967, were to be ~onsidered for approval. Love moved: Woods seconded: The Minutes of June 21, 1967, be approved as written. The motion carried unanimously. III. SWEDISH MEDICAL CENTER Penn.-Pearl Alley Vaca t ion Love moved: CASE #5-67E Woods seconded: The matter of the requested alley vacation be raised from the table. The motion carried unanimously. Richard Banta and Roger Larson were present representing the Swedish Medical Center; Mr. and Mrs. Dunn were also present. Love moved: Touchton seconded: The Planning Commission recommend to City Council that the alley serving Lots ltthru 5 , Lots 44 thru 48, and the nor t h 12-1/2 feet of Lot 6 and Lot 43, Block 6, Westview Addition, be vacated, the city retaining utility easements in said alley; further , than an alternate 25' alley dedicated on the north of the Dunn property be accepted. Mr . Carlson asked for a review of the case. Mrs. Romans stated a letter had been received from Mr. Larson, dated March 3, 1967, requesting the vacation of the existing alley and providing for access to the Dunn property by means o f an alternate alley on the north of their property. The request was referred to all utility companies, and the city departmen-US which would be concerned. None voiced an objection to the proposed vacation, provided utility easements were retained. The Engineering Department did, however, voice concern that a 16' alley, as proposed by the Medical Center, would not provide adequate access to the Dunn's property. The matter was referred again to the Engineering Department for their recommendation on adequate access. A sketch and memo dated May 4, 1967, from Mr. Waggoner, were received, wherein it was recommended that a 25 ft. alley be provided. Copies of th~ sketch and memo were mailed to Mr. Salazar and Mr. and Mrs. Dunn, as well as to officials of Swedish Medical Center. Mr. Larson was asked if th e hospital would agree to the 25 ft. dedication? Mr. Larson replied they wouhl; they did have some reservations, but if it was felt necessary by the City, they would agree to this dedication. Mr. and Mrs. Dunn were asked if they had any comments? Mrs. Dunn replied that Mr. Salazar , their attorney, would be here later in the evening, and she wanted the matter delayed until he could be in attendance. Mr. Carlson pointed out that the matter was scheduled specifically at Mr. Salazar's request for the July 5th meeting. Mr. Banta, Counsel for Swedish Medical Center, requested that the matter be delayed until Mr. Salazar could be _in attendance. Woods moved: Touchton seconded: The matter be tabled. The motion carried unanimously. IV. ~W ENGLEWOOD, LTD. CASE #B9-64 Floyd Avenue Contract Mrs. Romans sta t ed there had been no further information received from New Englewood, Ltd., in regard to the proposed change in the Contract. No action was taken. V. NEW ENGLEWOOD PARKING LOT LAYOUT Hampden Avenue Level CASE #12-67A Mrs. Romans stated that no further information had been received from New Englewood, Ltd .• No action was taken. --- - ------ ----- - ---- Page 990 VI. SWEDISH MEDICAL CENTER Parking Lot Touchton moved: CASE #13-67A Love seconded: The matter of the proposed parking lot be raised from the table. The motion carried unanimously. Mrs. Romans stated that Mr. Larson, in a letter dated May 3, 1967, had requested permission to use property owned by the Medical Center on the west side of Pennsy~vania in the 3400 block south as a parking lot for hospital use. The property is immediately north of the Pennwood Apartments. The matter was also referred to the Planning Commission by the Chief Building Inspector for Commission approval of the proposed parking lot. The matter was tabled at the June 21, 1967, meeting to enable Commission members to view the property. The proposed plan which was submitted to the Commission by Chief Building Inspector Wallace was approved by Mr. Sagrillo of the Engineering Department on May 8, 1967. Discussion followed. The location of the curb cuts in relation to existing curb cuts to the hospital parking lots across the street were considered. Mr. Love commented that he could see where a conflict could occur if cars were tempted to drive directly across Pennsylvania from one parking lot to another. Further discussion followed. Mr. Parkinson entered and was seated with the Commission. Love moved: Woods seconded: The Planning Commission recommend approval of the proposed parking lot plan with the recommendation to the Engineering Department that at the time curb cuts for the new parking area are requested, consideration be given to the location of the curb cuts on the east side of the 3400 block of South Pennsylvania. Also, that a raised curb or planting area be pro- vided on the south property line to direct drainage west to the alley. The motion carried unanimously. III-B. SWEDISH MEDICAL CENTER Alley Vacation CASE #5-67E It was noted that Mr. Salazar, counsel for Mr. and Mrs. Dunn, was now present. Woods moved: Touchton seconded: Case #5-67 be removed from the table. The motion carried unanimously. Members requested that the motion previously made regarding the alley vaca t ion be read. After the motion was read, Mr. Salazar was asked for any comments. Mr. Salazar stated they were opposing the requested vacation on the grounds that no definite plans have been presented indicating that use of the land within the alley would be needed. He stated it was his under- standing that the alley would still be used for ambulance access, and questioned the need ~or two alleys when one had served satisfactorily for a number of years. He also stated that the proposed alley to serve the Dunn property would extend along the north side of their home, and to drive in or out would be hazardous inasmuch as the house is higher than the property to the north. Also, another blind spot js created in turning from the alley into the Dunn's garage. Mr. Salazar stated he did not feel the rights of Mr. and Mrs. Dunn were being con- sidered by the Commission and stated the matt.er should be tab.led until a definite plan for the use of the land is submitted by the Swedish Medical Center. Mr. Banta, counsel for Swedish Medical Center, stated that the property to the north, east, and south of the property owned by Mr. and Mrs. Dunn is owned by Swedish Medical Center. It would be very impractical to request an architect to submit a design for a proposed use, or to even consider a particular use, until it is assured that the land within the alley will be available for hospital use. Mr. Banta also pointed out that while the ambulance. entrance will still be from the north, it will undoubtedly be moved from the alley where it is now lo- cated. Mr. Banta further stated that Mr. Larson had stated at the first meeting, at which Mr. Salazar was present, that a medical arts building was being considered for this particular section of the hospital property. Further discussion followed. Mrs. Romans stated she felt that a physical barrier could be erected to eliminate conflict with persons who might use the proposed alley and the access to the Dunn property. She stated that there has been concern on private use of an alley that is also used by emergency vehicles. She again stated that she felt barriers could be erected through cooperation with the hospital. The vote was called, and the motion carried unanimously. VII. SUBDIVISION REGULATIONS Mr. Criswell reviewed a draft of a proposed amendment to the Subdivision Regulations of the City of Englewood. Copies had been previously sent Commission members for their review. Areas of change were pointed out and discussed. It was pointed out that this was an up- dating of the entire ordinance. Further discussion followed. Parkinson moved: Love seconded: The Planning Commission recommend to City Council that the proposed amendment to the Subdivision Regulations of the City o~ Englewood be approved. The motion carried unanimously. I I I I I I Page 991 Mrs. Romans stated she wished to express her appreciation to Mr. Tom Eitel and Mr. Jack Katchur who had assisted Mr. Criswell and her in the preparation of these regulations. She also thanked Mr. Eitel and Mr. Katchur for taking of their time to be present for the discussion with the Commission. The Commission members also expressed their appreciation for the hours of work these two gentlemen have devoted to this project. Touchton moved: Parkinson seconded: The meeting be adjourned. CALL TO ORDER. Inasmuch as there was. not a quorum of the Commission present, the meeting was not formally called to order. However, inasmuch as several persons who had matters before the Commission were present, an informal discussion of the items on the agenda was held. Members present: Carlson ; Rice; Woods Romans, Ex-officio Members absent: Love, Parkinson, Touchton Also present: Dr. Brallier; Messrs. Conway and Linton; Mr. Mack, Assistant City Manager. II. NEW ENGLEWOOD, LTD. REZONING B-l to B-2 Mrs. Romans stated that an application for rezoning had Office on July 19. The required fee of $50 was paid at change of zone from B-1 to B-2 on an area 150 ft. x 150 Floyd Avenue and South Elati Street. The reason given rezoning is to provide a service station on this site. CASE #16-67 been filed with the City Planning that time. The request is for a ft. at the southeast corner of West by the applicant for the requested Mr. Conway and Mr. Linton, representing New Englewood, Ltd., were both present to discuss
