DATE: September 20, 1967 SUBJECT: Approval of Rezoning Request by New Englewood, Ltd . RECOMMENDATION: The Planning Commission recommend to City Council that the rezoning request of New Englewood, Ltd. for change of zone for an area 150' x 150' on the southeast corner of South Elati Street and West Floyd Avenue be approved for the following reasons: (1) the need has been established by the applicant; (2) it does not constitute an unreasonable zone adjacent to the shopping complex; (3) the location of the proposed rezoning is screened from the adjacent residential area by a roadway and planting strip. DATE: September 20, 1967 SUBJECT: Floyd Avenue Contract RECOMMENDATION: The Planning Commission recommend that City Council make the technical adjustments in the screening and roadway provisions of the Floyd Avenue Contract as shown in revised Exhibit "A". CALL TO ORDER. CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION REGULAR MEETING October 4, 1967 The regular meeting of the City Planning and Zoning Commission was called to order by Chairman Carlson. Members Present: Woods; Touchton; Rice; Parkinson; Carlson Members absent: Love II. APPROVAL OF MINUTES. Mr. Carlson stated the Minutes of September 20, 1967, Special Meeting and Regular Meeting, were to be considered for approval. Parkinson moved: Woods seconded : The Minutes of September 20, 1967, Special and Regular Meeting, be approved as written. The motion carried unanimously. - - -- - -- ---- - --- - --- -- Page 1006 III. DR. BRALLIER Rice moved: Woods seconded: STREET VACATION 2800 S. Emerson That Case #18-67 be raised from the table. CASE #18-67D The motion carried unanimously. Mrs. Romans reviewed Dr. Brallier's request that the portion of South Emerson Street south of the City Ditch and north of East Bates Avenue be vac~ted. Mr. Love entered and took his place with the Commission. Mrs. Romans stated there is a 39 ft. dedication (+/-) on Emerson at East Amherst Avenue, but only a 36 ft. dedication immediately north of the ditch and to East Bates Avenue on the south side of the Ditch. Mr. Rice asked if the Doctor planned on installation of curb and gutter on the proposed cul-de-sac? Mrs. Romans stated the area was not included in the 1968 Paving District, and that the Hollywood-type curb, gutter, and sidewalk had been considered. The drainage of the area was discussed; Dr. Brallier stated the property drained from the south- east to the northwest. The proposed cul-de-sac was discussed; Dr. Brallier stated he doubted there was adequate area on his property north of the City Ditch to accommodate a 50 ft. cul- de-sac, and he wasn't sure if the property owner to the north would be willing to dedicate a portion of his land for the cul-de-sac. Dr. Brallier stated he would deed the three feet from his property to meet the 30 ft. dedication further north, if the City would pave the street; he did not forsee any possibility of the residents of the area initiating a paving program for that block. Mr. Touchton asked if, in the event that a cul-de-sac could not be worked out for the area, an alternate plan had been considered? Discussion followed. Mr. Woods commented that he did not feel the consideration of a cul-d-sac was a problem at this time. He pointed out that the Fire Department and Police Department had stated they had no objection to the vaca- tion of the street, and that the area is now served by these Departments without benefit of a cul-de-sac. Further discussion followed. Parkinson moved: Touchton seconded: Discussion followed. The Planning Commission recommend to City Council that the portion of South Emerson Street south of the City Ditch and north of East Bates Avenue be vacated; a 16 ft. utility easement is to be retained through this vacation. Upon the call of the vote, the motion carried unanimously. IV. FLOYD AVENUE CONTRACT Mrs. Romans reviewed the City Council meeting of October 2, 1967, at which time the Floyd Avenue Contract, amended, was presented to Council for their consideration. Discussion of the final plan adopted by Council followed. V. COMPREHENSIVE ZONING ORDINANCE REVISION. Mrs. Romans stated she had asked the Building Department and the Board of Adjustment and Appeals for a summary of the problems they had experienced in working with the Comprehensive Zoning Ordinance. A copy of the suggestions submitted by the Building Department was given members for their study; the list was briefly reviewed and discussed. VI. COLORAlX> DEPARTMENT OF HIGHWAYS. Mrs. Romans stated that the Planning Commission has been asked to recommend a program of necessary highway improvements within the City and County for the City Council's recommenda- tion to the Arapahoe County Commissioners. She reviewed last year's recommendation, and pointed out that $250,000 had been appropriated in the 1967-68 Highway Department budget for an engineering study of the Colorado Highway 70-South Broadway interchange. Discussion followed. Mr. Love stated he felt that Clarkson should be designated as a State Highway from Highway 70 to Arapahoe Road, and pointed out that with the development of the Arapahoe County Airport, access routes to Arapahoe Road from the north have become increasingly im- portant. Discussion followed. Parkinson moved: Love seconded: The Planning Commission recommend the following order of priority for City needs to be met by the Colorado Department of Highways: 1. The construction of an interchange at Broadway and Highway 70. 2. The construction of an interchange at Dartmouth Avenue and Santa Fe Drive as an interim measure to accommodate traffic from New Englewood until such time as the Columbine Freeway is constructed. 3. The improvement of intersections on Highway 70 from Broadway east to the City limit, with emphasis on the intersections of Colorado 70 with South Clarkson Street; South Lafayette and Hampden Avenue; and the KLZ Site development. 4. The designation of Clarkson as a State Highway from Highway 70 south to Arapahoe Road. The motion carried unanimously. I I I I I I Page 1007 Woods moved: Love seconded: The meeting be adjourned.
