NORTHWEST ENGLEWOOD MEETING Mrs. Romans reviewed the meeting held in Northwest Englewood recently to discuss with these residents problems of their area. As a result of this meeting, inquiries have come to the attention of the Planning Department concerning the zoning of the block bounded by South Raritan, South Tejon, West Baltic Place, and West Iliff Avenue. This block was zoned resi- dential but was changed in 1963 when the Comprehsnsive Zoning Ordinance was adopted. Mrs. Romans asked the opinion of the Commission on an "open house" for residents of that block to come into the Planning Department to discuss the zone classification for that block. Discussion followed. Date for the open house was set for November 1, 1967, and the members. of the Commission agreed to be at the open house to meet the residents. Mrs. Romans stated that there was concern on the part of some of the residents in the area on the streets that were not fully dedicated. A Mr. Hollifield has indicated to Mrs. Romans that he would be happy to contact people in the area in regard to dedication of land for street purposes if the City would prepare the necessary papers to be signed. The Director is working with the City Attorney to prepare the deeds. Mr. Hollifield also indicated that some of the people in the area were interested in obtaining Federal aid to improve their homes. VI. MILLERS FOOD STORE Mr. Rice stated that research through City Council records had been done, and the fact that a wall along South Bannock Street on the Miller Food Store parking lot had been agreed to is indeed so. A portion of this wall has been removed. Mrs. Romans stated that she had talked to the Engineering Department about this wall, and it is the recollection of some of the personnel in that Department that the wall was taken out by the City several years ago when construction was underway on Floyd Avenue to permit temporary access to the store off of South Bannock Street. Discussion followed. It was the opinion of the Commission that this matter should be pursued further to determine who should be responsible for the replacement of the wall along South Bannock Street and re- quested City Attorney Criswell to look into the matter . VII. OLD NORTH SCHOOL 3000 S. Bannock ....,. - - -- ·cASE #23-67 Mr. Carlson stated he had been approached by Mr. Kramer of the Englewood School system on zoning of the property at 3000 South Bannock to permit storage of automobiles and employee and customer parking. No application for rezoning has been filed to this date. Mrs. Romans stated the attorney for Schomp Motors has filed for a variance from the Board of Adjustment and Appeals. Discussion followed. CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION November 8, 1967 The regular meeting of the City Planning and Zoning Commission was called to order by Chairman Carlson at 8:00 P.M. Members present: Touchton; Rice; Parkinson; Carlson Romans, Ex-officio Members absent: Woods; Love ,, . - I I I I I I Page 1011 II. APPROVAL OF MINUTES. Chairman Carlson stated the Minutes of October 18, 1967, were to be considered for appr oval. Rice moved: Parkinson seconded: The Minutes of October 18, 1967, be approved as written. The motion carried unanimously. III. MRS. HELEN CASKEY 500-520 W. Belleview Parkinson moved: REZONING CASE #25-67 R-1-A to R-3-B Touchton seconded: The order of the agenda be reversed to consider Mrs. Caskey's request, inasmuch as she is in attendance. The motion carried unanimously. Mrs. Romans stated that Mrs. Caskey owns property on West Belleview Avenue at 500 and 520 West Belleview. The property is presently zoned R-1-A (single-family residential). Mrs. Caskey is interested in possibly extending the R-3-B zone classification (multi-f amily residential), which is imposed on the area immediately to the east of her property, west to encompass the two lots under her ownership. Mrs. Caskey discussed her proposal, and asked if the Commission f elt it could consider a strip o f . multi-f amily zoning along West Belleview Avenue? Mr. Rice pointed out that if this request were to be granted , a spot zoning for the area to the south along South Elati Drive which is zoned R-1-A would be c reated, inasmuch as it would be completely separated from another R-1-A District. Further discussion .followed. Mr. Parkinson asked Mrs. Caskey if she had been able to use her p r operty as residential? Mrs. Caskey replied that she has the one house rented for $100 per month, and she is living in the other house ; the property is run-down and before improving it, she wanted to see if it could be zoned for office use, which is permitted under the R-3-B zone classification. Mr. Woods entered and took his place with the Commission. Further discussion followed. Mrs. Caskey thanked the Commission for their time and interest. IV. MR. ANDERSON 3000 S. Clarkson SUBDIVISION CASE #26-67 Mrs. Romans stated that Mr. Anderson owns prope~ty on the southeast corner of South Clarkson Street and East Cornell Avenue. A previous subdivision plat has been vacated, and the property is not now platted. The property owned by Mr. Anderson is 75 x 143; he is proposing dividing the property into two lots, one of which will meet t he require- ments of the zoning ordinance, and erecting a new house on this lot. The other lot would have an area of approximately 4,725 sq. f t. Mr. Anderson stated he would build an addition to the present house , which is located on the rear of the property, remove an existing garage, and add a carport. Discussion followed; it was the feeling of the Commission that general approval could be given Mr. Anderson's plan, and that a check should be made with the City service departments as to water, sewer, etc. Parkinson moved: Rice seconded: The Planning Commission approve the concept as presented by Mr. Anderson subject to any restrictions found necessary after referral to City service departments. The motion carried unanimously. V. MR. EDGIN Dartmouth-Zuni SUBDIVISION CASE #27-67 Mrs. Romans stated that Mr. Edgin owns property at the southeast corner o f West Dartmouth Avenue and South Zuni Street. This property, again, is not platted, and Mr. Edgin had con- tacted the Planning Department about the possibility of dividing his property into two or more sites. After discussion with the staff, Mr. Edgin decided to delay any action on this property for the time being. Mrs. Romans stated the matter was before the Commission for information only. VI . MRS. WARD SUBDIVISION CASE #28-67 3491 W. Tufts Ave. Mrs. Romans stated that Mrs. Ward has contacted the Planning Department in regard to a possible "realignment" of the property she owns in the existing Pleasant View Subdivision. Mrs. Ward owns two lots north of West Tufts Avenue east of South King Street. South King Street is un- improved, and Mrs. Ward would like to divide the two lots under her ownership and erect an- other house, thereby having both houses face on West Tufts Avenue. Discussion followed. It was pointed out that this would have the back yard of two homes abutting the side yard of a third home which would necessarily have to face on South King Street. Further discussion followed ; the Commission requested the Director to notify Mrs. Ward that if she wanted to attend a meeting to discuss this matter further, they would welcome such an opportunity. Page 1012 VII. FIRST NATIONAL BANK 3500 S. Elati -E. Side REZONING CASE #24-67 R-3-B to R-4 Mrs. Romans stated that an application has been filed on behalf of the First National Bank requesting a change of zone classification from R-3-B (multi-family) to R-4 (residential- professional) on Lots 17 thru 26, Block 1, Englewood. They are requesting the zone change to accommodate a private off-street parking lot for their proposed bank building on the north- east corner of Elati and Highway 70. Discussion followed. Parkinson moved: 'Hoods seconded: The application be accepted; date for public hearing be set for January 17, 1968. The motion carried unanimously. VIII. KENT VILLAGE Mrs. Romans stated that it had come to the attention of the Planning Department that the developer of Kent Village is designating the entire traffic flow to and from his develop- ment onto residential streets within the City of Englewood to the north of Kent Village. Access to the State Highway has been fenced off, a deviation from the subdivision plat which had been referred to the City of Englewood Planning and Zoning Commission and which was ap- proved and filed by the County. A meeting was held November 7, 1967, with Mr. Reiger, Mr. Sellers, Mr. Shepherd, City Manager Dial, City Attorney Criswell, and Planning Director Romans to discuss this situation. County Engineer Sellers said that the County has given their approval to this proposed amendment to the provisions of the Plat. Discussion followed. Mr. Rice suggested that a strong letter of protest could be written to Arapahoe County Com- missioner Christensen. Further discussion followed. Touchton moved: Rice seconded: The Planning Director be instructed to write a letter protesting the traff~ flow from Kent Village into the City of Englewood on South Race Street to County Commissioner Christensen. The motion carried unanimously. It was suggested that a copy of this letter should be sent to Mr. Reiger, developer of Kent Village. IX. RICHARD BANTA Goorman ALLEY VACATION 3500 S. Inca /Jason CASE #29-67 Mrs. Romans stated that Mr. Banta is representing Mr. Goorman, and has .equested the partial vacation of the Inca /Jason alley in the 3500 block south. An accessway from the present alley which would not be vacated, to South Jason Street is shown on the plan they presented. Mrs. Romans stated that this request has been referred to service Departments of the City, and the Utility Companies. At this time, the matter is presented to the Commission for informa- tion only. X. ARAPAHOE OLDSMOBILE Ralph Schomp OLD NORTH SCHOOL 3000 S. Bannock CASE #23-67A Mr. Carlson stated the Public Hearing on the requested variance before the Board of Adjustment and Appeals to permit storage of cars, and parking for customers and employees of the automobile agency on property they wish to purchase from the School District in the 3000 block of Souih Bannock Street, is November 9, 1967. He suggested that members of the Planning Commission should attend this meeting and voice the opposition of the Commission to the variance, inas- much as this would seem to be a change of the intent of the zoning ordinance and would not conform with the projected development plans for that neighborhood .. Parkinson moved: Rice seconded: That Planning Commission members Woods, Touchton, and Carlson, be asked to attend the meeting before the Board of Adjustment and Appeals and set forth the opposition of the Planning Commission to the granting of the requested variance. The motion carried unanimously. It was moved and seconded to adjourn the meeting. The motion carried, and the meeting adjourned at 10:15 P.M. Gertrude G.
