At the next City Council meeting th~s matter was discussed by the Council and we proceeded
in our attempts to secure a 50 f oot right-of-way. Thus far we have all the documents signed
for the land necessary for the access road west of South CherokeeCircle with the exception
of the signature of the City of Englewood as Lessee under the City Hall Lease. Through
various misunderstandings we have been unable to secure up to this time land sufficient for
a 50 foot right-of-way along South Cherokee Circle. However, in my opinion, it would be
better f or all concerned to have the acceptance by the City of the dedication o f the land
for which the final arrangements have been completed. There is nothing to prevent us from
proceeding with negotiations for a 50 foot right-of-way along South Cherokee Circle.
' "I therefore would appreciate your discussing th:is with the Planning Commission this
evening in hopes that they will recommend that the City Council join in the release of the
land to be dedicated on the City Hall property and also accept the dedication of the 50
foot right-of-way documents as now completed.
"I am enclosing a copy of the map and legal description. Upon notification that the City
will accept dedication of the area west of Cherokee Circle, I will have a legal description
prepared f or this entire access road area.

Mrs. Romans then reviewed a memorandum to Planning Commission members in which previous
action on this request was set f orth. Discussion followed. The Commission members felt
the matter was now before City Council, and any action to be taken should be by Council.
They requested that all information presented to the Commission at this meeting be referred
to City Council.
VIII. PENNEY'S TBA
700 W. Hampden

Mrs. Romans reviewed a memo from Chief Building Inspector Wallace requesting Planning Com-
mission opinion on the proposed Penney's TBA building at 700 West Hampden. The building is
located in two zone classifications --B-1 and B-2, both business zones. The 1963 Comprehen-
sive Zoning Ordinance, §22.4-lO(b) does not specifically list a TBA use, however, Mr.
Wallace has cited several similar uses which will be combined in the TBA use proposed.
Discussion f ollowed.

Woods seconded: The Chie f Building Inspector be informed that the Planning Commission
feels that Section 22.4-lO(b)(l07) of the Comprehensive Zoning Ordinance
encompasses a use such as the Penney's TBA Building , and that individual
uses to be combined in this one building are listed separately in the
ordinance.
Further brief discussion followed.
The motion carried unanimously.
IX. ARAPAHOE COUNTY
Zoning Referral

Mrs. Romans stated Arapahoe County has referred a rezoning request to the Commission f or
recommendation. The area is west of Federal Boulevard north of Floyd Avenue. Brief dis-
cussion foll owed .
Woods moved:
Rice seconded: The Arapahoe County Planning Department be informed the Englewood Planning
Department has no objection to the proposed zone change.
The motion carried unanimously.

CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
April 19, 1967
The regular meeting o f the City Planning and Zoning Commission was called to order at 8:05
P.M. by Chairman Kenneth Carlson.

II. APPROVAL OF MINUTES.
Mr. Carlson stated the Minutes of April 5, 1967, were to be considered for approval.
Parkinson moved:
Rice seconded: The Minutes of April 5, 1967, be approved as written.
The motion carried unanimously.
III. SWEDISH MEDICAL CENTER

Mrs. Romans stated the City Engineer has not yet submitted a detailed plan for adequate
access to the property at 3430 South Pennsylvania. Mrs. Romans then reviewed a letter from
Mr. Salazar, counsel for Mr. and Mrs. Dunn, and a letter from Mr. Criswell, City Attorney.
IV. CAREY REZONING

Mrs. Romans stated the property had been posted, and publication was given in the Englewood
Herald on April 13, 1967.
V. FIRST NATIONAL BANK
Temporary Parking Lot
CASE #6-67A
Mrs. Romans stated the Board of Adjustment and Appeals had held a public hearing on the re-
quest for a variance to use property zoned R-1-C for a temporary parking lot. They have ap-
proved the use of the property provided a two-hour parking restriction is installed on South
Cherokee Street and South Cherokee Circle in the 3400 block. Discussion followed.
VI. ARAPAHOE COUNTY
DMATS System 4B
Mrs. Romans stated that Arapahoe County has referred Systems 4B of the DMATS to the Plannirg
Commission for their consideration and recommendation. She stated that System 4B does not
take into consideration any proposed freeways. With this exception, it does conform to the
general concept of the Englewood Master Street Plan. Discussion followed. It was deter-
mined that a summary of the Englewood streets contained in the System 4B should be prepared
for consideration prior to a decision by the Planning Commission.
VII. ZONE DESIGNATION CASE #10-67
Boulevard Gardens Annexation
Mrs. Romans stated that a petition for annexation of Block 16, Boulevard Gardens, has been
submitted to City Council and accepted; a date for hearing has been set for June 5, 1967.
It is the opinion of the City Attorney that the Planning Commission should begin considera-
tion of a zone classification for this area. Discussion followed. Commission members sug-
gested a meeting with the property owners on May 17, 1967.
VIII. GOVERNMENTAL AFFAIRS SEMINAR
Mrs. Romans reported that she had been a participant in the Jaycee Governmental Affairs
Seminar, and that the Planning and Traffic Department had placed second in the State contest
for those competing at the local level, and first in the Englewood contest.
IX. MODIFICATION OF ZONING ORDINANCE.
Mrs. Romans stated there are several areas of the Zoning Ordinance whic~ need revision. She
had suggested that possibly the Board of Adjustment and Appeals might want to meet with the
Planning Commission and discuss some of the problem areas. Discussion followed. Mr. Carlson
suggested that perhaps in lieu of a joint meeting, the Board of Adjustment might prefer to
submit an outline of the zoning ordinance sections they feel need revision, and include their
suggestions.
X. SANTA FE-UNION-TUFTS STREET INTERSECTION.
Mrs. Romans reported on the status of the extension of Union Avenue across Santa Fe Drive and
the proposed closure of the Tufts Avenue crossing. Discussion followed.
