I. CALL TO ORDER .
CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
JANUARY 10, 1968
The meeting was called to order at 8:10 P.M. by Chairman Carlson.

Mr. Carlson welcomed Mr. Richard Lone, new Council representative, to our Commission.
II. APPROVAL OF MINUTES.
Mr. Carlson stated the Minutes of December 20, 1967, were to be considered for approval.

III. KLZ DEVELOPMENT
J. J. Carey
CASE #B7-67
Mr. J. J. Carey was in attendance to discuss development of the Carey Site. He stated that
action taken by the City Council at their meeting of January 2, 1968, concerned him greatly.
He stated he wished to express his objection to further consideration of the rezoning of the
site from R-3-A to R-1-A, as had been discussed by the Council at their meeting o n January
2' 1968.
Mr. Love entered and took his chair with the Commission.
Mr. Carey stated he has hired Small-Cooley Associates to work on the lay-out of the Village;
they are taking the position that the zoning has been passed and approved, and will proceed
on the preliminary work f or the development until directed otherwise. Discussion followed.
Mr. Carey asked if the plan should be in minute detail, or if it could be a "general" plan?
Mrs. Romans pointed out that the preliminary plan must be for the entire site; that such
matters as traffic, drainage, etc. could not be considered piece-meal.
Mr. Criswell stated that the exact placement of structures is not, as a rule, shown on sub-
division plats; however, it may be determined later that the structures should be shown in
such a development as this. In any event, Mr. Criswell stated, the design should encompass
the entire tract of land. Mr. Parkinson asked if, after approval of the final plat, it was
found that changes should be made, whether or not the entire procedure must be repeated?
Mr. Criswell replied that he felt it should be, inasmuch as you would be changing the "plat".
Mr. Carey stated that he realized that a total plan would have to be drawn; the problems of
traffic and drainage would have to be solved in a "total" manner. Mr. Carey asked thE! opinion
of the members on the possibility of leaving the trees that are existing along Lafayette
bordering the KLZ Site , and constructing a "parkway" type of buffer between his development
and the homes to the west. Discussion followed. Mrs. Romans commented that the parkway idea
had been discussed in previous attempts to develop the site, and had been encoura ged. Mr.
Carey also discussed a possible division along Floyd Avenue fr om Lafayette Street to South
Franklin ; there are trees existing along this area also. Mr. Carey then asked opinions
on the entrances and exists that the consultant is planning to the site: two would be from
Hampden Avenue; an entrance-exit is planned at Girard Avenue; and entrance-exits are shown
at South Franklin and at South Williams to the north. Mr. Carey stated that Mr. Small and
his associate, Mr. Thomas, had recommended these two access points on the north for safety
reasons, as well as traffic circulation, and that they felt that these two points o f access
were highly desirable.
The drainage o f the KLZ Site was discussed. Mr. Carey stated they have planned a "loop"
interior street design; there are two ponds which will catch most of the run-off. Dis-
cussion followed. Mrs. Romans stated she thought there would be merit in moving the roadway
at Williams, providing an off-set to discourage "thr ough " traffic. She stated she also
would prefer a divided roadway the entire length o f Floyd Avenue from Lafayette to the eastern
boundary at approximately South Race Street, and pointed out that a 44 ft. roadway would be
recommended by the Planning Department staff on both Floyd Avenue and South Lafayette Street.
Further discussion of the entire site f ollowed. Mr. Carey stated that he has filed restrictive
covenants limiting the development to 1500 units. He thanked the Commission for their time
in discussing this matter , and excused himself fr om the meeting.

IV. INCA-JASON ALLEY VACATION CASE #29-67C
Mrs. Romans stated that this was informational only; Mr. Banta's client is attempting
negotiations to purchase the entire block, and if he is successful, they would request that
the entire alley be vacated. Another gentleman was in the Planning Department office several
days ago, who is interested in purchasing the entire block also. No further action is required
on this matter at this time.
V. ADULT FOSTER HOME CASE #1-68
Mrs. Romans read a memo from Chief Building Inspector Wallace requesting interpretation of
"adult foster care". The Ordinance permits "foster family care", but limits it to persons
sixteen years of age and under. Mrs. Romans stated she had called Mrs. Heckel of Tri-County
Health to discuss the matter, and had been told that this is a new program sponsored by the
Health Department. The people in an adult foster care home do not need strict medical
attention, and are able to care for themselves, but do not want to live alone or in a rest
home. Mrs. Heckel stated that there may be three such persons in a home; if there were more
than three, the home would be considered a nursing home and would have to be licensed. These
homes are under the inspection of the Health Department. Discussion followed.

The Planning Commission approve the use of the properties at 3195 South
Delaware and 3868 South Delaware as adult foster family care homes,
inasmuch as the use is similar in nature to a foster family home as de-
fined in the Ordinance which use would be permitted at these addresses.
This action is being taken under the provisions of Section 22.5-19 of
the Zoning Ordinance, which gives the Planning Commission authority to
approve "similar uses" to those permitted under the Comprehensive Zoning
Ordinance in any particular zone classification.
Upon the call of the role, the motion carried unanimously.
VI. REFERRAL FROM CITY COUNCIL
KLZ Site Zoning
Mrs. Romans gave members a copy of the resolution passed by the City Council on January 2, 1968,
requesting the Commission reconsideration of zoning on the Carey Site. Discussion followed.

Parkinson seconded: The Resolution be received and tabled for further information.
The motion carried unanimously.
VII. STATE WATER POLLUTION COMMISSION.
Mrs. Romans reviewed the Public Hearing which had been held by this Commission which she ha:l
attended recently.
VIII. REZONING HEARINGS.
Mrs. Romans reminded Commission members of the rezoning hearings scheduled for January 17,
1968.
IX. BOULDER PLANNING CONFERENCE.
Mrs. Romans stated that the Planning Conference which is held in Boulder at the University of
Colorado each year will be February. 15th and 16th. Members were urged to attend.
X. ALTERNATE REPRESENTATIVE TO ICRPC.
Mrs. Romans stated that it has been the desire of ICRPC that all representatives and their
alternates be elected officials. She is presently shown on the City roster as the designated
alternate from the City, but felt it should be someope from the City Council.
