DATE: April 3, 1968 SUBJECT: Out-of-State Travel and Convention Attendance Expense Approval. RECOMMENDATION: The Planning Commission recommend to City Council that out-of-state travel and convention attendance expenses be authorized for the Planning Director and a member of the Planning Commission to attend the ASPO Convention in San Francisco, May 4, 1968, to May 9, 1968. CALL TO ORDER. CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION APRIL 17, 1968 The regular meeting of the City Planning and Zoning Commission was called to order by Chairman Woods at 8:05 P.M. Members present: Carlson; Lentsch; Parkinson; Touchton; Woods Romans, Ex-officio Members absent: Lone II. APPROVAL OF MINUTES . Mr. Woods stated that the Minutes of April 3, 1968 , were to be considered for approval. Parkinson moved: Lentsch seconded: The Minutes of April 3, 1968, be approved as written. The motion carried unanimously. III. SAFEWAY STORES SIGN Sherman at Highway 70 CASE #ll-68A March 20, 1968 The Planning Commission received a request from the City Council at their March 20, 1968 meeting to consider a request from the Safeway Stores for permission to install an advertising sign on City-owned property on the northwest corner of South Sherman and Colorado Highway 70. After reviewing the location of other City-owned properties, primarily park sites, it was the opinion of the Commission that this could set a precedent if it were granted, and that signs advertising private businesses would not be desirable on sites such as this Street Department property or the City Parks. A recommendation to this effect was forwarded to the Council at that meeting. Mrs. Romans stated· that Assistant City Manager Mack has informed her that the City Council desires clarification of the memorandum forwarded to that body following the March 20th meeting. The memorandum read as follows: "The Planning Commission recommend to City Council that advertising signs of individual private businesses should not be allowed on City-owned property". She stated she felt this meant that the owner of an individual business could not place an advertising sign on property owned by the City directing people to that p~ivate business, but that this would not p ecessarily preclude the placing of signs by the Chamber of Commerce Merchants Association should the Council feel that such sign or signs would be of benefit to the community. Mr. Parkinson commented that he thought the recommendation was a good idea, but asked why it was before the Planning Commission in the first place? It was pointed out again that it had been referred to the Commission by the City Council . Mr. Criswell stated he felt the problem was in the wording, and pointed out that encroachment agreem.ents which have been approved are on "city-owned property" even if the encroachment is in the air-space. Mrs. Romans stated that the encroachments of this nature are considered by the Board of Adjustment and Appeals, and that 'each case has been considered separately, by both the Board and the City Council. Mr. Criswell stated that he thought the newly adopted Building Code gave authorization for such encroachments provided they met certain elevation standards, square footage, etc. Mr. Touchton pointed out that most encroachments such as this involve signs affixed to private property; he felt the intent of the motion was to prohibit the actual physical erection of advertising signs on City property. Further discussion followed. It was pointed out that Mr. Lone does have experience in sign installation, and that perhaps further discussion should be delayed until he can be present. COMPREHENSIVE ZONING ORDINANCE. Mrs. Romans asked members of the Commission to what extent they wanted to participate in the revision of th: Zoning Ordinance? She stated.that the~e are_seleral "tar?et" areas in the City that are in need of close study and detailed consideration 1 She reviewed procedure followed in the revision of the Ordinance in 1963, at which times Stturday morning work sessions were held in the office for members who were able to attend. She stated that she felt the areas presently zoned as R-3 (Multi-family) Districts would need to be analyzed in view of the many requests in inqueries for additional multi-family zoning. She pointed out that much of the land presently in that classification is not develJping. In addition, the study of the Northwest Englewood area will need t J be intensified in view of the several inqueries about two-family zoning in the residential area west of Tejon which have been received. There are also residents in the area who are interested in circulating petitions to obtain street dedications and open additional access p@ints. Mrs. Romans stated that in an effort to aid these persons she had developed the l "Street Dedication Questionnaire", of which members had been given a copy. The questions in the questionnaire were those that persons had asked of Mrs. Roman~, and in addition, ~uestions that Mrs. Romans thought might be asked of the circulators. The Director thought that perhaps this form could be given those citizens circulating petitions as an aid to them in answering questions. Mr. Lone entered and took his chair with the Commission. Referring to a map of the area, Mrs. Romans pointed out the number @f houses, garages, and sheds that would be in the street or alley right-of-way should the dedication attempts be successful. She also pointed out the number of building sites which would be possible if some of the structures were removed and the ownerships split. Mrs. Romans discussed the Denver Model Cities program, and the effert this area will have on it, and the effect the Model Cities program could have on this area. The officials working on the Model Cities program feel they should consider the College View area, the Northwest Englewood area, and the area to the south as one "community" in order for the plan for redevelopment to be most effective. They are also considering multi-jurisdictional co- operation on the matter of schools, fire and recreation in the area l between Denver, Sheridan and Englewood, hopefully to the benefit of all three municipalities and of the subject area. Mrs. Romans stated she would like to have a meeting of the Denver Model Cities Committee and .the Planning Commission, and possibly the City Council, to further discuss their program. The Commission members indicated they would be willing to meet with l the officials of the Model Cities program, and were of the opinion that it would be best for them to consider the presentation before it was exposed to a larger group. The "target" areas of the city were discussed. It was felt that all areas should be studie.d in detail by the Commission. Mr. Lone commented that perhaps one area should be completely worked out before another area is viewed. Discussion followed. Me~bers agreed that it might be well to view the area and follow the tour with a brainstorming s~ssion, and then have a meeting with the residents of the area within a week or so after the tour if they felt that there were any particular problems that such a discussion would help solve. v. FEDERAL AIDS CLINIC -------------------t - Mrs. Romans reported that the Third Annual Federal Aids Clinic will I be held April 26, 1968, at the Sheraton-Malibu Airport Inn. She asked if any of the members would be interested in attending. III (B). The previous discussion was reviewed for Mr. Lone. Mr. Lone stated he felt the intent of the Commission motion was concerned with signs that were placed ON City property --not over City property, and which were owned by a businessman advertising hi~ particular business. Discussion on the motion made on March 20th followed. Mr. Touchton l pointed out that the motion states that the signs shall not be "allowed" on City property, and asked if perhaps it would clarify the situation if it were reworded to:. signs .-shall not be "installed" on City property? Mrs. Romans also pointed out that the Commission was talking about a "free- standing" sign. Mr. Criswell asked if the members felt there was a need for an over-.all recommendation on this matter. Mr. Lone commented that he felt there could be a number of requests for just such advertising by all the individual merchants if one sign is permitted. Lone moved: Lentsch seconded: In connection with the erection of signs by prit ate businessmen on City- owned property, that each case should be considered individually, but, as a general rule, this Commission feels that third party business signs should not be erected on City property. In response to the City Council's request for a recommendation on the matter of the installation of a sigi I I I I I I Page 1049 on the northwest corner of South Sherman and Colorado Highway 70, it is recommended that the request made by Safeway Stores in a letter dated March 8, 1968 addressed to City Manager Dial to erect a sign at that location be denied. The motion carried unanimously. VI. REGIONAL PLANNING COMMISSION. Mr. Lone reported that he had been unable to attend the last two meetings of the Regional Planning Commission, and was, therefore, unable to make a report. Mrs. Romans suggested that perhaps an alternate should be appointed by the City Council, and pointed out that it is the desire of the Regional Planning Commission that all representatives and alternates be elected officials. Touchton moved: Lone seconded: The meeting be adjourned. The motion carried, and the meeting was declared adjourned at 10:20 P.M. Gertrude G.
