IV. • ENGLEWOOD HOUSING AUTHORITY Board of Commissioners Regular Meeting August 26, 1987 CALL_TO_ORDER The Regular Meeting of the Englewood Housing Authority Board of Commissioners was called to order at 6:35 p.m. on August 26, 1987, at Simon Center, 3333 South Lincoln St., Englewood, Colorado, 80110, by Thomas 3. Burns, Chairman. ROLL_CALL Members Present: Members Absent: Also Present: Thomas 3. Burns, Chairman Bradley Zieg, Vice Chairman Norleen Palmer, Commissioner Ray 3. Berlin, Commissioner Gary L. Kozacek, Commissioner Alan M. Feinstein, Executive Director Robb W. Short Rehab Supervisor READING_AND_APPROVAL_OF_MINUTES_FROM_JULV_29~_1987 There was not a quorum of commissioners present at the meeting held August 26, 1987, who attending the meeting held July 29, 1987; therefore, approval of the minutes the July 29, 1987 Regular Meeting of the Englewood Housing Authority Board of Commissioners was postponed to the meeting to be held on September 30, 1987. ~!§!!QB§ There were no visitors scheduled or unscheduled who attended the Regular Meeting of the Englewood Housing Authority Board of Commissioners held August 26, 1987 • j:. EHA BOC Regular Meeting 08/26/87 v. VI. DIRECTOR'S_REPORT The Executive Director noted the inclusion of the Mobile Home Rehab Status Report beginning with this Board Meeting Packet. Brief discussion ensued regarding research into acquisition of the mobile homes for this project. It was noted that the State Division of Housing, who funded this project,. has certain requirements which the mobile homes acquired must meet. No other questions concerning the status reports contained in the Director's Report were forthcoming. DISCUSSION_ITEMS A. Swedish_Medical_Foundation_Proeert~_Reviews. The Executive Director explained that the appraiser reviewed all the properties and expressed the opinion that the area in which the properties are located is somewhat depressed with a potential for revitalization because of its central location. No structural or foundation defects were found by the appraiser, but he did recommend that the EHA obtain an engineering. inspection report prior to purchase of these properties. Discussion ensued regarding the differences in definition of "Rehab Work needing done" between what the appraiser deemed needed repairs and what the housing authority deemed necessary to bring the structure up to code. Robb Short, the Rehab Supervisor, stated that it was the standard practice of the EHA to rehabilitate properties bringing them up to code rather than adopt a "bandaid approach" to repairs. It was the professional opinion of the Rehab Supervisor that some of the houses were in such a state of disrepair that rehabbing them would not be cost effective, and that demolition and subsequent redevelopment of the land would be the most suitable approach. -2-• 1:·4 • • • • ' EHA BOC Regular Meeting 08/26/87 ~QI!Q~ IT WAS MOVED BY BRADLEY ZIEG TO ADJOURN TO EXECUTIVE SESSION AT THIS POINT OF THE REGULAR MEETING OF THE ENGLEWOOD HOUSING AUTHORITY BOARD OF COMMISSIONERS HELD AUGUST 26, 1987. Letter from Fee Accountant Regarding Section 8 Ex~ Oeerating_Reserve·-------------------------------- Discussion regarding the placement of Section 8 Ex. Administrative Fee reserve funds in the Section 8 New Construction investment pool ensued. A letter from the EHA's fee accountant, Robert J. Sylvester, requested that the State Housing Law be reviewed in this regard. The State Housing Law was reviewed and it was determined that rather than place the Section 8 Ex. Admin Fee in jeopardy by the use of questionable financial practices, the use of the funds in a "housing related activity" <i.e. the purchase of low-income housing) would be more prudent. ~QI!Q~ IT WAS MOVED BY NORLEEN PALMER TO RESCIND THE MOTION PASSED AT THE ENGLEWOOD HOUSING AUTHORITY BOARD OF COMMISSIONERS MEETING HELD JULY 29, 1987 ••• "TO APPROVE THE TRANSFER OF THE SECTION 8 EX. OPERATING RESERVE IN THE AMOUNT OF SSS,900 TO THE SIMON CENTER RESERVE." ••• • AND ALLOW THE SECTION 8 EX. OPERATING RESERVE IN THE AMOUNT OF $55,900 TO REMAIN IN THE SECTION 8 EX. OPERATING RESERVE ACCOUNT FO. FUTURE USE IN A HOUSING RELATED ACTIVITY. RAY BERLIN SECONDED TH MOTION. Ayes: Nays: Abstained: Absent: Burns, Zieg, Palmer, Berlin None None Kozacek The Chairman declared the motion carried. D. Letter_to_Cit~_of_Englewood_Re: __ FY_'86_EHA_Audit. The Executive Director explained that this letter answered the Audit Finding concerning balances due the City of Englewood from the EHA which were carried forward from December 31, 1985. In response to that letter, the City of Englewood Finance Department indicated that their records verified that the EHA owed the City $11,068.38. (NOTE: This amount was paid to the City of Englewood on August 28, 1987>. -4- • • • • EHA BOC Regular Mtg. 08/26/87 VII. VIII. IX. FINANCIAL_REPORT EHA Financial with brief percentages. Report for discussion month ending 07/31/87 noted concerning net operating The Executive Director pointed out that the Rehab Financial Report reflected increased activity in all of the Rehab programs. CONSENT_AGENDA Director of Program Operations Denver Regional Office concerning Housing Marketing Plan Reviews of Section 8 Ex. were noted with brief Letters from the Division at HUD's Affirmative Fair Simon Center and discussion GENERAL_DISCUSSION A. Commissioners'_Choice Norleen Palmer suggested that arrangement be sent to Grady wishing him a speedy recovery. B. Director's_Choice a get-well flower Franklin Maples The Executive Director indicated that the EHA had, under the "Annual Adjustment Factor" regulations, requested an increase in contract rent from HUD for Simon Center rents. HUD responded by cutting the contract rent received by the EHA for Simon Center by $50 per unit per month. The Executive Director stated that the EHA is responding to this potential loss of income by obtaining a number of rent comparabilities in the Denver Metro area (both subsidized housing and private housing) and communicating our objection of HUD's appraisals to them requesting a reevaluation of Simon Center's contract rent. -5- EHA BOC Regular Mtg 08/26/87 The Executive Director relayed a request from the. owners of a fourplex in Englewood that the EHDC assume the mortgage loan on this property. The unit is in need of approximately $10,000 rehab per unit. The Executive director stated that if the EHDC assumed the mortgage loan on this property and secured rehab funds through the Rental Rehab Program, this fourplex could provide subsidized housing to four eligible families on the Section 8 Ex. waiting list. It was suggested that a grant of $20,000 from Section 8 Ex. reserve to the EHDC would provide the EHDC with the necessary funds to match a Rental Rehab loan in order to rehab this fourplex. Concern was expressed over the restoration of "hard dollar grants" to the EHA upon the transfer of title or refinancing of any property acquired from the EHA in order to prevent the depletion of EHA reserve funds. ~Q!!QM IT WAS MOVED BY BRADLEY ZIEG THAT THE EHDC RESTORE ANY HARD DOLLAR GRANTS TO THE EHA WHEN, UPON THE TRANSFER OF TITLE OR REFINANCING OF ANY PROPERTY ACQUIRED FROM THE EHA, THE EHDC REALIZES A PROFIT ON THE PROPERTY. Ayes: Nays1 Abstained: Absent: Burns, Zieg, Palmer, Berlin None None Kozacek The Chairman declared the motion carried. ~Q!!QM IT WAS MOVED BY NORLEEN PALMER TO GRANT $20,000 FROM SECTION 8 EXISTING RESERVE FUND TO THE EHDC FOR THE REHAB OF A FOURPLEX AT 3167-73 SOUTH LINCOLN STREET WITH THE STIPULATION THAT ALL HARD C9STS CONTRIBUTED BY THE EHA ON 2910-12 SOUTH BANNOCK BE REIMBURSED TO THE EHA UPON THE SALE OR REFINANCE OF THE PROPERTY AT 2910-12 SOUTH BANNOCK AFTER REPAYMENT OF THE RENTAL REHAB LOAN TO THE CITY OF ENGLEWOOD.
