The Regular Meeting of the Englewood Housing Authority
Board of Commissioners was called to order at 6:30 p.m.
on September 30, 1987, at Simon Center, 3333 South
Lincoln Street., Englewood, Colorado, 80110, by Thomas
J. Burns, Chairman.

Th e Executive Director informed the Board that Vernon
(Buddy) Lawson was placed on temporary disability
effective October 1, 1987, due to health problems. Long
Term Disability benefits are anticipated to begin around
April 1, 1988 and continue until Buddy is no longer
totally d i sabled or for 4 years. Mr. Feinstein told
the Board that Buddy had done an excellent job as one of
the Eng I ewood Housing Authority's maintenance wor ·kers
especially laying carpet and linoleum tile. Mr. Lawson
also trained one of the other maintenance worker s to do
much of this work i n anticipation of his disability.
The Executive Director stated that i nstead of replacing
Buddy Lawson with another maintenanc e wo r ker, the
Englewood Housing Authority intends to contract with a
custodial firm to do routine cleaning tasks.
Maintenance workers will, in the future, concentrate on
preventative maintenance work.
Rehab is ver y busy currently with a full schedule of
families being assisted. The mobile home project is
experiencing some difficulty in locating three-bedroom
units at an affordable price.
The City of Englewood received Rental Rehab funds in the
amount of $50,000 as an allocation from the State of
Colorado, Dept. of Local Affairs. In addition, the
State Division of Housing anticipated that five S e ction
8 Ex. Housing Program vouchers would be provided to the
Englewood Housing Authority for use in the Rental Rehab
Program.

HUD _ResHonse_Letter_to_FY_'86_Audit
The Executive Director explained that the letter to
the Director of the Office of Public Housing at HUD
responded to HUD's letter of August 24, 1987
concerning the EHA's audit for the period ended
December 31, 1986. The letter to HUD advised them
that the EHA had taken action to correct the six
findings included in the audit for FY '86. NOTE:
Letter received from the Director of the Office of
Rublic Housing at HUD dated October 6, 1987,
~tated: "Based on your response, we were able to
'-C't ose Audit Findings Numbers 1 through 6. This
satisfactorily resolves all findings inclµded in
the report."
Rental_Rehab_Program_Policy_Modification
The Executive Director explained that current RRP
policy requires that RRP funds be repaid by all
investors at a 3Y. per annum interest rate with
principal and accrued interest due and payable ten
¥ears after the loan closing. It was the
recommendation of EHA staff that the RRP policy be
modified so that all non-profit investors legally
defined as 501(c)(3) tax-exempt (i.e. WHERE and the
EHDC) agree to a ten-year declining lien at a OY.
interest rate repayable in the event of sale,
conveyance, or other transfer of the property •
The Executive Director explained that for a
non-profit investor, the 3Y. would go a long way
towards maintaining and rehabilitating the
property; and further that since the EHA is a
non-profit organization, this would be a case of a
non-profit paying back a non-profit. The Executive
director further pointed out that "investors" in
the RRP are not likely to be "low income" and what
is being requested here is to differentiate between
the investors and the non-profit corporations who
wish to use this program to rehabilitate rental
units.
The Board questioned whether the ten-year declining
lien would be on only interest or on principal plus
interest. The Executive Director replied that it
would be on principal plus interest. Commissioner
Palmer questioned why the ten-year declining lien
could not be for interest only and not include the
principal. The Board requested that the Executive
Director supply more information on this requested
policy modification for the next Board meeting.

Public Housing projects. Also discussed were the two
unfinished units on the seventh floor at Orchard Plac e,
and finishing them with funds from another program.
CONSENT AGENDA ----· -------·--·-
The comments contained in the report of HUD Housing
Management Special i st on the Section 8 Ex. programs were
discussed r ·egardinq the various locations of office
space fo r the housing authority operations beiny
cumber s ome. The benefits related to having the Housing
Division located at the c ity hall building w~re
reviewed.

in Anaheim, Californ i a July 30 to August 2 , 1987,
was discussed regarding insur a nc e fo r the
commissioners.
Director's Choice •
The Executive Direc tor informed the c.:ommiss ione "'
of the condemnation of a hous e lo c ated in Englewood
which could b~:? viewed as a possible a c qui s it:i11n ·for
a lot on which to build. It was the rec ommendation
of staff that a reasonable offer for thi s property
would be the asking price of the property l ess the
