He informed the commissioners that he was in touch with the mortgage company on a weekly basis to get up-to-date information on the status of these units. The Executive Director was pleased to inform the commissione r s that the ARRP unit ~t 2755 S . Delaware Street had been closed on as of February 23, 1987. REHAB_STA TUS_REPORT Due to changes in IRS rulings, the Executive Director informed the commiss i oners that he found it necessary to meet with the lead bank in the Rehab Loan consortium in order to get a final interest rate. He anticipated a loan interest rate at a point and a half over the prime i n terest rate . The E x ecutive Director felt that in con j unction with the EHA 's Reh ab Loan Program, this interest -ate from the bank wou ld enable some low-income and mi ddl e-income persons to get help with rehab work n eeded on their homes. ORCHARD_PLA CE_WIND_DA MAGE The Executive Director informed the commlss io ne rs t ~a~ during the recent high-wind storm , par t of the r 0 of parapet at Orcha r d Place was damaged . No damage was sustained b y a1y of the units at Orchard Place, or by a ny neighbori n g pr i vate hGffies. -2- ... • • • .• • Eng 1 e,mod Housing AL< thor i ty Bo a r d ~f Commissioners • RegL l ar Meeting -February 25, 1987 INJURY_CLAIM The Executive Director informed the commissioners of a claim filed by the son of a tenant of EHA Public Housing f or payment of medical bills and lost wages due to an injury he c laims he sustained while on Public Housing grounds. The circumstances surrounding the alleged injury and how it was sustained, the ensuing medical t r eatment received by the claimant, and the just i fications for the amount requested by the tenant's son were gi v e n to the commissioners. Le n g thy d~scussion ensued regar ding rising insurance cos ts, the setting of a prec edent of paying injury cl3ims, the co ndition of the g r ounds (according to the claimant and according to EHA personnel> upon which the alleged in jury was sus tai ned, the =hoices of the EHA (pay the cla i m or fight the claim) and the evidence presented by the claimant to support the amount he has 1-eques t ed . The E x ecutive Director explained that every change recommended by the attorney had been incorporated into the EHA Lease and Rules & Regulations. He fu r ther exp l ained that the EHA would adopt the Ch ec k Out Procedure/Security Refunds/Apartment Cleaning Procedures documents recommended to be included by the attorney. An inv olved discussion e n sued regarding possible liability on the part of the EHA over injuries sus tained by EHA tenants performing duties outlined in thei r leases as being the responsibility of the ten ants, i.e. snow removal, grass cutting . INSURANCE The E ~ecut i ve D ir ector explained to the commissioners th e bidding procedures used this year i n order to obtain bids on the EHA 's insurance . The Executive Director e x plained that in the past ~he EHA wor k ed with an insurance broker who obt&ined insurance b i d5 on behalf of the EHA. This year, the ~HA, d i d a formal request for bids, contacting se v eral brokers or agents and had each . sen d in a bid on the insuran ce needed by the EHA. As a r esult, t h e EHA w ill work th i s year with the same ins urance firm as last year for many of the EH A 's ins~rance needs, but not all of them. This wi l l sav e q u ite a b1t of money for the housing autho ri ~Y c G in5ur ance costs.
