Certificate and Voucher Programs were discussed. A lengthy discussion ensued regarding the possible evict io n of a public housing duplex tenant for non-payment of rent. Discussion ensued regarding the suggestion that the remaining vacant ARRP unit be rented until it was sold. DISCUSSION· ITEMSi_MOTIONSi_AND_RESOLUTIONS A. Develo2ment_of_Mission_Statement_for_EHA. B. It was the decision of the Commissioners that a special meeting be scheduled for Wednesday, May 20, 1987, at 6:00 p.m. at the Simon Center to identify and discuss goals, objectives, and/or strategies for the EHA • CDBG_Award_Letter The letter from the office of the Executive Director of the Department of Local Affairs of the State of Colorado whereby the City of Eng l ewood was awarded Commun it y Development Block Grant funds in the amoun t of $303,000 for the r ehabilitation of convent i o n al housing occupied by low and moderate income owners throughout the City and the replacement of mobile homes occupied by low and moderate income owners in the Oasis Nort h, Royal and Round-Up cooperative parks was noted. T h e Exac u tive Director, Alan M. Feinstein, was commended by the Commissioners of the Englewood Hous i ng Author i t y for the successful work done by him and the C i ty of En glewood Rehabilitation staff in the applica t ion for these funds and their present~tion at th e CDBG Advisory Committee hearings. -3- • · .. ng l s -..... o c .. j Hous i ng Authority Bo a rd of Co mmiss ic ners 1-~e g u l.a i-r1eeting -~pril 29, 1987 C. Bmendment_to_Housing_Rehab_Program_-_Investor_Loans. Discussion ensued regarding the proposed reactivation of the investor loan program whereby loan funds would be used in conjunction with the Rental Rehab Program which requires investors to match the RRP loan with non-RRP monies. The proposed investor loan program would assist those investors who do not have or who choose not to use their own funds as the required match for the RRP. !::1Q!!Q~ I T WAS MOVED BY . COMMISSIONER NORLEEN PALMER THAT THE HOUSING REHAB PROGRAM BE AMEN DED TO INCLUDE AN INVESTOR LOAN PROGRAM. THE MOTION WAS SECONDED BY COMMISSIONER BRADLEY ZIEG. Discussion ensued regarding the possible acquisition of a property upon which a foreclosure has been filed . The various options ava i lable to t h e EHA were discussed at length. The Executive Director was directed to obtain a cost estimate o f what it would cost to develop a duplex u n it on the vacan t part of the property since the lot is large e n ough to be legally split and is zoned for si n gle fa mi l y detached or duple x es only.
