DIRECTOR'S_REPORT A. Occupancy Status Report: \ The Executive Director indicated that all waiting lists for the Section 8 Rental Assistance Program. Housing Rehab Status Report: Gary J<ozacek stated that the City Cc,unc i l of Eng lewc,c,d wi 11 be looking at minimum cei 1 ing height i-eq1..1i rements regarding revisions to the City of Englewood Housing Code. Loan delinquencies were discussed briefly. DISCUSSION_ITEMS.1.._t10TI0NS_AND_RESOLUTIONS: A. WAND Subcommittee Meeting held 05/19/813 There was a discussic,n regarding whether or not to enter intQ a contract with Creative Living, Inc. The issue was whether or not to wait for the hi,ing of a new executive director and possibly risk the loss of four fami 1 ies who have been determined e 1 i g ib 1 e tc, purchase the homes, as well as c,veral 1 project delc'y. Vice Chainnan Zieg ex·plained sc,me c,f the chc1.nges made to the WAND Modular Units' blueprints by the subco111tnittee. It was recommended that the process to be followed on the WAND units be: 1. Have i!lttc,rney review contracts with Creative Living, Inc., and return contracts to ad hoc committee for review. 2. Contact c,-eative Living, Inc. to tel 1 them the EHA ~nts copy cf the blueprints fc,r the WAND .modular units. 3. Make any changes the EHA wants and r<2turn blueprints to Creative Living, Inc. 4. Have look Inc., want. prospective WAND modular unit buyers at plans retun,ed from Creative Living~ and make changes to blueprints they 5. Get final approval of b l ueprints. 6. Fc,rec 1 osure on 3096 Sc,u th Li ncei 1 n St. The Commissioners were informed t.hat the EHA holds c1n investor loan as a second mortgag~ 0n 3096 South Lincc,ln St. The first mc,rtgagee had contacted the EHA and informed them that they were prepa ,-ing t.ei file fc,reclosure a.t the end of 1'1ay, 1988. The owners '1~.v e vacated the property and moved out of state. The property has been listed for sale since last fall~ but no promising offers have been made. The first mortgage is a 30-year FHA fully assumable non-qualifying .loan at 10.S~ interest. Discussion ensued regarding the curre!"'lt principal balance on the fi1-st mortgage, and the monthly payments. It was the recommendatic•n of the Commissioners thai; EHA staff be directed tc::, bring the first cLw r ent a.rid attempt to contact the c•wners to negotiate ~n assumption of the first and have the c,wners sign a quit claim deed to the EHA. The as ·;;umption fee and escrow shortage will be paid by the EHA as well as the ~onthly payments on the first <PITl). The family is to be asked to allow the EHA to assume the property, and if they wi 11 not, the EHA wi 11 then ini ti.:;,,te fc,recl c,sure in order to protect its interests. If the EHA assumes the first, the monthly payment will be reduced because EHA is ta.x exempt (which would red\.lce the e<:crow amount>, and possibly reduced because the prc,perty could be part of EHA's ,-efinancing .,:,f the &.IAND and other properties thereby reducing the m~r~g~ge payments. On May 6, 1988, HUD 's Loan Management staff conducted an on-site ma.nagement review and physical inspectic,n r:,f Simon Center. Also included as part of the review were the Section 8 activities on this project. The report on this management review and inspection iss1.1ed by HUD Section Chief, Lc,an "1anagen1ent Branch, reflected an over a 11 above-average rating c,f the management operations. There were no adverse findings during this review. The report on this review/inspection stated in part: "This project is very well m~1ntained. The preventative maintenance program that is being followed is excel lent. The maintenance staff should be commended, especially due to the fe.ct that they have lost 1-1/2 maintenance persc,ns and still maintain such effectiveness and high quality perfc,rmance. . This development is very well managed ..-.nd maintained. The administrative p1-actices and policies are efficient ~nd effective. Tenant/landlord relc\tic:,ns a,-e e l-~cellent.•i It was the directive of the Commissioners that a letter of co1nmendation be sent to Elaine Beck WahlqL1ist; Frank E. McCoumb, Jr.; Wilma J. Reinhart; Evely~ Lee; and Robert Redman. The May·c,r and Eng lewc,od City Council are to be copied on this Jette.-, with a copy of the Simon Center Management Review and Physical Condition Reports attached. Copies of the letter and reports are to be placed in the i .ndividual persc•nr--e.1 files of these EHA staff members. G. CHFA Letter Regarding Finance Mechanism for EHA Rental Units. FINANCIAL_REPORTS Notes on the Englewood Hc,using Authority Financi?.l Repc..,-t for the month ended 04/30/88, the c?\ccnia J ,r,ethod c,f insurance costs and major const,-uction costs for the WAND Project were discussed. In a letter from HUD Director~ Office of Housin~, Donald J. Dirksen, dated April 28, 1988, it was st~ted that HUD had ncarefully reexamined the infc,rm.atic•n arid data submitted with lEHA's> appeal. Based on this 1-eexamination, (HUD> shal 1 not decrease the Section 8 rents for Simon Center and ••• determined that the rents wi 11 remain at S47(1. 00. There was not Sl.t ff ic ient support, however, for any increase in rents above that amount.• The Board of Commissioners wanted these minutes to reflect their feelings thc\t E i-t '?Cl.ltive Director Alan M. The acting executive directer appointment was discussed. It was the decision of the Board of ConNnissioners that Resolution No. 3, Seri.es of 1988, be adopted stating: 1. Robert W.
