of Comf'Dissioners was called to order at 6:20 p.m . on
September 21, 1988, at Simon Center, 3333 South Lincoln St.,

advised the Board that aonthly delinquency letters go
out to all loan recipients Nho are delinquent in their
payaents. The letters becoae increasingly strong as
tiae lapses and the loan balance is not brought
current, Nith follo..-up correspondence from the City of
EngleNOod City Attorney•s office.
The Executive Director stated that a new billing
procedure has been iapleaented on the City's coaputer
systea. On the new systea, late payaents, principal
only payaents, and any delinquent aaounts will be shoNn
on the aonthly bill. This was not possible Nith the
old billing systeM.

Vice Chairaan Zieg stated he 1«>uld like Staff to
reco-nd Nhen a foreclosure should be initiated and
asked that Staff put their recoaaendations c,n
delinquent Rehab Loans and hoN to handle theta in
Mriting for the next Board Neeting.
Janet 6riaaett stated she MOuld like to see a standard
policy adopted setting forth procedures on delinquent
rehab loans at · pre-set intervals, i.e., b aonths
delinquent, 12 aonths delinquent, etc.

Prograa should be Marketed aore aggressively to let
EngleNOod citizens know that the progra• exists.

A. Approval of Sheridan Housing Authority/EngleNOod
Housing Authority Intergovernmental Agreeaent (Tabled
fro• 08/31/88 EHA BOC Neeting).
Under the Section B Ex. Certificate progra•, households
that receive a Certificate for rental assistance must
select a rental unit that is located inside the
corporate liaits of the governaental agency issuing the
certificate. The EKecutive Director of the Sheridan
Housing Authority approached the fort11er Executive
Director of the EHA concerning a nulllber of pec,ple
residing in Englett0od Nflo have children attending
Sheridan schools. Sheridan Housing Authority issues
Housing Certificates to households lillho have children
attending Sheridan schools but residing in Engletot0od .

Agreement should go before the City nf Englewood City

situation and then before City of Englewood City
Council for approval. Chairman Burns did not feel ,t
was necessary to submit the proposed Aqreement to
Englewood City Counc i I t ·or approval.
Executive Director Malinowski stated that the amount of
benr.!fit the EHA would realize was neqliqible and tlH~

inter·est in working on a part-time basis with the F.Hf.l.

Executive Director t'lalinowsld stated that there would
be no increase in the Housing Specialist's salary for
the person currently in the clerical technici.an
position. Since there NOuld be an additionaJ part-time
position, it i«>uld iapact the budgets fiscally;
however, the funding for the part-ti111e posit1c,n wa.s
within the EHA's budgetary allowance fc-r this yea,-.
The Executive Director also had infor•ed the person
accepting the part-tiae position that, pending Board
approval of the new position, it would be reviewed in
three aonths and in six months to see if the position
was still required or still fiscally possible.
The EngleMOod Housing Authority Board of Cow,iissioners

Application to ~A for WAND.
Acquisition financing for the WAND properties Mas
provided by First Interstate Bank of EngleNOod, on a
one-year tera. This financing is collateraJized by a
Certificate of Deposit held at First Interstate Bank of
EngleNOod. The ter• of this loan wi 11 ,e .xpire on
Deceaber 29, 1988. Janet 6ri..ett, Housing Rehab
Financial Specialist has been NOrking with the •ost
likely provider of per.anent financing, C~A, through
their 501(c)(3) bond prograa. Since the EHDC NiJJ be
the ultiaate owner of all the rental properties, any
loan eventually given Nill be in their naae. Variol.•s
scenarios Nere presented to the Cotnfllissioners to
review. The scenarios ..ere developed to determine
maxiaua mortgage available, cash equity needed, and
five-year cash floN pro-foraas. The scenarios Mere
based on the use of aarket rents and project-based
vouchers. Each scenario Mas revietted at length.
It ..as deterained that rental incoae generated fro~ the
properties NOuld not be sufficient to warrant ~A
lending EHDC the funds needed unless the EHOC, through
the EHA, provided initial equity or an ongoing
operational subsidy. It ..as decided that interest
income from Certificates of Deposit NOuld be pledged as
incoae for these properties in order to justify ~A
lending the EHDC the funds to coaplete the WAND rehabs
and to avoid having to coae up Mith ini.tial EHDC
equity. It ttas deterained that a resolution should be
passed stating this intent and sub•itted Nith the ~A
loan application.

Executive Director l'lalinowski requested vacation tiMe
for the period October 7 -12, 1988. This leave tiae
had been discussed Mith the Board at the time of the
position offer. Approval Nas granted.
Executive Director l'lalinowski updated the eo .. issioners
on the source of the leak at Orchard Place. It Mas his
opinion, after conducting a controlled leakage test,
that the source of the leak Nas the fault of the
Materproofing product and the contractor Nho applied
that product. Both the aaR.1facturer of the
Materproofing product and the contractor "'10 applied
the product have been notified that they NOuld be
expected to honor their warranties.

Relocation of the Engletitood Housing Authority
Adainistrative Offices was discussed. It was
deterained that the Siaon Center baset11ent would be too
expensive to develop as office space. Lengthy
discussion ensued regarding the pros and cons c,f
renting sufficient space. The Executive Director
stated that the EHA could take soae initiative and see
Nhat space is available on the market ""1ich NOuld
accoaaodate the entire EHA staff.
The Requests for Proposals for Legal Services Mere
discussed briefly.
