Additional explanation added to •Request to Revise Public Housing Security Deposit Policy" as follows: ·EHA Staff reco...ended that the Security Deposit Policy be changed to read, 'Prior to occupancy, the faaily accepted as resident shall pay the EHA a security Deposit. The security deposit is $50.00 for elderly faailies and $200.00 for all others, or the resident's gross faaily contribution, whichever is greater••. DIRECTDR 1 S_REPORT Th• Executive Director raported that eviction proceedings are pending for a duplex faally that has requested a grievance hearing concerning the reasons for the teralnatlo of their public housing assistance. The grievance heari is currently scheduled for March 3, 1988. The Executive Director inforaed the co1M1issioners that appropriate written coaaunication has been sent to the families residing in WAND properties inforaing theta of the EHA's ownership and plans for their rental units. The Executive Director reported that the recipient of Rehab Loan No. 134 had brought their loan up-to-date by making four aonth's payments. It was the decision of the Commissioners to send a letter signed by Chairaan Thoaas J.Burns to the recipients of Rehab Loan No. 92 indicating the Board of co .. issioners wants EHA Rehab staff to show just cause why foreclosure proceedings should not be initiated. The recipients of Rehab Loan No. 5, upon receipt of a siailar letter sent last .:>nth, had made a $400.00 payment on their delinquent loan. DISCUSSION_ITEMS£_t10TIONS_AND_RESOLUTIONS A. Adoption of the Englewood Housing Code in Addition to the Rehab Code. -2-• EHA BOC Regular Meeting 02/24/88 • NOTE: During the Study Session preceding the Regular Meeting of the EHA Board of co .. issioners held February 24, 1988, Robb Short, Rehab Supervisor gave a detailed explanation of the reasons the Englewood Housing Code should be recognized along with the Rehab Code. Nr. Short informed th• Co .. issioners that the Rehab Code had been in use since 1979. He stated that in recent years, with the changing of adainistration in the Building and Safety Division, the Rehab Code had generally not been used in favor of the Housing Code and the U.B.C. This had caused soae problems with consistency bettteen the Rehab staff, who write specifications for the projects and the Building Division who review and inspect the projects. It was the recoaaendation of the staff that the Housing Code be recognized in addition to the Rehab Code since both codes serve a purpose and would not hamper efforts to provide rehab and repair. IT WAS MOVED BY GARY L. KOZACEK TO RECOGNIZE THE ENGLEWCXJD HOUSING CODE IN ADDITION TO THE REHAB CODE. Amendaent_to_Resolution_No._5.s._Series_of_1987. Discussion ensued regarding the reco,amendation of Lehman ButterNick & Co., P.C., that the EHA aake it a policy to require that all checks in the ant0unt of $1000 or more be atanually signed by the Executive Director and a Board of co .. issioners metnber (that member being the Chairaan or Vice-Cllairman). A review of Resolution No. 5, Series of 1985 indicated that it was conducive to the efficient daily operation of the Englewood Housing Authority to exclude from that recotntnended policy those checks which are, on a regularly-occuring basis, in the aaount of $1000 or more. -3- EHA BOC Regular Meeting 02/24/88 It was the recoaaendation of EHA staff at this tiae to~ exclude fro• that reco111t11ended aanual signature policy additional checks; specifically, those checks written to the Denver Lulllber Coapany and checks written to First Interstate Bank Real Estate Loan Dept. for real estate loan payments. The Board of co .. issioners decided against excluding checks written to the Denver Lufllber Company but agreed that checks written to First Interstate Bank Real Estate Loan Dept. for real estate loan payments should be excluded from the Manual signature policy. ZIEG TO APPROVE THE AtENDl'IENT TO RESOLUTION NO. 5, SERIES OF 1985, ADDING TO THE LIST OF CHECKS loailCH ARE ISSUED ON A REGULARLY OCCURRING BASIS, AND THUS EXCLUDING FRON TlE MANUAL SIGNATURE POLICY WHICH WAS THE RECONl'IENDATION OF ENSLEWCXJD HOUSING AUTHORITY AUDITORS LEHMAN BUTTERWICK & CO., P.C., THOSE CIECKS WRITTEN TO FIRST INTERSTATE BANK OF ENGLEWOOD FOR REAL ESTATE LOAN PAYl'E:NTS WHICH ARE IN AN AMOUNT EXCEEDING $1,000. Executive Director Feinstein presented an article from the February 24, 1988 Denver Post entitled, •Proposal Would Convert Foreclosed HUD Hoaes into Low-Income Housing•. Lengthy discussion ensued regarding this article and the proposal presented in it. 6ENERAL_D1SCUSSION A. co .. issioner's_Choice Commissioner Zieg stated that he had soae concerns about WAND docuaentation. eo .. issioner Zieg stated that he would like to see an ad hoc comaittee foraed consisting of EHA Board of eo .. issioner members to .:>re closely monitor the WAND project, aake suggestions concerning the WAND project, and report to the Board of Cotllfflissioners at the regular meetings on the progress and status of the WAND project • IT WAS MOVED BY BRADLEY L.
