The E><ecutive Director informed the Commissioners that the Report had been divided in two: The Hou~:.ing Hehah Stat11s Repo,·t <which will be renamed the Housing Rehab Delinquenc y Report> and the new form £,.>ntitled "Housinq Rehab !3 tatus Report" which gives more detail on the djfferent types of rehab loans available, categorizinq P ar_h hy t.he number of applications received, numbPr n f unit!:, receiving rehab, number of applications 1n process, applications denied or withdrawn, applications approved, numher u-f ,-ehabs under construe-ti nn, and the number of project s completed. Program's Reports Roger Kol tay informed the Board of Commissiuner·c.; that the City Attorney of Englewood will now he n '?view i n~, all legal proceedings within the City Depa, tments even though they are actually being handled hy the Department's own legal counsel <as in the case of the Englewood Housing Authority or water rights m~Lt e rs>. Gary Kozacek requested that the Reh.ab c.. taf ·f for· W"1rd to City Council a memorandum giving information on tht'? foreclosures requested on rehab loans wh1ch the C i ty Attorney has been asked to handle. DISCUSSION ITEMS, ~QI!Q~~ ~~~ ~~~Q~~IIQ~§ A. Review of ~nd Action on Selection of neal Estate Firm to Provide Marketing Services. This act ion was requested by lhe EHA Dod.-ci of Commissioners in order to select a real estate 1·1rm to provide marketing services to the EHA for ,;alP nf five EHA-owned single-family properties. Three propo~als were received in response to a direct ma~ling nf the RFP to market the EHA's properties which ar~ for sale. One proposal was unre~ponsive and the F 1<er.utive director recommended that it be rejected as such. rt11~ other two proposals suhmilted were: Milton Se11t.i of Metro Brokers who proposed to market the EHA's properties in various ways fo,· a -:;i >< p P.r c ent fr.?e; anr1 Bob Marx of Metro Brokers who propo s ed an exchanye ot the EHA's five sahJ properties for an B2-unit i\part:ment complex in the 100 block of West BellPview with a cJsh "boot" on the part of the EHA in addition to th e property exchange. The Executive Director informed the Commiss ioners that he had gone through the 82-unit apartment complex with two members of the Rehab staff. •~ stated that substantial rehab/maintenance would be required to bring these units up to a rentable condition. The Executive Director stated that the Rental Rehab Program ~ight be used to rehab thes~ into more rlestrable units. Vacanc y rates in the bujldinqs indicated a 41% vacancy rate in one building and a J2X v~cancy rate i.n the other. Gary Kozacek mentioned that a development of apartments was being constructed across Belleview Avenue from the units in Mr. Marx's propo s al. The Executive Director then asked the Commissio,~r~ if the Englewood Housing Authority wanted to acquire mor e rental units or maintain emphasis on acquiring/build i ng single family units for sale to low-to -moderate income households. Discussion then ensued regarding how long the EH" should have the real estate firm chosen market the EHA's for-sale properties. Should the 1.Pngth of time be 120 days or left up to the Executive Director? On February 7, 1989, the Englewood Housing Autho,-ity received a lettE~r-from the Denver· Office of HUD offering us fifteen new Section 8 Housing Vouchers. This will apparently be the only allocation of assi~ted uni ts ·for the EHA in 1989. Board appr-ova l was requested and since the. application deadline WdS February 16, 1989, and this date p,·ecerted th .i.s Bnarc:I meeting, a telephone poll of all EHA Boar-d members wa!:, conducted. Review of Orchard Place Residents' Complaints and Action to be Taken. Lengthy discussion ensued during the next one-·and-one-half hours of the Englewood Hm,sin. Aut:hority Bo~-i,·d 01· Commissioners Meeting l1eld thls dat regarding the events culminating 1n a number of residents of Orchard Place making an appeJrarc~ at the City of Englewood Town Meeting held February 13, 1989. The residents registered complaints with the membe r s of the Englewood City Council. The issues seem to be: l. Policies T·egarding the usage ot communal roomc.., ct1. Orchard Plilce and the conflict arising there ·from. 2. The Resident Council. 3. a. Management one faction feels opposed to the other faction. b. Methods employed by the Resident Council in dealing with the residents of Orchard Place. c. He stressed that. the emphasis should be placed on the safety issues. Tt,is was the consensus of opinion of the Commissioner~ also. Koltay said The Grievance Procedures set up several years ago were brought up for discussion. It was agreed on by the Commissioners that these procedures were appropriate and good and the EHA' s ,·esidents should be f:!ncouraged tu use these procedures. Discussion ensued regarding the use of an outside source of mediation between residents who di5aqree over 111atters. The Commissione,-s felt that the solut:ions outlined by the Executive Director (except for use of an outside mediator> should he tried fir-.st and if not successful, then an outside mediation source should be discussed by them. Gary Kozacek stated that the Chairman, Thomas J. Bur·ns, and/or the Executive Director, Paul Malinowski, ~=.hould be present at the ne,ct City Council Meetinq Study Se!':iSion to answer the al legations of the Orchard Place allegations.
