ENGLEWOOD HOUSING AUTHORITY BOARD OP COMMISSIONERS ANNUAL MEETING JANUARY 30, 1991 CALL TO ORDER The Annual Meeting of the Englewood Housing Authority was called to order at 7:40 p.m. on Wednesday, January 30, 1991, by Chairman Thomas J. Burns, at 3460 South Sherman Street, Suite 101, Englewood, Colorado 80110. Members Present: Also Present: Members Absent: DIRECTOR'S REPORT Thomas J. Burns, Chairman R. J. Berlin, Vice Chairman Roger Koltay, Commissioner Norleen Norden; Commissioner Bradley Zieg, Commissioner Paul Malinowski, Executive Director Mary A. Ryan, Recording Secretary None The Englewood Housing Authority 1990 Annual Report prepared by Paul Malinowski, Executive Director, was reviewed and discussed briefly. Commissioner Zieg asked if this document was going to be sent to the City of Englewood City Council. The Executive Director replied that it was. Commissioner Zieg commented that the document presented was fairly informal. Commissioner Koltay (City Council representative on the EHA Board) stated that this type of document was fine with City council. It was the consensus of the Board to send the 1990 Annual Report to City Council. The 1990 Annual Report is attached to and made a part oL these minutes as Exhibit •A•. DISCUSSION ITEMS, MOTIONS,~ RESOLUTIONS A. Adoption of 1991 Goals A review of the EHA's 1990 goals ensued. Commissioner Zieg stated he felt the EHA should spend most of its time in rehabilitating and upgrading residences rather than tearing down dilapidated structures and starting over in order to provide affordable housing t9 low income families. nm1/minutes/013091arnualmeeting ' \ EHA BOC Annual Meeting 01/30/91 Note: Discussion ensued regarding what City Council was asking the EHA to do in regards to the new housing program, Project BUILD. Lengthy discussion ensued regarding a revision of the EHA's 1990 Goals for 1991. The Executive Director stated that the 1990 goals were more a statement of the agency's philosophy and that goals as contained in the agency's budget were very measurable. The Englewood Housing Authority Goals for 1990 and the amended 1991 ngoals" retitled nEnglewood Housing Authority Statement of Philosophy" are attached to and made a part of these minutes as Exhibit "B". H o 7 I Q II IT WAS MOVED BY COMMISSIONER ZIEG TO ADOPT THE 1990 GOALS AS AMENDED AS THE 1991 GOALS AND TO CONSIDER THE 1991 GOALS TO BB STATEMENTS 0~ PHILOSOPHY AND TO CREATE MEASURABLE GOALS FOR 1992 DURING THE BUDGET PROCESS FOR THE FISCAL YEAR ENDING DECEMBER 31, 1992. Discussion ensued regarding making the goals for fiscal year 1992 very measurable and therefore possibly restrictive while philosophical goals would give the Executive Director more room to be flexible. COMMISSIONER KOLTAY SECONDED THE MOTION. Ayes: Nays: Abstained: Absent: Burns, Berlin, Koltay, Norden, Zieg None None None The Chairman declared the motion carried. B. Adoption of Mission Statement IT WAS KOVBD BY VICE CHAIRMAN BERLIN TO APPROVE FOR ADOPTION TJIB IIISSIOB STATBMBNT PRESENTED AS THE MISSION STATEMENT FOR THE ENGLEWOOD BOUSIBG AtJTBORITY. COMMISSIONER KOLTAY SECONDED THE MOTION. Ayes: Nays: Abstained: Absent: Note: Burns, Berlin, Koltay, Norden, Zieg None None None The Chairman declared the motion carried. Provide homeownership opportunities with attention to single-family households. B. Make available larger family units. c. Continue efforts to reduce the waiting list by providing additional rental subsidies. D.
