CALL TO ORDER The Regular Meeting of the Englewood Housing Authority Board of Commissioners was called to order at 5:55 p.m. on Wednesday, November 1, 2000, at 3460 South Sherman Street, Suite 101, Englewood, Colorado , 80110, by Chairman, Debi Medlock. ' II. STUDY SESSION Nothing presented. IV. MINUTES A. Regular Meeting held October 4, 2000. MOTION COMMISSIONER BOBEDA MOVED TO ACCEPT AND APPROVE THE MINUTES OF THE REGULAR MEETING OF THE ENGLEWOOD HOUSING AUTHORITY BOARD OF COMMISSIONERS HELD OCTOBER 4, 2000 AS WRITTEN. PRESCHEDULED VISITORS No prescheduled visitors . • • • EHA BOC Regular Meeting 11-01-00 VI. DIRECTOR'S REPORT A. Narrative Report 1. Orchard Place: Painting of the exterior walls has been completed and the building looks terrific. EHA is now in the process of signing a contract to replace the roof and will begin this process as soon as weather permits. The emergency funding from HUD has been approved . We do have to repay the amount received and have requested to commit 20% per year of our Capital Fund Program annu~l funding toward the loan . We are still working on negotiations with Lucent Technologies regarding the communication tower they want to place on the roof of Orchard Place. If we proceed with this deal, an additional $18,000 in revenue could be earned for Orchard Place. It was suggested that EHA contact potentially interested companies about putting more satellite dishes on top of the building. HUD requires the Housing Authority to notify and send out Residential Satisfaction Surveys to all residents of Orchard Place and Family Duplexes . The surveys are important because they affect the funding and ratings EHA receives. A meeting was held with the residents on 10/24/2000 to encourage their participation in the process. 2. Simon Center: EHA is in the process of signing contracts to upgrade elevators . A meeting with the Simon Center residents will be scheduled to keep them informed of the process and to provide them with schedules of what work is being done . The meeting at Simon Center between residents and EID St. Clair was a success. The residents requested more meetings with the Executive Director so that concerns and questions could be addressed quickly. Suggestions were made to have resident meetings quarterly. Another suggestion was to reinstate the round table procedure on a regular basis. A representative from each building would meet with the Executive Director and possibly a Commissioner on a quarterly basis. HUD did a follow-up inspection on October 27, 2000. The original inspection was done in February of 2000, when the building was under major plumbing construction. The follow-up inspection went very well; however, EHA may still need to appeal the scoring from the February inspection. 3. Public Housing Family Duplexes: No new information to report on the Family Duplexes . 4. Waiting List: The waiting lists are still open for Public Housing and Section 8 programs. Applications are still being taken on a daily basis . 5. Section 8 Existing: There has been a tremendous increase in the amount of lease-ups for the month of October. Commissioner Bobeda has referred several landlords over to the Section 8 program. He believes word about the program is really starting to circulate and the Landlords think EHA is doing a better job at screening applicants. 6. The Courtyard:. The maintenance agreement between EHA and the Homeowners' Association has been extended through the end of this year. E/D St. Clair has a proposal from the Courtyard Homeowners' Association stating what services they are requesting for a maintenance contract. 7. AVS Student Built House 3736 S. Inca: Construction of the A VS house has begun and is currently on schedule. EHA is has begun searching for a lot in Englewood for the next A VS home to be built. Commissioner Bobeda has assisted in arranging a field trip, scheduled November 8, 2000, for A VS students . The A VS Program Director, Forrest Davis and members of his classes will be touring some of the Richmond Homes in order to view different floor plans in an effort to show the students what the majority of people are purchasing. 8. Normandy: Many applications have been received for the Normandy Apartments . The vacancy rate is decreasing as many of the apartments are being filled. This may be in part to advertising in the Apartment Locator Guide. 9. Pennsylvania properties: Closing date on the property is in the next few weeks. Several banks have been contacted to compare interest rates for the loan. Colonial Bank's interest rate is the most favorable to date. Information from Vectra Bank has not yet been received. 10. Agency Goals and Strategic Plan: See attached itemized report. B. Financial Report Financial Reports for the month of September 2000 were available for review. C. Program Reports Noted. VII. DISCUSSION ITEMS, MOTIONS AND RESOLUTIONS A. 2000 Budget Amendments . Amendments to the EHA Budget include : c:\windows\winword\doc\Board Minutes 11-01-00 3 • • • EHA BOC Regular Meeting 11-01-00 In order to be in compliance with GAAP accounting principles, all physical items must have a depreciation expense added to them. In addition the Section 8 budget needs to more accurately reflect actual lease-up figures . MOTION COMMISSIONER BOBEDA MOVED TO APPROVE THE 2000 BUDGET AMENDMENTS. INFORMATION AGENDA Nothing presented . IX. GENERAL DISCUSSION X. A. Commissioner's Choice Chairman Medlock suggested the Board Members have a retreat in January to review agency plan and to work on EID St. Clair's annual review. It was also suggested that the Board have a retreat in July to work on the agency plan before the budget in October. A date will try to be determined at the December 6, 2000 , Regular Board Meeting . Commissioner Sanborn, enjoyed the NARRO conference and would like to provide a detailed report to the Board Members at next months meeting . Commissioner Bobeda went through a checklist of what programs ERA offers to the public . Commissioner Bobeda also mentioned that FHA loans are doing very well across the country . Mortgage Insurance Premiums (MIP) have been cut 50%. FHA is starting new programs to help buyers get financed for low income housing . B. Director's Choice EID St. Clair closed four loans this month using emergency funds available through the Homeless Prevention Activities program. It seems information regarding this program has spread quite quickly through the schools and ERA is hoping more applicants will apply for the funds available. C. City Council Communication Borders Books is now considering moving into the City Center Englewood Complex. Concerns have arisen that there will be too many larger businesses in the Englewood Center making it difficult for the small business owners to survive . Employee benefits are now available to domestic partners of Englewood City Employees .
