CALL TO ORDER The Regular Meeting of the Englewood Housing Authority Board of Commissioners was called to order at 4:56 p.m. on Wednesday, June 6, 2001, at 3460 South Sherman Street, Suite 101, Englewood, Colorado, 80110, by Chair, Debi Medlock.' Regular Meeting held May 2, 2001. MOTION COMMISSIONER LEONARD MOVED TO ACCEPT AND APPROVE THE MINUTES OF THE REGULAR MEETING OF THE ENGLEWOOD HOUSING AUTHORITY BOARD OF COMMISSIONERS HELD MAY 2, 2001 AS WRITTEN. COMMISSIONER SANBORN SECONDED THE MOTION. PRESCHEDULED VISITORS No prescheduled visitors. VI. DIRECTOR'S REPORT A. Narrative Report The Englewood Housing Authority office is currently in the process of upgrading the computers and computer software. The Sheridan Housing Authority office uses the same software EHA purchased and seem to be satisfied with the HAPPY software. 1. Orchard Place: REAC, an independent inspection contractor for HUD, is scheduled to inspect the Orchard Place Building on June 27, 2001. Staff has been busy preparing for the inspection. The remaining landscaping and balcony work should be completed with in the next couple of weeks . The residents are in the beginning stages of starting their resident council. Residents were nominated for officer positions and an election by ballot was held the week of May 28, 2001. EHA has been in negotiations with E-Prime for gas used in the high-rise buildings . A fixed price was agreed upon. EHA is expecting to save a considerable amount in future heating costs. 2. Simon Center: An inspection by REAC will also be conducted at the Simon Center building. This inspection is scheduled for June 20, 2001. The elevator upgrade at the building has been going very well. There have been no major problems or delays and all work is on schedule. The results from the Management Review conducted by Colorado Housing and Finance Authority (CHF A) have been received. The review yielded a satisfactory rating. A few minor issues regarding tenant files and agency written policies were found; overall the review was good. Staff has started drafting a corrective action plan to submit to CHF A by June 10, regarding the minor problems that were found . 2 c :\windows\winword\doc\Board Minutes 06-06-01 • • • EHA BOC Regular Meeting 06-06-2001 3. Public Housing Family Duplexes: The Public Housing Duplexes will also be scheduled to have inspections done in June. 4. Waiting List: The waiting lists for Simon Center and Orchard Place are the lists currently open. It is possible that the Section 8 list will open again before school starts this year. 5. Section 8 Existing: No new information on the Section 8 Program. 6. The Courtyard: The contractor hired to complete the warranty work on the town-homes is trying to complete the work as soon as possible. 7. A VS Student Built House 3738 S. Inca: The AVS Open House held on May 17 was a huge success. The appraisal of the property has been completed and the house will be put on the market. EHA has received several calls from potential buyers expressing interest. 8. Normandy: Several recent vacancies have occurred due to a combination ofregular move-outs and evictions. Several of the units are in need of major rehabilitaion work. The entry system is malfunctioning, so staff is in the process of looking at estimated expenses for repairs and upgrades to the entry system . 9. Off-Site properties: No new information on the off-site properties . 10. Agency Goals and Strategic Plan: See attached itemized report. B. Financial Report Financial Reports for the month of May 2001 were available for review . Program Reports Noted. VII. DISCUSSION ITEMS, MOTIONS AND RESOLUTIONS A. MOTION APPROVING THAT THE EXECUTIVE DIRECTOR CAN ENTER INTO A CONTRACT WITH AN EMPLOYEE TO WORK AS A CONTRACTOR ON A CASE BY CASE BASIS FOR ANY LENGTH OF TIME. MOTION COMMISSIONER BOBEDA MOVED TO APPROVE THE MOTION TO ALLOW THE EXECUTIVE DIRECTOR TO ENTER INTO A CONTRACT WITH AN EMPLOYEE TO WORK AS A CONTRACTOR ON A CASE BY CASE BASIS FOR ANY LENGTH OF TIME. MOTION COMMISSIONER LEONARD MOVED TO APPROVE THE RESOLUTION TO WRITE OFF TENANT ACCOUNTS RECEIVABLES FOR VARIO US HOUSING PROGRAMS. COMMISSIONER BOBEDA SECONDED THE MOTION. INFORMATION AGENDA EID St. Clair presented the Board Members with an updated roster of Board and Commission appointments from the City. IX. GENERAL DISCUSSION A. Commissioner's Choice Commissioner Sanborn had some questions regarding the contract between EHA and HUD, which expires in May 2002 . EHA is required to notify the tenants that this contract will expire and EHA has the option to continue subsidized housing or not. EHA's intent is to request renewal of the subsidized housing, and it is expected to be funded, although it is uncertain for how long. Commissioner Sanborn requested assistance from EHA staff in drafting a letter to the Congressmen regarding this matter. A sample letter would give the Simon Center residents an idea of how to compose their letters. Commissioner Leonard mentioned that he had received a notice for his NAHRO dues. He also mentioned that he was no longer receiving the Englewood Herald. The other members stated they had not been receiving the local newspapers either. Commissioner Bobeda confirmed that the assisted living tour was still scheduled for June 15, 2001 at 10:00 a.m. Everyone will meet at the Englewood Housing Authority Office . Commissioner Bobeda recommended the asking sale price for the AVS house located at 3738 S. Inca, be listed at $265,000, and there was general consensus from other board members. B. Director's Choice EID St. Clair asked the Board Members if they would like to cancel the July Board Meeting that had been rescheduled for July 11, 2001. There was a general consensus to cancel the July Board of Commissioner's Meeting . C. City Council Communication Ex-Officio Bradshaw reported that Gart Sports corporate headquarters will be locating to the building where Home Base was previously located. Gart Sports is also planning on putting in a retail store at the City Center. Office Depot will be moving into the City Center in July . The Sounds of Summer Concert Series will start June 21, 2001 at Little Dry Creek Plaza. 5 c:\windows\winword\doc\Board Minutes 06-06-0 I •, • • • EHA BOC Regular Meeting 06-06-2001 A Tent Talk Community Gathering will be held Thursday, June 14, at 6:00 p .m. EID St. Clair will be representing EHA. The Denver Brass will be performing a concert on August 25, 2001, at 6:00 p .m. The concert will be held at the City Center Amphitheater. X. ADJOURNMENT MOTION COMMISSIONER LEONARD MOVED TO ADJOURN THE REGULAR MEETING OF THE ENGLEWOOD HOUSING AUTHORITY BOARD OF COMMISSIONERS HELD JUNE 6, 2001 AT 6:33 P.M.
