I. CALL TO ORDER
The Regular Meeting of the Englewood Housing Authority Board of Commissioners was
called to order at 4:55 p.m. on Wednesday, August 1, 2001, at 3460 South Sherman Street,
Suite 101, Englewood, Colorado, 80110, by Chairman, Debi Medlock. :

VI. DIRECTOR'S REPORT
A. Narrative Report
1. · Orchard Place:
The annual HUD-sanctioned inspection was held on June 27, and no health and safety
findings occurred. HUD also conducted an environmental review on the
waterproofing/roofrepair project to assess the agency's record-keeping and the view the
finished product. The review went well with no findings. The three water-damaged units
will be put back on the rent roll as soon as possible.
The new Resident Council is now in full operation and doing well.
2. Simon Center:
The annual HUD-sanctioned inspection for Simon Center took place on June 20, and the
results have been received. The agency score was 76, with deductions largely due to
uneven concrete on the south patio of the building. Repair of the concrete work is
planned for next year. Commissioner Bradshaw suggested that staff investigate whether
the concrete problem may have been related to a class action lawsuit filed by the city
around the time Simon Center was built for inferior concrete. The problem was wide-
spread throughout the metro area. EID St. Clair said she would look into it. The other
inspection finding that occurred repeatedly in the unit inspections resulted from
inoperable emergency pull cords. The regulations say that the cords must be 6 inches
from the floor. EID St. Clair explained that this reduction in points can impact the
housing authority's ability to obtain bonus funding from HUD. She stated that staff has
urged residents to insure that the pull cords are compliant with regulations, but the
agency continues to be cited. Staff will work with the Resident Council to urge residents
to comply with this component of the regulations. Staff has recently made non-
compliance as a lease violation, and hopes this will help to convince residents of the
importance of this issue.

The large elevator is complete and work on the small elevator has been delayed due to the
contractor's needing to order a special part. Preliminary work on the fire alarm panel
has begun and the actual work is ready to begin, pending final approval of plans by the
City.
3. Public Housing Family Duplexes:
HUD-inspection occurred on the family units on June 27, and no major problems were
detected.
4. Waiting List:
Nothing new to report.
5. Section 8 Existing:
While the program did not experience a great deal of lease up activity in May and June,
July was a very good month. Many participants are finding units in a new rental complex
at Arapahoe and Jordan Roads called the Reserve at South Creek in unincorporated
Arapahoe County .
The new housing software is now installed and staff is adapting to it. A formal staff
training will be held on August 14 .
6. The Courtyard:.
Warranty work is nearly complete on selected units.
7. A VS Student Built House 3738 S. Inca:
The sale price on the house has been lowered to $259,900, and staff has reported
consistent showings. Commissioner Bobeda asked if there was a lockbox on the
property. EID St. Clair said she would investigate the situation. Commissioner Bobeda
suggested that the house could get more exposure if the agency listed it with a real estate
company.
8. Normandy:
The building has had a number of vacancies in the past couple of months, which are the
result of both evictions and regular turnovers. Staff is considering hiring a part-time
resident caretaker for the building to provide daily cleaning and maintenance and to show
units to prospective residents .

9. Off-Site properties:
Commissioner Norden inquired about whether the house next to the Normandy had been
painted. EID St. Clair said that it was scheduled to be painted by the contractor who
performed the waterproofing work on Orchard Place, Gonzales Custom Painting.
Following a brief discussion regarding the excellent work done by Gonzales on the
Orchard Place project, Commissioner Bobeda suggested that staff consider some form
of recognition, such as a community service award to Gonzales and other contractors
with whom the agency wishes to maintain a good relationship. EID St. Clair said she
would draw up a formal resolution for the Board to sign.
10. Administrative
Several personnel changes have occurred in the last two months. John Stone retired as
maintenance worker and Denise Duralia, from the Accounting staff, resigned to take a
position with the City of Littleton at Bemis Library. Kyle Brockwell was hired to ·
replaced John Stone and Danny Breda will replace Denise. Kelli Theyson,
Administrative Assistant, also resigned to pursue other interests.
11. Agency Goals and Strategic Plan: See attached itemized report .
B. Financial Report
Financial Reports for the month of June, 2001 were available for review.
EID St. Clair reported that the agency is under or at budget for all programs. While Public
Housing looks a bit off, approximately $45,000 in draw down funds from HUD should be
forthcoming in the next few weeks.
Commissioner Bobeda inquired as to whether the Normandy utility costs could be added to
the wholesale natural gas contract that Simon Center and Orchard Place are under. EID St.
Clair said she would investigate.
C. Program Reports
Commissioner Bradshaw inquired about the units that are off the rent rolls due to water
damage, and asked when they would be back in service. AIM Hamit stated that the units
need a fair amount of work, and will be put back on the rent roll as soon as possible.
Commissioner Bobeda inquired as to whether the housing authority would be participating in
a new government program to replace appliances with new energy efficient appliances. EID ·
St. Clair asked him to forward any information he has on the program to her and she will
investigate it.

Commissioner Norden inquired about the meaning of"average rent" at the Normandy and
suggested that a reporting statistic be added to the Program Reports to reflect the number of
Section 8 units at the Normandy apartments.
VII. DISCUSSION ITEMS, MOTIONS AND RESOLUTIONS
A. MOTION APPROVING A RESOLUTION TO PAY OFF THE MORTGAGE ON
THE AGENCY OFFICE BUILDING.

COMMISSIONER BOBEDA MOVED TO APPROVE A RESOLUTION TO PAY OFF
THE OFFICE BUILDING MORTGAGE. COMMISSIONER NORDEN SECONDED
THE MOTION.

VIII. INFORMATION AGENDA

IX. GENERAL DISCUSSION
A. Commissioner's Choice
Commissioner Sanborn inquired as to whether the instructions on the emergency phone could
be changed from black on blue to black on white. He also stated that the lighting in the
elevator is inadequate. EID St.Clair said she would look into both situations. Commissioner
Sanborn stated that several residents were not notified of cancelled inspections in the past
week, and inquired as to whether this process could be improved. EID St. Clair explained that
the situation likely occurred as a result of employee turnover.
Commissioner Bobeda stated that the purchase of the proposed apartment building might not
be the best deal for the agency financially. He also inquired as whether staff has contacted the
owners of the other two apartment buildings on Pennsylvania Street to see if they are
interested in selling the properties. EID St. Clair stated that she believes staff did make an
initial contact, but she will check. Commissioner Bobeda inquired as to what the other Board

members thought of the assisted living center tour. A general discussion took place regarding
the tour.
Commissioner Norden asked how Orchard Place issues get represented, now that
Commissioner Sanborn is on the board as a resident representative. She suggested that a
mechanism be developed to assure representation for them by Commissioner Sanborn.
Commissioner Norden inquired about the agency's Resident Advisory Board, and asked if it
represents the Section 8 residents. AIM Hamit stated that the agency initially had two Section
8 residents and currently has one resident. The Board representatives from Orchard Place
and Simon Center interact with the resident councils from both buildings.
Commissioner Leonard stated that, now that the office building will be paid off, staff should
consider placing some sort of a line of credit in first position on the office building, so that it
does not become fraudulently encumbered with liens.
B. Director's Choice
EID St. Clair distributed copies of a resolution passed by the City Council establishing an
attendance policy for Board and Commission members. She also reminded Board members
of an ice cream social to show appreciation to Board/Commission members on August 30
from 6:00 to 8:00 p.m .
There was a brief discussion regarding participation in the Englewood City parade.
EID St. Clair presented information on a new public finance program through Wells Fargo,
w4ich allows a housing authority to obtain a line of credit which can be used for purchasing
property and which is eventuaily retired with a bond issue. She intends to obtain more
information on this program to determine its feasibility for the housing authority.
Ex Officio Bradshaw reported that the City had purchased six lots in northwest Englewood
and want to see single-family owner-occupied residences developed on them. The City is
interested in seeing the housing authority enter into an agreement with the A VS to build single
family residences on the property. The neighborhood is supportive of this approach. EID St.
Clair stated that she would get more information on the property from city officials.
EID St. Clair distributed a brochure on an apartment building that is available for purchase.
C. City Council Communication
Ex Officio Bradshaw reported that a recreation. bond election is coming up to address the
Malley Center expansion, a new water park in Belleview Park, and expansion of the
Recreation Center. She also reported the following updates on the City Centre development:
Office Depot's grand opening is scheduled for August 4; City Council is meeting with the
Brisbane Group to discuss affordable housing ideas; Chili's, International House of Pancakes
and Qdoba are the restaurants that will be located in the new retail development; City Council

is looking at five development scenarios for the Office Depot property; and 40 units are leased
and occupied at the Alexan Apartments.
