ENGLEWOOD HOUSING AUTHORITY BOARD OF COMMISSIONERS Regular Meeting November 7, 2001 CALL TO ORDER The Regular Meeting of the Englewood Housing Authority Board of Commissioners was called to order at 4 :50 p.m . on Wednesday, November 7, 2001, at 3460 South Sherman Street, Suite 101, Englewood, Colorado, 80110, by Chairman, Debi Medlock. Abstained : Bobeda, Medlock, Leonard, Norden, Sanborn None None Absent : None The Chairman declared the motion carried . V. PRESCHEDULED VISITORS None VI. DIRECTOR'S REPORT A. Narrative Report 1. Orchard Place: Staff is working with the Englewood Police Department to provide gifts and food for housing authority families in need for both the Thanksgiving and Christmas holidays . Resident Councils for both high-rise buildings have holiday dinners planned for the residents . Staff expects to work with several city departments to assist residents of Orchard Place in decorating the large spruce tree on the comer of Sherman Street and Girard A venue for the holiday season. The three water damaged units that were off the rent rolls for several years are now leased up and, while the building has several vacancies at the present time, the building is expected to be fully leased within the next several months with all 100 units back on line . 2. Simon Center: The elevators are complete, but the new system is experiencing the usual minor "glitches" which are normal with new equipment. Staff has informed residents that these problems are not dangerous and should be reduced in time . The fire alarm system continues to be installed and is approximately halfway complete. The work includes a new intercom system for the building . Staff continues to obtain bids and installation costs for the new lobby mailboxes . Public Housing Family Duplexes: Staff is currently winterizing the duplex units, including changing furnace filters and obtaining bids for the replacement of gutters . 4. Waiting List: The high-rise waiting list remains open with steady traffic occurring. The Section 8 waiting list has been exhausted and is expected to be opened at the end of this month or first of the next month . · 5. Section 8 Existing: Approximately 30 applicants are currently looking for housing at the present time, and they appear to be finding housing in the City . Commissioner Bradshaw asked if there was anything that could be done to improve the image of the Section 8 Program. EID St.Clair suggested that it might be helpful to get some information in publications such as the Citizen or the Herald. The service agreement with the Sheridan Housing Authority was reviewed by legal counsel and has been finalized . 6. A VS Student Built House 3738 S. Inca: Commissioner Bobeda reported that an offer that was expected in early September did not materialize most likely as a result of the September 11 attacks . Market activity in general has slowed since the September 11 attacks , but appears to be picking up slightly . There has been some interest in the property, but no offers have been made . There was a general consensus among Board members to lower the selling price to $250,000. 7. Normandy: The addition of resident caretakers at the apartment building has proven to be a positive move, and management of the building has been enhanced significantly as a result. Renovation of the elevator is expected to begin after the first of the year. 8. Off-Site properties: Tree trimming is completed on the small house next to the Normandy building on the south, and staff is preparing to paint the exterior, weather permitting . 9. Administrative The housing authority will host its annual holiday party for the Section 8 and duplex families on December 14 at the Malley Center. Several board members suggested vendors and other city departments that might have carnival-related equipment . 10. Agency Goals and Strategic Plan: See attached itemized report . B. Financial Report Financial reports for the month of August, 2001 were available for review . C. Program Reports EID St. Clair stated that program reports for the Sheridan Section 8 Program will be included with next month's Board packet. VII. DISCUSSION ITEMS, MOTIONS AND RESOLUTIONS A. MOTION APPROVING RESOLUTION TO APPROVE THE CALCULATION OF THE PERFORMANCE FUNDING SYSTEM OPERA TING SUBSIDY FOR THE PUBLIC HOUSING PROGRAM FOR FISCAL YEAR 200i. MOTION COMMISSIONER BOBEDA MOVED TO APPROVE A RESOLUTION APPROVING CALCULATION OF THE PERFORMANCE FUNDING SYSTEM OPERA TING SUBSIDY FOR FISCAL YEAR 2001. COMMISSIONER NORDEN SECONDED THE MOTION. GENERAL DISCUSSION A. Commissioner's Choice 4 c :\windows\winword\doc\Board Minutes 11-07-01 • • • EHA BOC R egular Meeting 11-07-01 Commissioner Sanborn stated that he and other residents of Simon Center are looking forward to the completion of the installation of the intercom system so that the building can have announcements made once again . Commissioner Sanborn also said that he has not perceived that residents are having any significant problems or issues as a result of the September 11 attacks . Commissioner Bobeda asked if our natural gas vendor could provide favorable rates for the Normandy building similar to the rates we have procured for Orchard Place and Simon Center. EID St. Clair said that she inquired and was told that the building was not big enough to make a difference over Xcel Energy rates . Commissioner Bobeda also cited a recent article from the Denver Business Journal regarding a slow-down in sales of apartment buildings since September 11 due to the changing rental market. Commissioner Leonard asked if the housing authority could benefit by refinancing any of its properties in the current atmosphere of lowering interest rates and the slowing economy. EID St. Clair stated that she has sent information on the Normandy building to representatives at Wells Fargo , and will follow up with them. Commissioner Leonard also stated that this is a good time to be looking for a good buy on an apartment bu ilding or other property . EID St. Clair said that the agency is limited by not having enough staff resources to monitoring the market to act as quickly as is usually necessary to make offers on the best deals . Commissioner Bradshaw suggested that perhaps it might be a good idea to convene representatives of the Englewood Housing Development Corporation, the City's Rehabilitation Program and the Housing Authorit y to form a housing task force to determine what role each agency or department should take in the best interests of housing programs for the city. B. Director's Choice EID St. Clair distributed an informational flyer on recent sales of apartment buildings from Hendricks and Partners . EID St. Clair stated that she had some information on the property on the corner of West Wesley Avenue and South Zuni Street that was purchased recently by the City. She noted that there are a number of issues to deal with for successful development, and that she does not think that it makes financial sense for the housing authority to get involved with development of the property at this time. A discussion ensued among the Board on whether all options to develop the property had been explored . Any feasible alternative scenarios will be pursued with city representatives . EID St. Clair noted that staff had investigated an inquiry from Commissioner Norden regarding a possible policy conflict related to staff's proposal to only conduct interim changes for residents that resulted in a change of at least 15%. EID St. Clair stated that staff had researched the issue and determined that there was a conflict, and therefore will not add the change to the new policies . 5 c :\windows\winword\doc\Board Minutes 11-07-0 1 ... ' • • • EHA BOC Regular Meeting 11-07-01 C. City Council Communication Commissioner Bradshaw provided an update on tenants for the new City Center. Bally Health Center will open in February, 2002 . Several restaurant prospects are in the works for the Bally ' s site . Office Depot is open and operating successfully. New tenants for the parkway retail center are: Payless Shoes, Gold Nails, General Nutrition Center, Super Cuts , McMann Cleaners, Quizno's , Gart Sports, Petco, Ross Dress for Less, Lamar Donuts and a liquor store. Game Force and Qdoba Grill are open . Radio Shack expects to relocate from their current location on the south side of Highway 285. The old city hall site is currently under demolition, and the city is seeking a developer for the site . The Alexan has leased 100 units, and 68 units are complete. Santa will arrive on light rail on December 1, and a 38-foot tree will be displayed where the fountain usually is located . On December 1-2, " Who-ville" from The Grinch Who Stole Chri s tmas will be set up in the City Hall for the children, and the city hall piazza area will be adorned with a holiday light display this year .
