CALL TO ORDER The Regular Meeting of the Englewood Housing Authority Board of Commissioners was called to order at 6:00 p.m. on Wednesday, February 6, 2002, at 3490 South Sherman Street, Suite 101, Englewood, Colorado, 80110, by Chairman, Debi Medlock. V. PRESCHEDULED VISITORS None VI. DIRECTOR'S REPORT A. Narrative Report 1. Orchard Place: EID St. Clair reported that the agency service coordinator has been working with the residents to determine their wishes for a new Resident Council. Many residents have reservations about leading the group or "in charge", but would like to see activities continue . It has been suggested that an "activities coordinator" volunteer from each floor and have the service coordinator work with that group to plan activities and make decisions . Staff has discussed the situation with HUD officials, and they are supportive, stating that sometimes resident councils "work" and sometimes they don't. The building is fully occupied at the present time . Staff has bid the painting work on the common hallways, which will be followed by recarpeting of the hallways. The carpeting may have to wait until the following fiscal year, depending on the availability of funding from HUD . 2. Simon Center: The new card access system is installed and staff has been training residents this week on the usage of the new system. The fire alarm panel has a few loose ends . Following this work, the contractor will embark on the second phase of the fire alarm response system, which will include the installation of addressable smoke detectors that will enable emergency personnel to pinpoint the location of the emergency . 2 • • • EHA BOC Regular Meeting 2-06-02 3. Public Housing Family Duplexes: Nothing new to report . 4. Waiting List: The Section 8 wait list was opened on December 5, 2001 and closed on January 15, 2002 with an intake of approximately 526 applications, 46 of which were verified with a homelessness preference. Those 46 applicants are currently being processed by staff, and half of them have been issued vouchers and are looking for housing. Participants will have 60 days to locate suitable housing within the city and, at the present time, there appears to be an adequate supply of units available on the market. 5. Section 8 Existing: Commissioner Bobeda asked if it is feasible for seniors to make some phone calls to landlords to see if they are interested in participating in the program. The consensus was that they would need some training to provide accurate information, but perhaps some initial phone calling to identify interested parties with a follow-up by housing staff would be feasible . · 6. A VS Student Built House 3736 S. Inca: The property is scheduled to close on February 15 . The offer is for the full listing price that will necessitate the housing authority to carry back a second mortgage for a three-year period. The buyers will bring a minimum amount of cash to the closing table under the agreement. Commissioner Bobeda has identified a property in the 4600 block of South Grant that would be suitable for future A VS homes. EID St. Clair is working with the personal representative of the owner's estate to try to put a purchase deal together. It is estimated that the agency could build two houses on the site . The A VS program is building a unit in Littleton for the current year. 7. Normandy: The elevator work is complete, and staff did not encounter any major resident problems during the construction period. Leasing activity is picking up considerably at the building over the last several months . 3 ' • • • EHA BOC Regular Meeting 2-06-02 8 . Off-Site properties: Commissioner Norden asked if the property to the south of the Normandy building had been painted . EID St. Clair stated that initial arrangements have been made, and staff will assure that the work is done as soon as weather permits . 9. Administrative Representatives from HUD paid in impromptu visit to the agency during the last week in January . The visit was intended as an informal visit to touch base on a variety of items for both Englewood and Sheridan . Staff took the opportunity to take the four visitors on a tour of Orchard Place and Simon Center. 10. Agency Goals and Strategic Plan: See attached itemized ·report. B. Financial Reports Year-end financial reports were presented . EID St. Clair stated that in general, the agency was slightly over-budget, both in revenues and expenses, but still higher in revenues than in expenses . Actual revenues and expenses came in very close to what was budgeted for the year . The year-end audit is scheduled for the week of February 18, and the results most likely will be available for Board review in April, 2002 . EID St. Clair noted that several line items are off due to the addition of the Sheridan Section 8 program in October, and the unpredictability of both revenues and expenses for that program. Commissioner Bobeda inquired as to whether health care costs have increased for the staff for 2002 . EID St. Clair stated that the housing authority's benefit package is through the city, and we are able to take advantage of the city rates . The City changed to United Health Care from Pacificare, and the rates increased only slightly. EID St. Clair did note that the commercial insurance premium for the housing authority will see an increased cost for the next year, which could be significant. It is possible that the Board may need to consider a budget amendment for this increase . C. Program Reports Chairman Medlock asked why there are no applicants for the four-bedroom public housing units . AIM Hamit stated that due to the extremely low turnover in the family units coupled with the fact that the three-bedroom list currently has 16 applicants, the waiting list has not been opened . 4 • • • EHA BOC Regular Meeting 2-06-02 VIl. DISCUSSION ITEMS, MOTIONS AND RESOLUTIONS AIM Hamit reviewed the criteria for the Public Housing Assessment System (PHAS) submittal, due to HUD by February 28, 2002 . She noted that performance for each required indicator was very good for 2001, with the exception of the "unit turnaround"-indicator, which resulted in an average score . MOTION COMMISSIONER BOBEDA MOVED TO APPROVE RESOLUTION NO. 1, SERIES 2002, AUTHORIZING THE PHAS SUBMISSION FOR 2001 FOR THE PUBLIC HOUSING PROGRAM. COMMISSIONER LEONARD SECONDED THE MOTION. INFORMATION AGENDA EID St. Clair distributed copies of the Journal of Housing and Community Development for January/February, 2002, as well as information that was provided by the housing authority at the City's Housing Summit held on January 28. There was a brief discussion regarding the Housing Summit any ideas that emerged from the meeting. Commissioner Bradshaw stated some good information was exchanged and it was an excellent opportunity to initiate a dialogue among the groups . The focus for future discussions is expected to be on the rent-to-own concept, as well as a further definition of roles for all three groups . ) IX. GENERAL DISCUSSION A. Commissioner's Choice Commissioner Bobeda expressed concern that the Douglas County Task Force (a coalition of groups from the area) was not well-informed about the Section 8 Program and how it works. He suggested that we could assist them if they were to take a field trip to the housing authority to get a better sense of the program structure and requirements . 5 • • • EHA BOC Regular Meeting 2-06-0 2 B. Director's Choice EID St. Clair distributed a flyer for the Western Arapahoe County Housing Alliance (WACHA) and House of Hope Open House on Thursday, February 28 from 4 :00 p .m. to 6 :30 p.m. at the House of Hope at Floyd Avenue and Grant Street.
