ENGLEWOOD HOUSING AUTHORITY
BOARD OF COMMISSIONERS
Regular Meeting
February 5, 2003
The Regular Meeting of the Englewood Housing Authority Board of Commissioners was
called to order at 4 :55 p.m. on Wednesday, February 5, 2003, at 3460 South Sherman Street,
Suite 101, Englewood, Colorado, 80110, by Chairman Debi Medlock.

MOTION
COMMISSIONER SANBORN MOVED TO ACCEPT AND APPROVE THE
MINUTES OF THE REGULAR MEETING OF THE ENGLEWOOD HOUSING
AUTHORITY BOARD OF COMMISSIONERS HELD JANUARY 8, 2003 AS
WRITTEN. COMMISSIONER BOBEDA SECONDED THE MOTION .

V. PRESCHEDULED VISITORS
EID St. Clair reported that one of the agency's recent graduates from the Family Self-
.sufficiency (FSS) Program was expected to be present, but was unable to attend due to her
recent hospitalization. Commissioner Bobeda asked if the agency ever does any follow-up
on the FSS Program. EID St. Clair stated that Marty Mosman, who is the FSS Coordinator,
does provide informal follow-up on many of the participants. Commissioner Bobeda stated
that he would love to have a report on those upon whom she follows-up.
VI. DIRECTOR'S REPORT
A. Narrative Report
1. Orchard Place:
EID St. Clair reported that the election of officers for the newly formed resident council
on January 23 was sabotaged and declared invalid by the housing authority. A second
election will not be held for at least six months and possibly longer. In the meantime,
the service coordinator will continue to schedule events through the activities committee
that was formed in lieu of a Resident Council. Oversized mailboxes have been installed
in the community room of the building. Results from the HUD inspection on January 13
were received, and the agency scored a 97%.
2. Simon Center:
The service coordinator has implemented a new exercise class for residents .
Commissioner Sanborn applauded the work of Cheri Gaul, stating that she goes above
and beyond the call of duty to assist residents.
Commissioner Sanborn stated that a number ofresidents plan to attend the RTD public
meeting on February 8 to show opposition to moving the bus stop on East Girard A venue
outside of the Malley Center.
3. Public Housing Family Duplexes:
Results of the HUD inspection on January 13 were disappointing at 62%. The primary
reason for the low score was a major finding that the exterior electrical boxes required

locks. Staff has filed a formal appeal of the finding with HUD, citing local code
requirements and HUD inspection standards .
4. Waiting List:
The waiting list for the one-bedroom units is open; all other wait lists are closed.
5. Section 8 Existing:
EID St. Clair stated that the department experienced a staffing change, with the
Administrator leaving at the beginning of February. The position is being advertised over
the coming weekend. A briefing is scheduled within the next two weeks.
6. Normandy:
EID St. Clair reported that staff has leased some units, but has also had some vacancies.
The rents have been lowered, with one-bedroom units at $450 per month. Staff is
offering incentives for new leases and retaining existing residents. Commissioner
Sanborn asked if any advertising is being done. He said that the fact that the building has
an elevator should be emphasized because so many buildings in Englewood do not have
them . EID St. Clair said staff would be sure to include that in the advertising. EID St.
Clair stated that staff also bas discussed the possibility of turning the Normandy into a
senior building. Staff bas been exploring the idea of hiring a private parking
management firm to patrol the building parking lots and ticket violators.
7. Off-Site properties:

9. Agency Goals and Strategic Plan:
Several new items were added to the report for the previous month .
B. Financial Reports
EID St. Clair provided a summary of how each agency fund ended the year, noting that,
overall, revenue over expenses was nearly $150,000 and 13% under budget for the year .

C. Program Reports
A brief discussion ensued regarding possible improvements to the Normandy building to
increase leasing potential. Several suggestions were raised, such as improvements to the
lobby area and better lighting in the hallways .
VII. DISCUSSION ITEMS, MOTIONS AND RESOLUTIONS
MOTION
COMMISSIONER BOBEDA MOVED TO APPROVE RESOLUTION NO. 2, SERIES
2003, APPROVING AN ELEVATOR MAINTENANCE AGREEMENT FOR SIMON
CENTER AND NORMANDY APARTMENTS WITH ADV AN CED ELEV ATOR
CORPORATION. COMMISSIONER NORDEN SECONDED THE MOTION.
EID St. Clair provided a historical perspective related to the need to obtain a new maintenance
contract for elevators in Simon Center and Normandy, noting that the current contractor has
not performed as required under the contract for approximately one and one-half years . The
low bidder for the current contract is Advanced Elevator Corporation.

VIII. INFORMATION AGENDA
Photos of one of the elevator maintenance problems at Orchard Place, required repair and
possible replacement of a tank, were noted and discussed.

DECEMBER 11, 2002 AT 6:00 P.M. COMMISSIONER BOBEDA SECONDED THE
MOTION. THE MOTION CARRIED.
