CALL TO ORDER ENGLEWOOD HOUSING AUTHORITY BOARD OF COMMISSIONERS Regular Meeting November 1, 2006 The Regular Meeting of the Englewood Housing Authority Board of Commissioners was called to order at 4:30 p.m. on Wednesday, November 1, 2006, at 3460 South Sherman Street, Suite 203, Englewood, Colorado, 80113, by Chair, Shelley Thompson. II. ROLL CALL Members Present: Members Absent: Also Present: Shelley Thompson, Chair Rodger Hara, Vice Chair Ernie Arterburn, Commissioner Beverly Bradshaw, Commissioner Charles Carter, Commissioner James Woodward, Ex Officio C.J. Cullinan, Alternate None Dawn Shepherd, Executive Director Geula Sherman, Financial Services Manager Renee Tullius, Administrative Manager III. PRESCHEDULED VISITOR There were no prescheduled visitors. VI. MINUTES A. Regular Meeting held September 6, 2006. Regular Meeting held October 4, 2006. MOTION COMMISSIONER BRADSHAW MOVED TO ACCEPT AND APPROVE THE MINUTES OF THE REGULAR MEETING OF THE ENGLEWOOD HOUSING AUTHORITY BOARD OF COMMISSIONERS HELD OCTOBER 4, 2006. COMMISSIONER CARTER SECONDED THE MOTION. Ayes: Nays: Abstained: Absent: Thompson, Bradshaw, Carter None Hara, Arterburn None The Chair declared the motion carried. V. DIRECTOR'S REPORT A. Narrative Councilmember Woodward requested information on the cost of using the Malley Center van and driver. Dawn Shepherd reported the per hour charge of $11.50 plus mileage also explaining that the particular field trip which was cancelled was to Rocky Mountain National Park and would have been an all day trip. There was a discussion of possible alternate funding but no conclusion as to a probable source . There was a general discussion of the recent marketing effort directed to neighborhood churches. The Commissioners made recommendations of additional churches to contact and suggested contacting fraternal organizations . 2 • • • EHA BOC Regular Meeting 11-1-2006 B. Financial Reports Commissioner Bradshaw confirmed EHA's current positive position. C. Program Reports There was no discussion. VI. DISCUSSION ITEMS, MOTIONS AND RESOLUTIONS A. Resolution 17 Approving the Intergovernmental Agreement with the Division of Housing Dawn Shepherd characterized Douglas County as an area that many voucher holders' port into. This agreement allows EHA to administer these vouchers as an Englewood voucher, increasing the number of Englewood vouchers. Approximately 30% ofEHA waiting list applicants are ultimately issued voucher and sign a lease. A general discussion took place of possible factors responsible for the low response and lease rate . MOTION COMMISSIONER HARA MOVED TO APPROVE RESOLUTION 17 APPROVINGTHE INTERGOVERNMENTAL AGREEMENT WITH THE DIVISION OF HOUSING. COMMISSIONER CARTER SECONDED THE MOTION. Ayes: Nays: Abstained : Absent: Thompson, Bradshaw, Carter, Hara, Arterburn None None None The Chair declared the motion carried. B. Resolution 18 Approving Amendment to 2006 Agency Consolidated Budget Geula Sherman discussed generally the proposed amendments to the 2006 Agency Budget, characterizing the individual line items as those over which the agency has no control. Geula Sherman discussed the Normandy Apartments, specifically the proposal that Simon Center donate $20,000 to the Normandy for upkeep and turnover costs. Dawn Shepherd discussed the increased marketing efforts being made and their positive effect. MOTION COMMISSIONER BRADSHAW MOVED TO APPROVE RESOLUTION 18 AMENDING THE 2006 AGENCY CONSOLIDATED BUDGET. COMMISSIONER CARTER SECONDED THE MOTION. Ayes: Nays: Thompson, Bradshaw, Carter, Hara, Arterburn None Abstained: None Absent: None Chair Thompson declared the motion carried. VII. INFORMATION AGENDA A. FSS Quarterly Report There was no discussion. B. Fiscal Year 2007 Final Fair Market Rents For Existing Housing There was no discussion. C. Visuals The Community rooms look lovely. Dean Rohr, Operations Manager, negotiated a good price on the new truck by waiting until the end of the year. The trucks the City of Englewood were selling were larger and more expensive than needed. The Commissioner would like the truck to display the Agency's logo. VIII. ADJOURNMENT INTO EXECUTIVE SESSION MOTION 4 • • • EHA BOC Regular Meeting 11-1-2006 COMMISSIONER HARA MOVED TO ADJOURN THE REGULAR MEETING OF THE ENGLEWOOD HOUSING AUTHORITY BOARD OF COMMISSIONERS INTO EXECUTIVE SESSION. COMMISSIONER ARTERBURN SECONDED THE MOTION. THE MOTION CARRIED. Chair Thompson adjourned the meeting into executive session at 5:40pm. MOTION COMMISSIONER HARA MOVED TO ADJOURN THE EXECUTIVE SESSION OF THE ENGLEWOOD HOUSING AUTHORITY BOARD OF COMMISSIONERS BACK INTO THE REGULAR MEETING. COMMISSIONER ARTERBURN SECONDED THE MOTION. THE MOTION CARRIED. Chair Thompson adjourned the executive session back into the regular meeting. MOTION COMMISSIONER HARA MOVED TO APPROVE AMENDING THE ADMISSIONS AND OCCUPANYC POLICY IF NECESSARY.
