The meeting was called to order at 4:40 pm.
I. INTRODUCTION OF GUESTS AND VISITORS
Chairman Sanchez welcomed the guests to the meeting.
II. APPROVAL OF MINUTES
Chairman Sanchez asked iF there were any additions or corrections
to the minutes oF the April 12th Board meeting. There
being none it was moved by Jerry Gartner, seconded by Gary
Oxman and passed unanimously to approve the minutes as
presented.
III. TREASURER•S REPORT
Treasurer, Gary Oxman, stated that there were treasurer's
reports For three months that required approval. AFter
brieFly discussing these reports, Oxman asked iF there
were any questions or comments, there being none, it was
moved by CliFFord Weinberger, seconded by Jerry Gartner
and passed unanimously to approve the reports For January,
February and March 2000.

IV. DIRECTOR' REPORT
Director Celva told the Board that at the request of Art
Scibelli, the order of the presentations would be reversed
from what was shown on the agenda. He added that this
change had been approved by Jim Copenhaver.
A. South Broadway Market Study
Art Scibelli distributed to the Board copies of the Executive
Summary of the final draft of the South Braodway Market
Analysis. Scibelli proceede to give an overview of the
reasons for the study, the parameters used and the methodology
employed. He explained that the City was divided into
four geographic sectors with South Broadway as the centerline.
Major objectives of the study were to determine where and
what specific market niches may exist and where to best
channel public resources. Scibelli related that the 25
block South Broadway corridor accounted for 40% of the
sales and use taxes that the City collected. In 1999 this
amounted to $7.4 million of the $19 million total collected.
He went on to provide additional details from the study
and then introduced James Cromar and Ann Ricker, consultants
who had conducted the study. Cromar stated that the commuter
traffic along Broadway brings market opportunities to the
area that might otherwise not exist. He listed different
types of businesses that could benefit from locating on
the corridor.Scibelli, Cromar and Ricker continued to answer
questions regarding the findings and recommendations contained
in the study.
Material beyond this point was not recorded due to a malFunction
oF the taping equipment.
B. Cultural arts Commission Presentation
Jim Copenhaver explained that he had been working with
an exploratory committee, under the direction of City Council,
to investigate and begin planning for a possible cultural
arts facility. He presented to the Board conceptual renderings
of a possible arts building. Copenhaver explained that
the Commission had been working with Or. White, Superintendent
of the Englewood School system and that a joint vision
proposed a facility that would be multi-faceted, including
a performing arts center, a cultural arts magnet school
and a 1500 seat auditorium. The auditorium could be modeled
on a facility in Sedona Arizona, which was adaptable to
different capacities. He explained that the school could
potentially draw from the entire south metro area and would
offer a site for arts education for all Englewood students .
When Copenhaver presented a possible site plan for the
facility, that incorporated the old city hall site and
the adjacent parking lot, he was informed by Clifford Weinberger

that a major portion oF the site was located on property
belonging to Mr. Weinberger. Copenhaver and Commission
members continued to discuss with the EDDA Board alternative
sites and additional details connected with the proposal.
The meeting was adjourned at 6:10 pm.
