The Executive C.orrmittee reconmended the following resolution to the Board: The Fngl~od Ix>wntown Development Auth:>rity has given its approval to a cbwntoYll developIIEnt plan. After this approval was given, the Engle~od Jbwntown Development Autrority entered into agreement with City C'.ouhcil that the Urban P.enewal Authority ~uld be used strictly as a financing vehicle and ~uld not be used in any other fashion.
