Board Chainnan called the special meeting to order at 5:40 ~ on July 7, 1982.
The Executive C.orrmittee reconmended the following resolution to the Board:
The Fngl~od Ix>wntown Development Auth:>rity has given its approval to a
cbwntoYll developIIEnt plan. After this approval was given, the Engle~od
Jbwntown Development Autrority entered into agreement with City C'.ouhcil
that the Urban P.enewal Authority ~uld be used strictly as a financing
vehicle and ~uld not be used in any other fashion.
It is the opinion of the Fngl~od 'O:JwntoYll Development Authority that the
expanded urban renewal role will not receive the support of the general
corrmunity.

IIEnt Authority finds that it cmmot support the plan presented by the Urban
Renewal Autoority.

signatore to this Urban Renewal Plan.

The Fnglewood IxM:itown Developm:mt Authority has given itS approval to a down-
town development plan. After this approval was given, the Fnglewood Downtown
Development Authority entered into agreement with City C.Ouncil that the Urban
Renewal Autmrity ~uld be used strictly as a financing vehicle and would not
be used in any other fashion.
It is the opinion of the Fhglet.x:>0d Downtown DevelO{Xllelt Authority that the
expanded urban renewal role will not receive the support of the general
cormrunity.
'IHEREFORE, BE IT REOOLVEn, as of this nonent, the Engl~od Downtown Development
Autmrity finds that it cannot support the plan presented by the Urban Renewal
Autmrity.
Further, the Englewood Downtown ~velopm:mt Authority shall not be a legal
