INTRODUCTION OF GUESTS AND VISITORS Chairman Kientz welcomed Gordon Close, Elite Sound and Marilee Utter, a representative from the City who made a presentation on the current status of plans for the redevelopment of Cinderella City to the Board meeting (report attached). The regular agenda items were deferred until the next meeting on September 9th. There was good exc h a n ge and I think it went well . The general sentiment cf the group was that the plan snd projec t are ev0tvir.g reasonably well. They made several cogent points that wis need to inlegrate into cur th inki;ig : 1. The design of the plaza pub li:: spac es needs to e~fec:t ively accommodate performance space fo~ the orchestra. The site by little Dry Creek that was installed at evidently somo expanse is too small and is hence not frequently used . It is VERY d ifficutt to create spaces t hat \'/Ork for outdoor performances ; witness the disappoL1ting experience wi i h the Fillmore Street plaza and pavilion despite all the money that was spenn Their ma in request was for correct sizir,g cf the space rathsr than exotic add-ons. For instance , is the proposed cover on the fountain large enough to hold the orchestra? (I don't think so). Or is the space bet.veen the two stairc.ases suita b le? We just have to make sure there is an identified, funciional space . This is exactty the right time for Tryba to be checking th is need . On the d ra-.ving, EnglewoJd Parkway is also labeled East Gira0 d . This is confusing in a number of ways . We sr,ould mod ify the drawing ond corre:t our language references to the street so tt is consistent!, refen-ed to as Engl2wood Parkway. Also, Englewood Parkway shou ld be renamed Cherokee Street once the street grid is reiri s ta ted . 3 . The pedest rian connecttons between the Civic Center and 8r08dway were discussed s0vera! times . t, i s one of the highest priorhies of the group. In terms of the sectio n of Engle wood Parkway between Elat i and Ga lapago (in f ro ,1t of the Wa!Mart store), query whethN the south s :da or the street should have a reduced number o f drive ais ie ent rances to irnprm1e tha pedestrian experience on at least half the street . I explained that Walmart's pan<i ng !ot north of the Parkway is very busy and i:nport ant to them, so il1is suggestion to restri c t access to 0;1e or two aisf es on the so l!!h s ;de was made . This may be a negotiable itam wit h VValMart nov/, and r. sho u !d be considered as we put together the desig n gu :d e lin es . ~. The g1ou ? liked the extended Englew<YJd Parkwa1 and noted that t h e Ci ty should aim at co•1trollinglowning enough land to extend the g reenspace park w ay to Elati and beyo nd 5ome day . .. • • • 5 . The re is concern tha t U1e rnasterp :a n drawing should change hs treatmen t of the Phase Ii soct ion in order not to imply that the development would be iong delayed . The preval!ing suggestion wa :; to delete the works UPhase II" and leave-it unlsbeied inside the dotted l ines . A!so . restoring the fooi print s of our propo s ed buildi~gs in that an~a y;o u ld be a more posit ive statement. 7 . It v,as sugg;sted that in Coley/Fo rr est 's final report, rr:ore specific men tio r. sh'.:>uld be made cf the tenantirig strategy as it impac!s a nd is impacted by the ussrs in the immed ia te araa , such as the m,..,•1 residents , the office workers ; e tc . 8 . The shuttle to the hosp~al area is a p roject of high interest to the group . I referred them to Brad 's memo. advised them of RTD's involvement. and suggested that at IE.,ast a m inimal level of private sector funding would give them a greater voice in the routi ng . quality and quantity of servi;.:e. 9 . Signage for the area is a critical element for the project , and for creating linkages to down!O\'ITI and all the adjac e11t are8~. One creative idea was to design the tall verl ical "cloc~: element on the plaza to also include i,vay finding signage . 10. Also, Harold and I d is:ussed some preliminary research they are doing en forming an improvement district between Elati and Broadway. I suggested that if an equitable allocation p rocess could be determined, maybe \W should do one big d istrict that stretcl1es to Santa :=:e . V'le should follow up specificaliy with Harold on th is .
