The regular meeting of the Englewood Downtown Development Authority
Board of Director's was called to order by Chairman Walt Tomooka
st 12:25 p.m. on December 14, 1988. Mr. Tomooka commented that
everyone knew each other and introductions were not necessary.
Mr. Tomooka asked for a motion to approve the Minutes from the November
9, 1988, regular meeting. Mr. Platou moved, seconded by Mr. Close,
to accept the Minutes. The motion was passed unanimously by voice
vote. As there was a Special Meeting on November 28, 1988 to discuss
Mr. Frye's promotion proposal for the holidays Chairman Tomooka asked
for a motion to accept the Minutes from that meeting as well. Ms.
Hathaway moved, seconded by Mr. Birdsall to accept the Minutes from
the Special Meeting. The motion passed unanimously by voice vote.
The Treasurer's Report was presented by Mr. Pendleton. He noted
that expenditures and revenues are on schedule for this time of year
and most likely there will be monies left in this year's budget
that will automatically be added onto the Budget of 1989. Mr. Tomooka
asked for a motion to accept the Treasurer's Report, dated October
31, 1988. Ms. Hathaway moved, seconded by Mr. Platou to accept
the Treasurer's Report. The motion was pass e d unanimously by voice
vote.
CHAIRMAN'S REPORT
Chairman Tomooka chose to combine the discussion of the 1989 Budget
and the Director Search.
1989 Budget -Director Search
Chairman Tomooka commented that part of the monies for the Executive
Director in the 1989 Budget was taking into consideration that Mr.
Gib Frye is a strong candidate for the position either on a consulting
or a part time basis. Mr. Tomooka noted that Mr. Frye has agreed
that he would be willing to remain a part of the EDDA' s efforts,
but not as Executive Director.

Chairman Tomooka further noted that a committee needed to be organized
to look over the resumes that have been submitted for the position.
Chairman Tomooka appointed Mr. Platou, Mr. Pendleton, Ms. Hathaway
and Mr. Coleman for this Commit tee. A job description would also
need to be established, and whether or not the position would be
part-time or fulltime. Discussion ensued. It was the general agreement
of the Board that the salary not exceed $38,000 annually.
Mr. Close commented that retaining Mr. Frye in some capacity was
discussed thoroughly at the Budget Committee Meeting. He also noted
that he had mentioned Dr. Jes Girardi, who has just retired from
Englewood High School after having led and organized the band competition
statewide for years, is also available. Dr. Girardi is also the
Band Leader of the Denver Bronco Band and organizes the h a lftime
events. Mr. Close stated that Dr. Girardi is very Pro-Englewood.
It was also noted that the criteria for the support staff person
will depend on the role of the Executive Director.
Approval of the line items of the 1989 Budget wil 1 take place at
the January 11, 1989 meeting.
Appointment of the Secretary for the Board of Director's
This Agenda item was postponed until the January, 1989, meeting.
Renewal of Lease
Chairman Tomooka noted that he had received information from Mr.
Green that space was available in the First Interstate Bank Building
for a cheaper rate than our present office space. There was general
discussion of the various rates available in the downtown business
district. Mr. Pendleton also noted that there .is space available
in the Affiliated First National Bank Building at a competitive rate.
Discussion continued and all options will be considered.
STAFF REPORT
Co-op Advertising
Ms. Miller noted that sh e hand del i v e red a copy of the doub] e truck
(two-page) advertisement in the Rocky Mountain News (12/09/88 and
12/13/88) to all of the merchants in the downtown business district
on December 8. She also mailed a copy to all of the property owners
on the mailing list, December 9.

Ribbon Cutting -3400 Block of South Acoma
Ms. Miller reported that due to i ncl e ment weather, the Ri bbon Cutt i ng
schedule for Novemb e r 15, was not well attend e d, although she e st i mat e d
25 people came and went betwe e n 9:00 and 10:00 a.m. Jean's Apparel
provided a meeting place for those who d i d attend.
Holiday Decorat i ng Contest
The winners of this year's competition were: 1st-Ludwig Flowers,
2nd-d 'Anelli' s Bridal, Englewood Upholstery and Junior League Second
Time Shoppe tied for 3rd Place. There were also three Honorable
Mentions: Card Dept., Kent Collections, and Guys and Dolls. Ms.
Miller noted that she had made up cert i f i cat e s for the Wi nn e rs a nd
Honorable Mentions and she will hand deliver the prize money when
the Ci ty of Englewood has issued the ch e cks.
Ms. Miller also mentioned that Ludw i g Flowers was so pl e ased for
hav i ng won, they donated a holiday cent e rp i ec e for t h e EDDA Conf e renc e
Room.
Christmas Tree for the Plaza at L i ttle Dry Cre e k
Ms. Miller noted that she was able to coord i nate th e d e corat i ng of
th e Chri stmas Tree for The Plaza donated by t h e EDDA, with the cooperat i on
of the Parks and Recreat i on Department at th e City. Sh e also not e d
that she sent a letter of appr e ciation to th e City Manager thanking
the Parks and Recreations for their efforts in seeing th i s project
through.
Urban Rene wal Authority
Mr. Hi nson commented that al 1 of the phys i cal projects of the Urban
Renewal Authority have been completed, and most op e rations are winding
down for the year end.
As there was no further business the meeting was adjourn e d at 1: 52
p.m.
