Miller 100 Leaves Guests/Visitors: John Bagna]l, Bob Hark:;, Linda Martin, Rich Wanush The Regular Meeting of the Englewood Downtown Development Authority Board of Director's was called to order by Chairman Walt Tomook.a at 12: 05 p. m. Chairman Tomooka noted that there were three guests in attendence: Ms •. Lincla Martin,the new assistant city manager for the City of Englewood and Bob . Marks and John Bagnal 1, both rea1 tor s in the Englewood area, and members of the Governmental Affairs Committee from the Englewood Chamber of Commerce. Barry Coleman had sugge st ed that Mr. Marks and Mr. Bagnall attend a board meeting. Chairman Tornooka suggested that everyone introduce themselves around the table. Chairman Tot:iooka asked Ms. Martin what she had been doing prior to taking the position as Assistant City Manager. She noted that she had been with the State Department of Local Affairs for the past three and a half years as well as having working for the ci ti c::; of B6ulder and Lakewood in various capacities. Introductions having been completed, Ch~irman Tomook.a a Gkc<l for motion to accept the Minutes from .. the Regular Meeting on June ll,, 1989. Mr. Pendleton moved, seconded by Mr. Birdsall to ,1ccert the i'linutcs. The motion passed unanimously by voice vote. The Treasurer's Report was presented by Mr. Pendleton who explained that expenditures and revenues were on track for this time of the year. He also noted th.it an additional revenue account had hcen established specific.illy for any monies collected as a result of foes paid by vendors attending the Fair this year, proceeds from beer/wine and so(t drink sales, as well as contributions that have been received to support the Fair and the Summer Concert Series. Mr. Green moved, seconded by Mr. Platou to accept the Treasurer's Report for May 31, 1989. The motion passed unanimously by voice vote. MINUTES July 12, 1989 Page Two DIRECTOR'S REPORT Sounds of Summer Ms. Hayes reported that to date the response and turnout for the weekly noon concerts in The Plaza has been better than expected. She also noted that probably the most well .attended concert was that of the Hilltoppers which Gordon Close, (an EDDA Board member) is a member of. She also noted that the weather impacts attendance. Ms. Hayes made a point to say that the Englewood Chamber of Commerce is by far the greatest supporter of the noontime concerts. The first evening concert was a total success with The Plaza area completely filled. Ms. Hathaway noted that even with the schedule change between the Rockin' Reveliers and the Bronco Band, everyone in attendance enjoyed the concert. Ms. Hayes also noted that Chairr.1an Tomooka was generous enough to offer the services of his employees to build a permanent wooden billboard for banners at the south entrance to the Englewood Marketplace (Pondcrosa Steakhouse) which Ms. Haye ;~ will be utilizing from time to time. Inde~endence Fair Update Ms. Hayes reported that in spite of the sweltering heat on the two days of the 1st Annual Englewood Independence Fair, July 1 and 2, everyone involved with the project was pleased with th e turnout. There was a steady flow of people with peak periods on both days. Ms. Hayes made it a point to recognize Ms. Hathaway, her son, Russell Hathaway, and Ms. Connie Daviet, without whose help in putting everything together the evening before as well as both days, felt the Fair would not have run as smoothly. Ms. Hayes also noted that the event did receive quite a bit of publicity from The Denver Post, the Rocky Mountain News, Channel 7 and · Channel 9, who sent camera crews out for ,live coverage. Ms. Hayes stated that after asking the vendors how they did, it was the general consensus that most fared as well or better than they had expected to, and many of the vendors asked to be contacted for next years event. Chairman Tomooka suggested that the days of the Fair be changed due to the 4th of July being such a yaca tion weekend. Mr. Birdsall also asked if there was any way that Ms. Hayes could evaluate the success of Fair. Ms. Hayes noted that a meeting was set up for Friday to do just that, with all those who were closely involved with the event and how to make next year's event even more successful. There was extensive discussion-concerning the lack of fireworks this year which was the result of a number of things: insurance and cost of fireworks, and a location that was suitable, etc. Ms. Hathaway said there was a meeting for July 13 to mak e an attempt to coordinate this type of an event for next year. To date she had not received any response to the offer the EDDA Board made in which the EDDA agrees to maintain the parking lot on South Lincoln and Old Hampden Avenue, (electricity, water/sewer, snow removal) until December 31, 1989 at which time the City of Englewood will take the responsibility of all maintenance costs. In the interim the EDDA would deed the property over to the City, as was agreeable with Mr. Sachter as well. Ms. ·nayes also noted that Mr. Fred Kaufman, who was the EDDA Chairman at the time maintenance responsiblities were being agreed upon between EDDA and the city, called to say that the agreement was in the Minutes. Ms. Hayes noted that for the time being Mayor Otis' letter to Ms. Holthaus would suffice, but, if a more detailed agreement should be found, it will be brought Mr. Fraser's attention immediately. It was announced that landscaping for the parking lot on the 3400 block of South Acoma has been scheduled to begin in the near future. EDDA Reappointment/Vacancy Ms. Hayes noted that Mr. Pendleton's reappointment, for another four year term had been accepted by City Council. Ms. Hayes informed the Board that she had sent a · notice to every merchant in the district regarding the vacancy created by Mr. Coleman's expired term, and some responses had been received. A list of those individuals that are interested will be submitted to the Executive Committee for recom- mendation to the Board and then the Ci_ty Council for final approval. Staff Resignation Ms. Hayes noted that she had received a final resignation from Margi Miller, Administrative Assistant for the EDDA. Ms. Miller's previous plans of moving to Montana had final 1 y come through. Ms. Miller I s last day is July 26, 1989. Urban Renewal Authority Mr. Wanush noted that .the lt~asing agents for Phar-Mor, have asked the city if they can assist in additional signage for the plaza. The leasing agents feel that being set back and the lack of signage is hindering their attempts to fill the vacancies. Mr. Wanush noted a car count had been done and given to the leasing agents. To date between Phar-Mor and Trolley Square a total of 75,000 square feet of retail space is available. Mr. Wanush further noted that there have been some negative comments concerning the lack of visibility by prospective tenants regarding Trolley Square and that when the prospective tenants asked unnamed local merchants, the comments about the Square were very negative., possibly h aving a detrimental affect on relocation decisions. MINUTES July 12, 1989 Page Four Other RECORD OF PROCEEDINGS Ms. Hayes informed the Board or Director's that she had been asked by the Englewood Chamber of Commerce to be the Chairperson for this year's 3rd Annual Business Fair, tentatively scheduled for sometime in the first part of October. Ms. Hayes also noted that she had been contacted by David Hart from the City of Englewood regarding the 1989 Front Range Bike Week. Roger Fraser and Mayor Van Dyke will be participating in a ride from the City Hall in Englewood to the Civic Center on July 23. Ms. Hayes also noted that 7 /26/89 is 'bike to work' day. Farmers Market is said to have been very busy on its opening day (Tuesday, July 11) at the new location of 3400 South Acoma. Ms. Hayes noted that it would be nice if the downtown merchants could somehow tie into this event every Tuesday since they have som e what of a captive audience that otherwise would probably not be coming through the South Broadway area. It was the general consensus of the Board that evaula tion of both the Fair and the Concert Series be made, to justify the tax dollars being spent. It was the general feeling that even without an evaluation being made, it was obvious that these new promotions were helping to bring people into the downtown area that otherwise would drive throµgh and pass by. There was general discussion regarding th e possibi l ity of furnishing some large awnings that can accommodate several people for outdoor events in The Plaza because outdoor activities will always be heat intensive. Ms. Breier said she would look into the cost of purchasing instead of renting, which in the long run would be cheaper. Ms. Breier also mentioned having spoken with a firm who has contracted to open two cut rate theatres with bargain shows in the northern suburbs of Denver and they are looking for a third location. The third location which needs to be in Englewood would determine if the other two locations were finalized . As there was no further business the meeting was adjourned at 1: 20 p.m. Gary 100 Leaves
