RECORD OF PRQCEEDINGS ENGLEWOOD DOWNTOWN DEVELOPMENT AUTHORITY 3333 South Bannock -Englewood, CO 80110 MINUTES September 13, 1989 Members Present: Birdsall, Tomooka Close, Hathaway, 100 Leaves Platou, Absent: Breier, Green, Oxman, Pendleton, Steele, Wanush Staff Present: Hayes, Douglas The regular meeting of the Englewood Downtown Development Authority Board of Directors was called to order by Chairman Walt Tomooka at 12:26 p.m. He began by noting that Bill Pendleton, board treasurer was absent and asking if anyone had questions regarding the Treasurer's Report. Pollyanna Hayes, EDDA executive director, noted that there was more money in the Project Account. She added that this money will always stay in the account and that the monies could not be utilized without board approval and amending the budget. Due to lack of a quorum at this point, Chairman Tomooka stated that approval of last month's board minutes and the Treasurer's Report would have to wait until the next board meeting when hopefully there would be a sufficient number of voting members present. CHAIRMAN'S REPORT Chairman Tomooka noted that his first item was officially acknowledging the resignation of board member Ken Platou. He noted this with regret, saying that the reason was due to a new career opportunity in Boston. Mr. Platou elaborated that he had not officially accepted the job yet, but since it appeared so promising, he would likely not be at t h..e n~xt board meeting in October. His potential new job would be at Newton-Wellesley Hospital. He also added that it would be very hard personally to leave, after having been a vice-president at Swedish Medical Center for 12 years, and with both he and his wife having family here. Gregg Birdsall proposed that since, due to a previously announced EDDA board vacancy, there are now three candidates waiting to be interviewed by the City Council, why not have two, instead of one candidate, considered for the board. Rita Hathaway said she would see to it that this was done so as to simp).ify the process of replacement. Chairman Tomooka agreed. ----------- RECORD OF PROCEEDINGS FORM ~ C. F. MINUTES September 13, 1989 Page Two 100 Leaves Chairman Tomooka then announced to the board members that during the September 5 EDDA executive board meeting, it had been unanimously decided to present Gordon Close and his wife with a complimentary dinner at the restaurant of their choice. This would be in appreciation of Mr. Close's sponsorship and hard work during the Sounds of Summer concert series. Chairman Tomooka emphasized how successful the series had been, especially .. with the evening finale concert. He added that .due to the evening concerts in particular being so well-received, he would like to see the board think about budgeting more dollars for them next summer. He said that in his 15 years in Englewood, never has he seen so much positive response to an event. Ms. Hathaway, as an Englewood nntive, agreed. ·· Cha f rman Tomooka made the final suggestion of more lighting fqr future evening concerts and concluded his report with strong congratulations for both Ms. Hayes and Mr. Close regarding their .concert series' efforts. DIRECTOR'S REPORT Sounds of Summer Finale Concert Ms. Hayes noted that all has been well with the concert series and showed all present copies of the Englewood Sentinel finale concert picture, along with a sample of the finale program brochure. Regarding the latter, she said that t ·he ······· 400 programs printed were not enough due to a greater attendance than she had expected. Ms. Hayes also added that approximately 50 programs had been distributed prior to the concert, leaving a balance of 350. Based on this number , Ms • Hayes est i mated an at tend an c e of approx i mat e'1 y 500 at the finale conceit. She also noted that she and assistant Mary Douglas had passed 50 evaluations out randomly during the last afternoon concert and last evening concert and to date 27 of them had been returned, with all the responses very positive. Ms. Hayes stated that since she started work six months ago, she has gotten a better feel for the EDDA budget and would, in the future, like to consider going on a ·smaller scale f .. or promotion of the concerts, and putting more into the concerts themselves. Ms. Hathaway noted it would be great to sched'ule the day concerts with the Farmers Market, which at present are set on Tuesdays, and Ms. Hayes agreed. The latter said more evening concerts are definitely being considered and concluded this portion of her report by officially thanking Mr. Close for his support, especially for his very reasonable rates, and also Dana Breier and her husband, of Mountain Miser~ for the use of their nice canopy during the concerts. MINUTES September 13, 1989 Page Three Business Fair 100 Leaves Ms. Hayes noted that she, as EDDA Chamber representative and fair chairperson, had been at the Englewood Chamber of Commerce Public Relations Committee meeting the day before and had strongly emphasized the need for fair volunteers, along with encouraging all present to volunteer more as they could. She reported that, by the end of this meeting, she had secured more volunteers accordingly. Ms. Hayes then told the board that the Chamber of Commerce had mailed almost 1,600 business fair brochures to local merchants; Mr. Close asked about the response, to which Ms. Hayes replied that it was "marginal." She said that there were 10 confirmed booths, with four autos confirmedo Ms. Hathaway asked if the City of Englewood had secured a booth, and Ms. Hayes affirmed. She concluded this portion by stating that she believed that the 40-booth space goal should be attained by the October 7 date without too much problem, and that the Kaiser Permanente CenterStage exhibit, already confirme~, should be particularly impressive. Fall Parade Ms. Hayes, who i"s parac,le yice-chairwoman,. has committed the EDDA to assist with publicity. She stat~d the parade will be planned for the first Saturday in November and the theme is, "Marching into the '90s," with no cost to participate. Ms. Hayes said that the board needed to discuss this year's donation, and noted that last year's was $750. Mr. Birdsall asked how the donation would be used. Ms. Hathaway interjected that the donation would be used possibly toward advertising and prizes. Ms. Hathaway added that the Englewood Parade Foundation would plan to spend between $4,000 and $5,000 total for the event. Holiday Celebration Ms. Hayes said she has been meeting with Jim Kavinsky, Englewood parks and recreation superintendent, in regards to holiday decorations and a holiday program in the Plaza at Little Dry Creek. Mr. Kavinsky noted that last year's velour bows did not hold up well and suggested looking into more durable vinyl bows. Ms~ Hayes also discussed the need for a larger tree in the Plaza, but noted that an artificial tree (necessary due to the potential for vandalism regarding a live tree) in the range of 21 to 25 feet costs about $3,000. Ms. Hayes said that she had just talked with a local merchant who had suggested a "light tree" as an alter- native to a more traditional tree; brief board discussion ensued, with the idea being well-received. Ms. Hayes continued that she wo~ld be going through caialogs for ideas and prices, and that she would take care to choose decorations that would be difficult to vandalize. She said Mr. Kavinsky noted that he often spends between $10,000 to $14,000 from his budget annually as a result of vandalism. RECORD OF PROCEEDINGS 100 Leaves FORM ~o c. F. HOECKEL B. 8. a L. co. September 13, 1989 Page Four Ms. Hayes also said that she and Ms. Douglas were planning a holiday program in the Plaza utilizing the local elementary .school choirs and possibly the churches. She then referred back to decorations and explained that input from the EDDA ·Board was needed in sharing decoration costs with the City of Englewood. Ms. Hayes noted that last year the EDDA contributed $3,248, and she was hoping the contribution could even be larger this year. Chairman Tomooka agreed and stated that we must not repeat· costly mistakes such as purchasing indoor· bows f o r o u t d o o r us e • Ms ·• Hay e s the n b r o ugh t u p th e h o 1 id a y program plans again and said that she had not yet talJted with Roscoe Davidson, ~ng1ewood Public Sc~ool superintendent, r e gar d in g t he p a r t i c i p a t i on o f t h e f i v ·e 1 o c a 1 e 1 em e n t a r y schools, but would do so within the next few days. She added that much brainst~rming has been taking place regarding a holiday program and has produced many ideas including a suggestion from an Englewood citizen that the EDDA have a holiday art contest with the winning entries being imprinted on shopping bags. Mr. Close said that the idea was good but was concerned about the tight time frame. More discussion ensued on the rdea of decorations with Chairman Tomooka suggesting a 30:-to 40-foot "light tree" to be erected in at least three choice locations: 1. The Plaza at Little Dry · Creek, 2. City Hall, and 3. Logan Street area., Ms. Hathaway a,dded that the "light tree" idea could be tried in an appropriate location for at least a year to see, among other outcomes, what vandalisim would result. Chairman Tomooka then interjected that the Hampden overpass across Broadway also would be an excellent location to decorate and highlight for all. to see; Ms. Hathaway said the State Highway De par tmen t would hav.e to be consulted ac cordi ngl y ·. Ms. Hayes said t ·hat it would be important for the EDDA to decorate the business district areas as much as possible so as to hopefully encourage more merchants to do the same with their own stores. She then asked the board if another EDDA window decorating contest shpuld be held this year bearing in mind that last year's contest had little success. At this point, Ms. Hathaway and Mr. Close mentioned that most of the stores are not in the habit of staying open late .which can be a drawback for encouraging a holiday s pi ri t. Chairman Tomooka stated that he and certain other merchants have been having good success with Sunday hours which may bring more customers into Englewood during the holiday season. Ms. Hayes concluded this portion of the meeting by stating that she would follow up on all that was discussed and that she would send a proposal on decorations and costs to board members to preview before the next board meeting in October. -···'····. ... ·· .... , .... ·e RECORD OF PROCEEDINGS 100 Leaves FORM !O C. MINUTES September 13, 1989 Page Five Englewood Economic Development Coalition Ms. Hayes noted that while the August meeting had been canceled, she and Rich Wanush still had met ·. She said that Mr. Wanush noted that an alternative EDDA representative would be needed, in addition to Ms. Hayes, to serve on the coalition. She stated that he was looking also for candidates to fill 10 additional positions representing varied interests. · At this point, -she asked Mr. Birdsall if he would be interested in serving as the Cinderella City representative, and he said he would consider it. EDDA Board Nominees Ms. Hayes notified the board members that Ms. previously had informed her that Monday, Oct. 9, the date for interviews. Ms. Hathaway said the EDDA would be contacted by City Council. Business Seminars · Hathaway would be nominees Ms. Hayes noted that her assistant Ms. Douglas is in charge of the business · seminars, which are being co-sponsored by the Greater Englewood Chamber of Commerce. The first one is scheduled for September 26, she added, and features Arapahoe County Deputy Sheriff Jim Wilson speaking on crime prevention. She added that the next one will present area small business consultant Leon ·Desmoineaux who will speak on creatively marketing your business in a two-part seminar set for early November. She noted that Mr. Desmoineaux comes highly recommended to EDDA and Mr. Birdsall confirmed that he is a good speaker. Chairman Tomooka suggested that it would be good to open up the seminars to all of Englewood, but Ms. Hathaway noted this would be technically going out of the dow_ntown ·business district that EDDA is designed to serve. EDDA Picnic Ms. Hayes stated that the plans for Chairman Tomooka's "brain- child," i.e., the September 20 EDDA Picnic,were going fine, with Cushing Park being the site. When she asked if Chairman Tomooka's store could be used as an alternative site due to inclement weather, he readily agreed. MINUTES September 13, 1989 Page Six Other At this point, Ms. Hayes handed out copies of a "thank-you" note that Dan Green and his new bride had written for the wedding gifts of monogrammed glassware and microwave pieces that the EDDA Board had presented to them. There was a little more discussion on the Plaza holiday celebratiort including Chairman Tomooka!s suggestion that song sheets be printed and distributed to encourage caroling in the Plaza. Ms ·. Hayes also noted that elf and/or reindeer masks were being considered for the children, along with 'her investigating the possibility .of caroling down Broadwaj~ And, with concurrence that the program should be very community-oriented, the board meeting officially ended at 1:35 p.m. ... · -· ....
