ENGLEWOOD DOWNTOWN DEVELOPMENT AUTHORITY 3333-South Bannock-~·Englewood,-C0--80110 Members Present: Members Absent: Staff Present: MINUTES oc;ob~r 11, .1989 Breier, Close, Green, Hathaway, Oxman, Pendleton, Tomooka, Wanush Birdsall, Platou, Steele Rayes, Douglas The regular meeting of the Englewood Downtown Development Authority Board of Directors was called to order by Chairman Walt Tomooka at 12:13 p.m. As there were no guests or visitors, he proceeded to ask for approval of the September minutes, as well as .for approval of the August minutes. (Lack of a quorum at last month!s meeting had necessitated the latter.) Mr. Green motioned for this approval, and was seconcLed by Ms. Hathaway. TREASURERlS·REPORT Chairman Tomooka then asked for Mr. Pendleton to give the Treasurer .' s Report for August. He stated that 74% of EDDA revenues had been obtained at that point, with 48% existing in year-to-date ac tua 1 EDDA expenditures. Mr. Pend 1 e ton added that this left the budget . in excess of $47,358 at this point in time. Mr. Oxman asked how thi EDbA project monei··had been collected to which Ms. Hayes replied that the Independence Fair's booth space had brought in a lot of the revenue and a $1,000 had been collected from the Affiliated First National Bank I of Englewood · .as a donation for the Sound~ of Summer Concert Series. She stated that the only way the money could be utilized would be with board approval and with amending the budget. Chairman Tomooka called for motion to see that the la test Treasurer .' s Report be approved, along with the previous Report (again necessitated at this time due to last month!s lack·of quorum). In response, Mr. Close motioned, · and Ms. Hathaway seconded. Mr. Pendleton suggested it was time to consider next year!s budget to which it was agreed that thi~ would be pursued soon~ CHAIRMAN 1 S ·REPORT Chairman Tomooka made ·reference to _Ken Platou' s departure f tom the board stating that he had received his official resignation letter, as noted in the agenda packets, and Ms~ Hayes noted he was hoping to make the meeting, if his schedule allowed, to tell everyone goodbye. MINUTES October 11, 1989 Page Two ·e RECORD OF PROCEEDINGS 100 Leaves Mr. Wanush asked if a replacement bad been chosen and suggested that it would be ideal if Mr. Platou's Swedish Hospital replacement could be the person to take his place. Chairman Tomooka confirmed that the spot was being held open for this replacement. It was mentioned that Anna Chavez, currently in public relations with Swedish Medical Center, appeared to be this person and this would be followed up. Chairman Tomooka asked Ms. Hathaway the status of the two candidates (Kristi Daugherty and Loren Shepherd) who had been interviewed by the Englewood City Council the previous · Monday night (Oct. 9) and who are being considered for the board vacancy left by Barry Coleman this past summer. Ms. Hathaway noted that a final decision on the City Council!s EDDA board choice would be made before next month's meeting •.. Chairman Tomooka noted that Dave French, a third candidate who bad been in the running for the vacancy had asked that his name be withdrawn from consideration just prior to the Council meeting in question because of a new job commitment. At this point, Chairman Tomooka called for a motion to acce~t Mr • P 1 at o u ' s r es i gnat ion , -with Mr • C 1 o s e ···comp 1 yin g , and Mr • Green seconding the motion. All present favored the decision unanimously. Mr. Close also made the suggestion that an official letter of appreciation be drafted from the board to Mr. Platou and this was agreed upon. DIRECTOR'S -REPORT Greater Englewood Chamber-of -Commerce Ms. Hayes noted that the fair had gone wel 1 on Saturday, Oct. 7, with 36 exhibitors and with Center Court the best place to be for them. She said there was a little disap- pointment to have only one car each displayed from two dealer- ships, but, as explained in her written report, she understood from car volunteers that this was to be expected. She noted that Mr. Close came early that morning to help set up sound equipment for ·CenterStage and that Chairman Tomooka was an exhibitor at the fair representing his business. Chairman Tomooka said ·he believes Cinderella City is a good location to attract attention to EDDA and the Englewood busi- ness district and commended Ms. Hayes for her strong leadership and good work as fair chairperson. He said some really good business contacts were made at the fair, but joined Mr. Close in wondering if future business fairs could be held for two days, instead of one, because of all the work involved in setting up and tearing down exhibits~ Mr. Close asked for clarification of the concept of this business fair --whether it is to acquaint Cinderella City patrons with other businesses, or instead to have various outside businesses selling wares in the mall. She concluded this portion of the report by pointing out that Barry Coleman and Dr. Larry Morries had done a great job announcing for the fair and the CenterStage exhibits. Fall Parade Ms. Hayes noted that the Executive Board had agreed to once again donate $750 to this year,'s annual parade. When the question was asked on whether the board would need to offi- cially approve this donation, Mr ·. Close. stated that due to the amount already being allocated in the budget, there would be no reason to do so. As noted in her written report, Ms. Hayes reported that during the last parade meeting, Dorothy Romans, chairman of the parade committee, asked all for thei ; ideas on keeping people downtown to shop following the parade. She added that she has been working with Orian Hunter of ABM Management Services (Trolley Square) and Dori Nazarenus of the Greater En.glewood Chamber of Commerce to brainstorm on ideas, and that, among other things, they would be put ting together a merchant news 1 et ter sheet providing some suggestions to help them promote their businesses better. Ms. Hayes also noted that parade commi~tee members were aware that trying to create a coordinated effort with all of the merchants would not be possible, especially since it was obvious that various merchants were viewing the parade dif- ferent 1 y from each other. She added that while certain merchants were very favorable towards the event, others con- sidered it more of a nuisance and had some legitimate com- plaints. Some discussion ensued. Mr. Close confirmed that Dr. Je.s .s Girardi, who has long been a big asset to the parade would again be involved this year. He asked for ideas also on how merchants could better promote people to stay around and shop in the stores after the parade concluded; he wo.ndered if, as one incentive, the city sales tax could be dropped by a merchant for one day with the agreement being that the merchant would subsidize the amount. Ms. Hathaway responded that this could be done, with Mr ·. Oxman adding that one would have to be careful on ·advertising this incentive because a merchant can!t simply give the sales tax away. Business Seminars Ms. Hayes reported that out of 2 7 merchant reservations, there were about 24 merchants present. She noted that speaker Deputy Sheriff Jim Wilson of the Arapahoe County did an excellent job and also commended Mr. Green and the First Interstate Bank for seminar use of bank facilities and the complimentary coffee. She added that the Englewood Police Department had aided with additional crime prevention mate- rials and that these were sent out as follow-up to all the attending merchants. MINUTES October 11, 1989 Page Four Ms. Hayes then noted that the next business seminar, a two-pa-rt present at i on t o b e c o-s ·po n-s or e d again w i t n· the Gr e at er Eng 1 e - wood Chamber of Commerce, is scheduled for the mornings of November 2 and 7 at the Englewood Recreation Center. She stated there is a goal of 40 merchant attendees. Noting speaker Leon Des Moineaux's fee to be $1,000, she said that Gregg Birdsall, who has worked with Mr. Des Moineaux before, had told her that this was very reasonable. She added that the Chamber was contributing $300 towards the fee as well. As far as continuing to work with the Chamber to co-sponsor seminars in 1990, Ms. Hayes said that ·she still is discussing this with Chamber representatives. Mr. Pendleton asked about the topic of the November presentations and Ms. Hayes elaborated that Mr. Des Moineaux would be discussing "Creative Retailing in the 90's," with the first talk being "I. Speciality Stores: Your Competitive Edge, 11 and the second t o lk being, "Effective Sales Dynamics ••• Now!ll" She concluded by saying that assistant Mary Douglas was working on the publicity flyer at this point. Holiday Celebration Ms. Hayes reported that, as noted in ·September's board meeting, the EDDA is contributing holiday fa.bric bows to decorate the accent lights utilized by the City of Englewood. She added that the new bows will be well-suited for outdoors with the materials ordered through Evergreen Specialities, and with th~ Malley Recreation Center being trained by Ever- green to make the bows as a center fundraiser. Ms. Hayes went on to say that the EDDA is also working on erecting a 25-foot light tree in the the Plaza and, in discussing the plans with City representatives, such as Kells Waggoner, director of public works, she has run into the concern of electrical needs. She noted that she had talked with Mr. Waggoner the day before and would be following up further with him to get the matter worked out. Ms. Hathaway stated that the City already has budgeted for next year to revamp the electrical system in the Plaza. Ms. Hayes discussed various other plans for the holiday program which include a drawing contest for children, singing in the Plaza, caroling up Broadway, a church bake sale in Trolley Square, and participation by Mr. and Mrs. Santa Claus, along with an elf and a sleigh in the festivities. She said the program, beginning at 4:00 p.m., should . run about three hours and that a number of people are involved in the planning stages, including the Englewood Sentinel, ABM Management Ser- ~ices (Trolley Square), various churches, Creative Associates (media specialists), and elementary and middle school teachers. She noted the latter to be assisting in the drawing contest in which children of any religious background can participate. She said that participating merchants would accept the children's artwork and give out trinkets in exchange, with Trolley Square designated as the site fo.r viewing the pictures. . ......... , .. . ,,.) ......... . MINUTES October 11, 1989 Page Five Mr. Close asked why the location of just Trolley Square and not wider distribution of the pictures throughout the EDDA business district, with merchants displaying them towards the bottom of their windows. Ms. Hayes explained that she was concerned about whether or not there would be active participation by a lot of these merchants. But, she added, she would still consider Mr. Close 1 s suggestion as a way to get more parents and children strolling on Broadway and hopefully, shopping accordingly. Mr. Green asked who was judging the contest, and Ms. Hayes replied that she is trying for the school art teachers. She noted that she ~lso wants to have the elementary and middle children involved in the caroling program. At·· this point, Ms. Bayes passed around pictures of M;, and Mrs. Claus · and the elf to those present. She said she was considering having these characters go up and down Broadway, and even into the elementary schools beforehand to advertisr the EDDA holiday program. She noted that it ,would be planned for them -to lead carolers from the Plaza to arrive about 5:00 F,mi in Trolley Squ~re where the EDDA would provide free bot chocolate and cider and a few church bake sales would be set up. She noted that Ms. Douglas bas been working with churches to coordinate the latter. Englewood Economic-Development Coalition Ms. Hayes reported during last month's coalition meeting (Sept, 19) that Mr, Birdsall agreed to serve as the Cinderella City representative. She said that Rich Wanush is currently seeking an Economic Development director and on Monday, Oct. 9, she had assisted him in interviewing four candidates. Mr. Wanush noted that the next coalition meeting was scheduled for Tuesday, Oct, 17, EDDA Computer Ms. Hayes noted that a . computer for the EDDA office is still being inves;igate.d, mostly for word processing. She said that currently the Epson Equity II + 286, that she and 'Ms. Douglas bad seen demonstrated, is looking promising and that the EDDA executive committee is definitely interested. She added that the latter is pleased with the price of $1605. She said she would seek further aid from Dave Martinez, City of Englewood purchasing agent, to negotiate on this pric_e, In the meantime, s·he was able to distribute some pertinent Ep~on literature to those present and asked anyone wanting more information to please see her after the meeting. Mr. Wanush noted that the EDDA computer would ideally be open to compatibility with City of Englewood computers which would further merit its purchase. ----·--·-··---.. ---·-·------"·--· ·-· . .. MINUTES October 11, 1989 Page ··-Six Parking-Lot Update Ms. Bayes stated that Ms. Hathaway had informed I her that the EDDA has received official permission to deed ttie Lincoln Street lot to the City of Englewood and that she would be coordinating this with City Attorney Rick Dewitt. She concluded that, as noted in her correspondence with City Manager Roger Fraser, the EDDA would again propose to continue to maintain the lot (snow removal, electricity, and water) until Dec. 31, 1989. Urban Renewal Authorit! Ms. Hayes asked Mr. Wanush for his URA report to which he briefly stated that the City Council and the URA would meet jointly on Monday night (Oct. 16) to review options for reverlues and bond payments. Other At this point, Ms. Bayes stated that the EDDA office had just acquired new note cards that were printed through the City of Englewood and that could be utilized for la variety of purposes. She invited all board members to use them as the need would arise. BOARD MEMBER'S ·CB8ICE Mr. Green asked about the Englewood Historical Book Society; Ms. Hathaway serves on the society committee and explained the purpose of the Englewood history book. Mr. Green then distributed an Arapahoe-Douglas Area Vocational School flyer outlining brief information on a restaurant arts training program located next to the Englewood High School that serves breakfast and lunch prepared by the students and also offers a varie~y »f other food s~rvices. Chairman Tomooka then mentioned Mr. Platou's letter of resignation and pointed out the latter .' s commendation of Ms. Bayes and her efforts as EDDA executive director, which have resulted in more positive attention to Englewood.
