The regular meeting of the Englewood Downtown Development
Authority Board of Directors was called to order by Chairman
Walt Tomooka at 12:15 p.m. He then asked Pam Pepper, the
new Economic Development Coordinator for the City of Engle-
wood, to introduce herself. Proceeding, she noted that
she comes from the City of Westminster and her background
is in administration and finance. She added that she is
new to the economic development field, having been in it
for approximately two years. Ms. Pepper stated that she
is very excited about her new post, and with that, Chairman
Tomooka welcomed her and said that the EDDA would work
hard to help her in any way possible. At this point,
he motioned for approval of the October minutes; Mr. Green
moved and was seconded by Mr. Birdsall~
TREASURER•S-REPORT
Chairman Tomooka then moved on to the Treasurer!s Report~
~r. Pendleton noted that the EDDA was tracking fine, adding
however, that it has had a false sense of security. He
stated that the board had thought the EDDA would collect
all of its revenues, but this has not been the case~ Instead,
he went on to say, the EDDA will collect nothing for the
rest of the year. He said he would discuss this further
under the Chairman!s Report. M~. Birdsall then asked about
the ownership tax and how this number had been decided
upon. Mr. Pendleton said he had investigated this and
that there was no clear-cut answer. Mr. Pendleton then
motioned for approva 1 of the Treasurer I s Report; Mr. Birdsal 1
approved and Chairman Tomooka seconded.

Chairman Tomooka immediately addressed the mill levy situation
and said there has been a shortfall of approximately $27,145
in the 1989 budget. _He _also reported that, according to
the Arapahoe County Assessor!s office, this number may even
go higher. Chairman Tomooka then referred to a memo written
to Margaret Freeman, director of finance for the City of
Englewood. He explained that in order to recoup the $27,145
figure, EDDA has requested approximately $180,864 for the

He noted that the additional amount requested would bring
EDDA I s budget back up and keep the budget the same ·. He
explained that City Council initially approved the first
reading of EDDA 1 s mill levy increase on Monday evening,
Nov. 6 , but that the mill levy increase must go through
a second reading before final approval.
Mr. Pendleton interjected and said that EDDA will collect
approximately $4000 on properties overlooked during last
year, but two reducing items are tax credits and abatements-
due to assessed valuations being contested. These tax credits
and abatements were the result of approximately eight busi-
nesses, he clarified. · Mr. Green asked what percentage of
businesses win their protest when contesting a valuation •.
Chairman Tomooka though~ lQO percent gets reduced and then
discussed the asscssn1ent procedure based on his personal
experience.

the necessity for an increase in the mill levy is because
of the high percentage of decrease in property values~ He
said that all of Arapahoe County went down approximately
20 percent and that all metro -areas decreased, he believed,

Mr. Pendleton if EDDA needed to adjust the final budget
due to the $27,145 shortfall to which Mr~ Pendleton replied
that EDDA would utilize its reserves.
DIRECTOR'S REPORT
20th Annual -Englewood-Parade
Ms. Hayes noted that she, along with Bill Pendleton and
Dan Green, attended the parade and that it was "excellent."
She also mentioned Mrs. Dorothy Romans, parade chairwoman,
and praised her for an "exceptional job." Both Mr. Pendleton
and Mr. Green agreed. Ms. Hayes explained that, as noted
during previous meetings, EDDA was responsible for the public
relations regarding the parade.

In this regard, she said both print and broadcast releases
had been mailed to all major n.ewspapers, radio and television
stations. Ms. Hayes noted that there were three mailings
of releases prior to the parade. Ms. Hayes also mentioned
that Channel 9 weatherman, Dave Sweeney, and KBX-710AM radio
talk show host, Peter Boyles, participated in the parade
as a result of EDDA's efforts. Attention was then drawn
t~ Mr. Green and Mr. Pendleton as Ms. Hayes explained that
both served as parade judges. Both Mr. Green and Mr. Pendleton
expressed that they enjoyed their participation very much.
Ms. Hayes then mentioned that the City of Englewood would

present agreed that this was an excellent suggestion. Ms.
Hayes suggested passing a resolution honoring Mrs. Romans
to which Mr. Pendleton moved and Chairman Tomooka seconded.
In addition to the resolution, Mr. Pendleton asked that
a plaque also be given to Mrs. Romans, to which there was
unanimous board approval.
Business Seminar
Ms. Hayes noted that a two-part business seminar had taken
place on Nov. 2 and Nov. 7, respectively, and enthusiastically
praised speaker Leon Des Moineaux. She explained that the
first seminar dealt with establishing a rapport b e tween mer-
chant and customer. She was disappointed, however, that
only 15 attended this seminar. Ms. Hayes mentioned that
many attending the first seminar promised to increase atten-
dance at the second seminar as all were impressed with
Mr. Des Moineaux's pres.entation. She expressed that she
was quite pleased during the second seminar as attendance
grew to 22. Mr. Des Moineaux discussed sales dynamics
during this presentation.
Ms. Hayes explained that she was most impressed with Mr.
Des Moineaux's delivery style and presentation and that she
received very favorable verbal comments from those who
attended the seminars. She then asked Gary Oxman his comments
regarding Mr. Des Moineaux as he was present at both presen-
tations. Mr. Oxman further supported Ms. Hayes' compliments
~nd noted that both of Mr. Des Moineaux' s presentations
were entertaining and highly useful. He also mentioned
that the information he obtained at Mr. Des Moineaux's
seminars and the handouts he received were helpful for a
presentation he gave to his sales people. Mr. Oxman also
discussed attendance ai the business s eminars and s a id that
he hoped attendance would grow as he felt that the seminars
were of high quality and helpful to business people.

Ms. Hayes then held up the contents of an envelope that

holding an evaluation submitted by Gordon Close who also
had attended the seminars, but was absent from the EDDA
Board of Directors meeting. She said that he had given
Mr. Des Moineaux's presentation very high marks and she
noted that Mr. Close had brought almost his entire staff
to the second seminar. In closing, Ms. Hayes mentioned
that she would be contacting the Greater Englewood Chamber
of Commerce to discuss co-sponsoring future business seminars
for 1990.

Ms. Hayes announced that the "Happy Holidays in Englewood"
art contest has begun and drew everyone's attention to the
blank drawing form included in their directors' packets.
She explained that approximately 2,000 entries would be
delivered to all the schools in Englewood on Friday, Nov.
10, and that ipproximately 8,800 would be distributed through
the Englewood Sentinel on Thursday, Nov. 9. Ms. Hayes
also mentioned that bags of small holiday toys, such as
erasers and plastic watches, and posters promoting the event
had been delivered to 24 participating merchants. As far
as promoting the event, she explained that Tom Munds, Engle-
wood Sentinel editor, would be including an article on the
event in the next issue of the Sentinel and that she also
was planning on having two advertisements appear in upcoming
issues. The majority of her work at this point, she explained,
was further coordination of the caroling scheduled to take
place in The Plaza at Little Dry Creek and the holiday
"party" scheduled to take place in a vacant store at Trolley
Square. She then reminded everyone to review the "Happy
Holidays in Englewood" outline included in the agenda packets
for more detailed information. Ms. Hayes then mentioned
the holiday bows which are now decorating the accent lights
throughout Englewood and she complimented the Malley Senior
Citizen Recreation Center volunteers for their excellent
work. And, in closing, she announced that EDDA's 25-foot
light tree would be delivered on Nov. 27, and erected by
the Englewood Parks Department.
EDDA Vacancy
Ms. Hayes reported that Ms. Anna Chavez's nomination to
serve as an EDDA board member was read at the recent Monday
evening meeting of the Englewood City Council and approved
by council members. She explained that City Council 1.s
approval at this meeting is considered a first reading and
that a second City Council reading is necessary before Ms.
Chavez's nomination and appointment is official. Ms. Hayes
said that Loren Shepherd's nomination and appointment to
the EDDA board had been approved and that he would be invited
to his first meeting next month. All present were pleased
regarding Mr. Shepherd's appointment and Mr. Pendleton moved
that Mr. Shepherd serve a two-year term on the EDDA Board
of Directors. Mr. Green seconded this motion.

Authority would be gathering a list of financial consultants
to assist in this regard. Mr. Wanush also mentioned that
the URA would be hiring a new director in 1990.
Board Member's Choice
Mr. Green asked if the EDDA would be having a holiday reception
to which Chairman Tomooka assured him that a reception would
be planned. Ms. Hayes interjected that she would be planning
a reception for the EDDA, however, a date had not been
established. Chairman Tomooka offered his business facilities
for the event. Ms. Hayes said she would begin working
immediately on this project. Mr. Green then stated that
he felt the EDDA picnic was a success and that he felt
everyone enjoyed "getting together outside of the boardroom ·."
Chairman Tomooka agreed.
As there was no other business, the meeting adjourned at
1:10 p.m.
Correction: At the January 10, 1990 Board of Directors meeting Mr. Wanush
asked that the comment he made regarding hiring a new director for URA be
retracted. The notation of this was a cl 'cal error will be no
search for a new director.
