Introduction of Guests and Visitors Director Celva introduced The Greater Englewood Chamber of Commerce and Cultural Arts Committee member, Dr. Jess Girardi; City Manager, Doug Clark; Manager of Business & Neighborhood Services, Bob Simpson; Business community Coordinator, Art Scabelli, Consultant, Ron Straka and City Councilwoman, Lori Clapp and informed the Board that Lori was the new City Council representative to the EDDA Board. II. Approval of Minutes The meeting was called to order at 12:10 p.m. Chairman Close informed the Board that all official EDDA business scheduled for the February 14th agenda would be reviewed at the March 13th meeting since a quorum was not present. III. Treasurer's Report Director Celva informed the Board that they would dispense with the December Treasurer's Report. rv. Director's Report A. Downtown Plan -Cinderella city Update Chairman Close asked City Manager, Doug Clark, if the City was in support of the EDDA Downtown Plan. City Manager, Doug Clark and Manager of Business & Neighborhood Services, Bob Simpson agreed that the City supported the Downtown Plan project." Chairman Close and Director Celva both registered concern with potential duplication of efforts and requested City staff's help in avoiding duplication or conflict. Discussion on this issue and on Cinderella city planning continued. A request was made by EDDA to review the development agreement for Cinderella City prior to it's being signed. B. Proposed New City Ordinances Director Celva informed the Board that on Tuesday he met with the City of Englewood, Building Department review committee members; Jim Blumenthal, Brian Yaklich, Sheri Gulley and Larry Zimmerman and the committee will be reviewing complaints against the City Building Department. Director Celva told the Board that the committee will be discussing a new ordinance regarding sprinkler systems in the Englewood businesses and he will report back to the Board with the findings and/or final outcome of the ordinance. Council member Clapp reviewed for the Board a proposed ordinance for the licensing of "day labor halls" and a proposed six-month moratorium on additional locations for this type of business in Englewood. Ms. Clapp related the history behind this issue and why she felt the City needed to take action. c. Other Director Celva told the Board City Councilman, Kels Waggoner had requested a five-year report on the EDDA revenues and expenditures, compilation of data (report made available to all present). The reported revenues indicate a marked reduction of value in the Englewood district during the past five years. 1995 is the first year in a five-year interim that EDDA has collected the full amount of the mill levy, usually there is a large amount in abatements or refunds. v. Chairman's Report A. Englewood Cultural Center Dr. Girardi presented the Board with his proposal for preserving the Foley's building, on the Cinderella City site, as a beginning of a conference and cultural arts center. He related that in meeting with the developer, Skip Miller, in regard to his proposal, he was told that a site plan was already in place and that his proposal could not be implemented. Girardi went on to tell of his concerns and his vision for a greater Englewood. Discussion continued on varied aspects of this concept. VI.
