MINUTES

The regular meeting of° the Englewood Downtown Development Authority
Board of Directors was called to order by Chairman Walt Tomooka at
12:17 p.m. He introduced Pam Pepper to everyone.
Chairman Tomooka asked for a motion to accept the Minutes as
written from the July 11, 1990 meeting. G. Birdsall moved,
seconded by G. Close to · accept the Minutes. The motion passed
unanimously by voice vote.
TREASURER'S REPORT
B. Pendleton stated the Treasurer's Report for June 30, 1990 is on
track. B. Pendleton also noted 55% of the budget has been
collected on revenues and 56% of the budget has been spent on
expenditures due to the note payment and computer purchase. Also,
expenditures would increase due to the bills being received for
Sounds of Summer concert series and the Tuileries Park Festival.
Chairman Tomooka asked for a motion to accept the Treasurer's
Report. G. Close moved, seconded by A. Chavez to accept the report
dated June 30, 1990.
CHAIRMAN'S REPORT
Chairman Tomooka commented on how pleased he was with the Tuileries
Park Festival and complimented P. Hayes and c. Persinger on their
hard work and time spent putting the festival together.
Chairman Tomooka received a letter from the City of Englewood
asking the Englewood Downtown Development Authority and various
other organizations to adopt a resolution accepting the Strategic
Plan of the Ec.onomic Coalition. Chairman Tomooka asked P. Pepper
to address this topic under "Other."

Chairman Tomooka read a letter from Mayor Van Dyke in regards to
her appreciation for the Englewood Downtown Development Authority's
Board of Directors and passed out City of Englewood lapel pins to
each board member.

P. Hayes asked that the Director's Report go before Board Member's
Choice today.
DIRECTOR'S REPORT
sounds of summer Update
P. Hayes noted the concert by Dotsero was incredible and we finally
had a concert go as scheduled with no rain! P. Hayes also noted
Sound Warehouse put Dotsero tapes and CD's on sale that evening and
sold out! P. Hayes also commented that a representative from Sound
Warehouse would like to help plan next year's summer concert
series. She stated our next concert is August 9, 1990 with the
Denver Taiko and the Minyo Dancers. Chairman Tomooka will be
introducing them. P. Hayes asked that everyone try to attend.
Farmers Market I Acoma street Parking Lot
P. Hayes stated the Farmers Market has become very busy and the
parking situation has become a minor problem with local merchants.
P. Hayes noted some business owners were upset with the setup in
regards to parking, businesses always losing money on Tuesdays, and
people wanting to use their store restrooms. P. Hayes noted
relocation should be considered if Farmers Market was going to hurt
downtown Englewood businesses every Tuesday. P. Hayes stated Ann
Rosen, Lincor Corporation, might be interested in having Farmers
Market relocated to Phar Mor parking lot. G. Birdsall asked if
Buyer's Club might be an option. G. Close noted :the possibility of
ending Farmers Market if it is counter productive for Englewood and
asked that everyone think about it. P. Hayes stated she would like
to find Farmers Market a good home that would be beneficial for
·all. Chairman Tomooka stated Farmers Market is a service to the
community and not having it at all would mean people not coming to
Englewood to shop. It was unanimously agreed that P. Hayes should
look into the possibility of finding a new home for Farmers Market.
Tuileries Park Festival Update
P. Hayes stated the festival is now over and went very well. P.
Hayes recapped-the events of the festival. Friday night, Barry
Newman and the Crests performed and a barbeque from Caldonia's was
served. o. Green suggested next year we might try an Englewood
merchant, such as Bennett's BBQ Pit and also look at changing ·our
price of tickets. Saturday started with a fishing derby for

children. The fishing derby was a big hit with all and went beyond
expectations! P. Hayes noted the success of the derby was due to
the many volunteers and the help of Gary Kozacek as emcee. P.
Hayes noted we might think about expanding the derby for next year.
P. Hayes stated the attendance was steady, but she would always
like to see more! The festival ended early that evening due to
weather. Sunday there was also a steady flow of people. P. Hayes
noted the swinging Donut Derby contest on Sunday afternoon was also
successful and fun! The men's competition winner was from the
Englewood Schools Foundation and the women's competition winner was
from the Save the Horsecar Committee. There was also a dunk tank
event on Sunday afternoon with R. Hathaway, Tom Munds, Englewood
Sentinel, and Roger Fraser, City Manager, participating. P. Hayes
felt overall the festival was a big success for downtown Englewood.
P. Hayes also noted we had no problems with regards to selling beer
and wine. She asked for any questions or comments. Chairman
Tomooka stated the word will get out if the festival is done on a
yearly basis and attendance will grow year after year.
urban Renewal Authority Update
P. Pepper stated there was nothing new to report. The June payment
was made and the next payment will be due December 1, 1990. It is
too close to call whether December's payment will be made in full.

P. Pepper noted she made a presentation on July 26, 1990 to the
Economic Development Council of Colorado (EDCC) regarding a
community assessment (EDDA passed a $300 donation last month to
support this). The committee from EDCC will probably send out a
team who will evaluate the Strategic Plan, do interviews, and
provide feedback through an oral report in the next 60 days.
Chairman Tomooka received a letter from Mayor Van Dyke asking the
Englewood Downtown Development Authority, So. Metro Chamber of
Commerce, Englewood Chamber of Commerce, and City Council to adopt
by resolution the Englewood Strategic Plan for Economic
Development. L. Shepherd inquired, if by adopting the plan,
Englewood Downtown Development · Authority was accepting
·responsibility for strategies in the plan. P. Pepper went over the
strategies assigned to EDDA. 1) Expand use of the Mark, 2)
Improve Englewood Brochure, 3) Promote Englewoo~ as the "downtown"
for C-470 and Tech Center, and 4) Manage downtown Englewood as a
shopping center. Some are ongoing, others are long term and can be
modified as EDDA sees fit as it addresses the plan's
implementation.
L. Shepherd asked for a motion to accept this resolution; Chairman
Tomooka moved, seconded by A. Chavez. The motion passed by voice
vote.

-L. Shepherd stated he wanted to understand the function of the
Englewood Downtown Development Authority Board of Directors. L.
Shepherd also asked how we plan for our projects for the future and
do we critique our present projects before planning for the next.
Chairman Tomooka stated these subjects are functions of the Board
and there is a committee to look into projects for the next year
that coordinates with the budget. L. Shepherd noted we need to
enhance downtown Englewood and we should look out for their best
interest, and are all our projects in their best interests?
Chairman Tomooka added the projects of Englewood Downtown
Development Authority are good for businesses in .Englewood because
these projects bring the people in to the community to possibly
shop, and without the special events people might not come to
Englewood at all. B. Pendleton stated that until a year ago the
focus of the EDDA was physical changes in regards to the Plaza,
landscaping, clean-up, etc. Since P. Hayes has been with the EDDA,
the focus has been more on the special events, and ways to bring
the people to Englewood. Chairman Tomooka added it might be good
to solicit comments from the merchants now on the Tuileries Park
Festival. ·
-G. Close would like the EDDA Board of Directors to consider
making a resolution to the City of Englewood on the trees planted
in front of the stores on south Broadway. G. Close asked the Board
to look into a different type of tree and maybe replacing every
other tree so that signage in front of the stores can be seen by
patrons. ·G. Close also stated he had the .support of four city
council members at this point.
-G. Close complimented P. Hayes on a job well done on the
Tuileries Park Festival and other special events of the Englewood
Downtown Development Authority and noted he knows of other areas
trying to accomplish the same thing, but not even close!
-A. Chavez stated she would like to see the Board brainstorm on
the projects done and propose a formal evaluation in a real simple
report.
OTHER
Chairman Tomooka asked if there was any other business. P. Hayes
stated the dishonesty clause in the insurance is $50 per person and
the Board must decide if they want members insured.
P. Hayes noted we had our EDDA picnic on July 20, 1990. It was
rained out, so we had the picnic at Chairman Tomooka's store. The
board members would like to have a picnic with just the EDDA board
members.
