The regular meeting of the Englewood Downtown Development Authority
Board of Directors was ·called to order by Chairman Walt Tomooka at
12:15 p.m. He introduced Pam Pepper to everyone.
Chairman Tomooka asked for a motion to accept the Minutes as
written from the June 13, 1990 meeting. G. Close moved, seconded
by G. Birdsall to accept the Minutes. The motion passed
unanimously by voice vote.
TREASURER'S REPORT
B. Pendleton noted that the Treasurer's Report for May 31, 1990 is
on track well ahead of 1989s pace. To date we are significantly
ahead in expenditures compared to last year's due to repayment of
notes and personnel services. Our receipts are ahead of 1989s and
income is running ahead of last year's, but should expect no
receipts in the month of December. We will come closer to our
budget after the Tuileries Park Festival and the Sounds of Summer
concert Series. Chairman Tomooka stated this year's reports are
more realistic than last year's because of a full staff. R.
Hathaway asked if we supplied L. Shepherd with the detailed reports
that were discussed in last month's meeting. P. Hayes stated that
he had received the reports.
Chairman Tomooka asked for a motion to accept the Treasurer's
Report: R. Hathaway moved, seconded by G. Close to accept the
report dated May 31, 1990.
CHAIRMAN'S REPORT
Chairman Tomooka had nothing to discuss today.

Farmers Market Booklet
P. Hayes stated she was very pleased with the booklets and has also
heard favorable comments from the merchants. She also noted she
would like to have more merchants participating next year. There
were 4000 booklets printed and the Englewood Men's Garden Club has
already passed out 545 books, but noted that interest was a little
slower July 11, 1990, due to the fact that people refused a second
book because they had already received one the first day. G.
Birdsall noted he liked what was printed on the back of the booklet
in regards to the events of downtown Englewood. P. Hayes noted she .
will be conducting a survey with the merchants later to see if the
coupons are being redeemed.
sounds of summer Update
P. Hayes noted she was personally upset that the last two concerts,
The Diners and the Chris Daring Legacy, had to be cancelled due to
the weather, but was impressed with both groups for wanting to
reschedule. Also, she thought is was great that both groups did an
impromptu session for the people who did show up despite the poor
weather. P. Hayes will have a sign made and flyers with a list of
six phone numbers to contact in the event of inclement weather.
Also, it was decided that there should be a deadline of 6:00 p.m.
for cancellations and the phone numbers should be called after that
time. P. Hayes stated she will have all information ready for the
next concert on July 19,· 1990.
Tuileries Park Festiyal Update
P. Hayes noted this event will be the top priority in this office
until August 6, 1990. Everything is· going great with a few minor
glitches, but all is okay. She also stated we will have between
35-40 arts/crafts and miscellaneous vendors and ten food vendors.
P. Hayes stated that we are having a 35-foot mesh banner made to
hang across Broadway. The banner was specially made from input by
P. Hayes and Joe Plizga, Traf.fic Engineer. P. Hayes noted she has
done a six-minute interview for united Cable on a program called
"City Desk", to be aired various times during the end of July. She
also stated we are getting a trademark of the Tuileries name.
··Chairman Tomooka noted there is extensive water around the bike
path and that we should get that cleaned before the Fishing Derby.
R. Hathaway asked about the free fishing poles given away by Uncle
Milty's Tackle Shop to the first 100 entrants. P. Hayes noted the
poles are gone, but others can be rented by the entrants. R.
Hathaway asked if EDDA could buy fishing poles from Uncle Milty's
and give them to the entrants. P. Hayes stated that would take the
fun and importance out of being one of the first 100 to sign up for
the derby.
Downtown Englewood Map Update
P. Hayes passed out the sample of the artwor~ and noted it is
finished. She explained the details of the map are functional and

informative of the Englewood area and landmarks are also
identified. The maps will be available and free to the merchants
in September. Chairman Tomooka asked what kind of information will
be on the back. P. Hayes noted there will be business phone
numbers, history, and any other .pertinent Englewood information.
R. Hathaway noted she thought .trivia might be good and that there
should be an open spot for each individual business to imprint
their name and use for their own business purposes. Chairman
Tomooka stated he does a great deal of out-of-town business and a
map with his logo would be great for him to use. He felt other
busihesses would agree. P. Hayes said the map would be ready
sometime early September.
urban Renewal Authority
P. Hayes stated URA was inadvertently left off the agenda, but
there was nothing to report per Pam Pepper.
Pam Pepper -strategic Plan of the Economic Development coalition
P. Pepper asked if the EDDA board of directors · would want to
contribute $200 or $300 along with the City of Englewood to have an
economic development organization assess our community needs.
Chairman Tomooka expressed concern and reminded everyone of past
assessments and surveys that were never utilized once completed.
He also felt that P. Pepper was probably far more qualified to
assess the community than an outside group. P. Pepper said having
the input from outsiders can be very helpful as sometimes we are
too close to situations to assess them properly. G. Oxman asked if
these community assessments have been successful in the past. P.
Pepper stated the organization has been heavily involved in helping
rural communities and has not been as involved with city
development. Chairman Tomooka stated he felt education is of
importance and should be our big draw to the people looking to
locate to Englewood. P. Pepper agreed, but suggested retail be
included if EDDA were to get involved. B. Pendleton agreed with P.
Pepper's suggestion to do the survey, and commented that he felt
there is no room for industrial growth and that we should
concentrate on specialty retail shops. Chairman Tomooka asked for
a motion to give $300 toward this survey, seconded by A. Chavez.

-P. Hayes noted the Director's Liability insurance with the City
of Englewood covers all board members and l)aid employees per last
month's discussion. ·
-P. Hayes noted the seminar on "Becoming the Better Manager" is on
July 31, 1990 at 7:30 a.m. The speaker is Irv Durban and the
seminar will be in the Continental Room of the First Interstate
Bank of Englewood.
-P. Hayes told everyone about the 2nd Annual EDDA Family Picnic

held on July 20, 1990 at 5:30 p.m. at Cushing Park. The board
members received their invitations upon arriving at the meeting.
-R. Hathaway asked if the fundraiser for the City of Limon will
still be done at the next concert, since it didn't work out at the
last two concert nights due to cancellations. P. Hayes said she
would confirm with City of Englewood intern, Chuck Reid.

As there was no further business, the meeting was adjourned· at 1:40
p.m.
