Bannock -Englewo<>d, co1orado 00110 Members Present: Members Absent: Staff Present: Visitors/Guests: MINUTES December 11, 1221 Birdsall, Close, Green, McElhinney, Oxman, Pendleton, Shepherd Hathaway Celva, Persinger Wanush The regular meeting of the Englewood Downtown Development Authority Board of Directors was called to order by Chairman Close at 12:12 p.m. Chairman Close officially welcomed Harold Celva, new executive director, to the EDDA and stated to H. Celva, that he felt there was alot of potential in Englewood. MINUTES Chairman Close asked for any comments from the Board concerning the Minutes dated Nov. 13, 1991. It was noted the Treasurer's Report, dated Sept. 30, 1991 was discussed, but not officially approved by the Board. L. Shepherd motioned, seconded by G. Birdsall to have the Nov. 13, 1991 Minutes changed to read that the Treasurer's Report was approved. With that change, Chairman Close tnen asked for a motion to approve the Minutes as written from the Nov. 13, 1991 meeting. L. Shepherd ~oved, seconded by G. Birdsall to approve the minutes. The motion passed by voice vote. TREASURER'S REPORT G. Birdsall reported as of Oct. 31, 1991, the revenues of $170,774 have increased by $5,000 from the previous month. G. Birdsall stated he anticipated $5,000-$10,000 more before the end of the year. G. Birdsall also noted that the interest earnings were earned on Treasury Bonds at 6.63%; paid every 6 months with year- end accrual. G. Birdsall also stated the EDDA should receive another 6-month accrual of interest at the end of 1991.. G. Birdsall then stated the expenses of $142,134 were on line, except for contractual services, which he projects will be less than budgeted. D. Green motioned, seconded by B. Pendleton to accept the Treasurer's Report as written. The motion passed by voice vote. FORM so C. F. HOECK EL B. e. a L. co. MINUTES December 11, 1991 Page Two CHAIRMAN'S REPORT • RECORD OF PROCEEDINGS 100 Leaves Chairman Close gave a brief review of the 1991 EDDA events; such as, subsidized advertising, Sounds of Summer Concert series, TUileries Park Festival, the Happy Holidays in Englewood celebration, Farmers Market, coupon books, and seminars. Discussion ensued on each individual item. Chairman Close then stated after reviewing these different topics, he would like H. Celva, as well as the Board of Directors, to make their recommendations. Chairman Close stated he would like a meeting held at a later time to further discuss the EDDA'S schedule of events for 1992. BOARD MEMBER'S CHOICE L. Shepherd stated that he had noticed a charge on our monthly accounting reports of $4,950 for auditing from the City. L. Shepherd then stated our charge last year was only $750 and asked why the difference. G. Birdsall stated he would investigate this charge. DIRECTOR'S REPORT H. Celva stated due to lack of time between the Executive committee meeting and the regular board meeting there was no Director's Report in this month's board packet, but stated there would be a report in next month's Board packets. Identity Re-enhancement Logos H. Celva stated after reviewing the Denver Post subsidized advertising that appeared on Thanksgiving day, he felt the ads had nothing denoting "downtown Englewood." H. Cel va suggested the idea of developing a logo for downtown Englewood and having the logo placed on all print advertising prepared by the EDDA and available to the merchants themselves, for signs, posters, banners, or whatever is generated by this area. H. Celva requested authorization to investigate this idea further. sign Project Modification H. Celva stated after reviewing the sign project, his suggestion would be to modify the design so that banners can be placed on the signs to announce any event happening in the area and to consider incorporating a more visable "downtown Englewood" identity in the sign graphics. Celva deferred this topic to Chairman Close. Chairman Close stated he had spoke with R. Wanush, Director of community Development for the City of Englewood, regarding merchant advertising on banners placed over Broadway. R. Wanush stated the City had certain regulations at this point, but should the EDDA want to submit suggestions and/or ideas to change those regulations, they could do so by submitting them to City Council for approval. A committee of Chairman Close and G. Oxman was formed to submit suggestions for change of regulations. Urban Renewal Authority R. Wanush stated a $911,000 (45%) payment was made. R. Wanush also noted that Office Depot will be taking over ao,ooo square feet of the Buyer's Club building. OTHER R. Wanush stated that the following Monday evening, City Council will be discussing a graffiti ordinance. R. Wanush stated the ordinance will state: (1) It is against the law to write graffiti, and (2) Requirements for victims to remove the graffiti by a certain time frame. R. Wanush also stated the City of Englewood would help provide names of services to help with removal of graffiti. Chairman Close stated that in January there will be an EDDA party- after all the hustle and bustle of the holidays. As there was no further discussion, the meeting was adjourned at 1:56 p.m. Secretary
