Bannock -Englewood, Colorado ao110 Members Present: Members Absent: Staff: Visitors/Guests: MINUTES May 8, 1991 Pendleton, Oxman, Green, Shepherd, Birdsall, McElhinney, Steele, Close, Hathaway, Tomooka none Hayes, Persinger Rich Wanush The regular meeting of the Englewood Downtown Development Authority Board of Directors was called to order by Chairman Close at 12:04 p.m. Chairman Close asked for a motion to accept the Minutes as written from the April 10, 1991 meeting; B. Pendleton moved, seconded by G. Birdsall. The motion passed by voice vote. TREASURER'S REPORT G. Birdsall stated he didn't have alot to report regarding expenses, except he felt the EDDA office was doing a good job of keeping commodities down. G. Birdsall also noted general property taxes is starting to appear on the report. G. Birdsall mentioned the question of the workman's compensation charge to the EDDA was still being researched. D. Green asked how this year's figures to date compared to last year's figures. G. Birdsall compared March 1990 with March 1991 figures: total income for March 1990 was $12,512 compared to $28,553 for March 1991; general property taxes for March 1990 was $7,582 compared to this year's $25,432; and total expenses in March 1990 was $40,215 compared to $31,027 for March 1991. D. Green moved, seconded by w. Tomooka to accept the Treasurer's Report. The motion passed by voice vote. CHAIRMAN'S REPORT Chairman Close and the EDDA Board wished P. Hayes a happy birthday. Chairman Close noted since there were ongoing concerns regarding the advertising program, a special meeting following the Estes Park field trip should be planned to discuss the advertising project in length. Discussion ensued as to the agenda for this meeting and what decisions should be made as a result of this meeting. All agreed to the purpose and the date/time of the meeting. FORM so c. r . Birdsall questioned the progress of the sign-bid packets previously sent to various sign companies. P. Hayes noted she has had no feedback at this point, but also noted she gave the companies a May 30 deadline. DIRECTOR'S REPORT Hot summer Values coupon Book P. Hayes stated this year's coupon booklet has been very successful with 35 merchants participating compared to 23 in 1990. P. Hayes also stated our off ice didn't have to make any phone calls in attempting to have the merchants participate this year. P. Hayes also mentioned the coupon books will be delivered door-to-door by a delivery service. sounds of summer Update P. Hayes referred to the Sounds of Summer posters and flyers and said she was pleased with the final printing. P. Hayes reminded everyone that the first concert is May 30 with the Queen City Jazz Band. P. Hayes also stated the idea of having the businesses sponsor a concert has been a success. P. Hayes also noted we should have a final answer from Paxton Mills, radio DJ, by Friday, May 10, 1991. P. Hayes also noted Mitzi Kaufman, Affiliated First National Bank, recommended Sam Hammer, radio DJ for KS-104, as a back-up DJ in the event Paxton Mills cannot commit. spring subsidized Advertising P. Hayes stated the merchants will have an opportunity to sign up for the spring advertising program. P. Hayes stated the ad will be two pages and in color (blue). The ad will hold 20 merchants' advertisements with the EDDA paying $210 per ad and the merchant paying $147 and stated if we can't get 20 merchants, the ad will be reduced to one page with 10 merchants. P. Hayes also mentioned the ad will run for two days and will feature the Sounds of Summer concert series schedule. updates P. Hayes gave brief updates of the following items: The Board members going on the Estes Park field trip should meet behind the Melody Music and sound store at 8:00 a.m. with the van leaving at 8:15 a.m. The van is being rented from the Englewood Recreation department and a driver will be provided. The next Business Town Meeting will be held May 15 at 7:00 p.m. in the George Perrin room at the Englewood Library. The topics will be the Enterprise Zone and the City Use Tax. FORM 5G C. F. Once the concert series kicks off, the office will be going full force on the festival. Also the permit for fish for the fishing derby has been approved by the Colorado Division of Wildlife. urban Renewal Authority Rich Wanush stated June 1 is still the date foreseen for the default. R. Wanush also stated payments will still be made to the bondholders; approximately 60% of what they were scheduled to receive. Revenues are still on the upswing, but it will be a long time before any break-even point is reached. R. Wanush feels the URA will do better in the years to come and stated that even with Buyer's Club closing, the URA still exceeded previous year's sales tax revenues. It was questioned as to the outcome of the court hearing earlier in the year regarding the decision by the trustees to make an interest-only payment. R. Wanush stated a ruling was made to have the principal payment made. other P. Hayes asked all Board members to help out by placing Sounds of Summer posters in their windows. OTHER L. Shepherd complimented the EDDA representatives for a job well done at the Liquor Board hearing for the new liquor store going in at Trolley Square. He also complimented B. Pendleton for his professionalism. It was noted the liquor store won't open for a few months yet due to paperwork. R. Hathaway stated she won't be able to attend the Business Town Meeting due to another commitment. B. Pendleton inquired about a copy of a letter sent in the board packets that Mayor Susan Van Dyke had written to Tom Munds, Englewood Sentinel. P. Hayes stated that the letter was in response to a Letter to the Editor from a concerned citizen. The concern was that the EDDA, the City of Englewood, and the Greater Englewood Chamber of Commerce were duplicating efforts in various projects. Mayor Van Dyke's letter was addressed to the writer to assure him that the three organizations are working closely together. As there was no further business, Chairman Close adjourned the meeting at 1:04 p.m. Submitted,
