The matter of procedure in the referral of material from Council .to the Commission was considered, and it was felt that a change may be needed in this procedure .. Mr. Carlson commented that when the City Charter was written, it was the idea of those authors that the research on a problem would be done at the Planning Commission level, the Commission serving as an advisory body to the City Council and that the Council representatives on the Commission are to provide the liaison between the two bodies. Further discussion followed. X. COUNCIL OF GOVERNMENTS Mrs. Romans stated that the regular meeting of the Council of Governments is scheduled for May 21, at 7:30 P.M. Mrs. Romans stated that the Municipal League meeting is scheduled for June 25, 26, and 27 at Vail, Colorado. The City will pay the registration fee and board and room for City representatives; if the Commission members would want to take their wives to the convention, they would be responsible for the additional expense. Mrs. Romans noted that this year will be the first year there has been a Planning Section in the League schedule. Mrs. Romans noted that a Storm Drainage Conference sponsored by the Council of Governments will be held beginning Monday, May 26th, at the Ramada Inn. Those wishing to attend were asked to submit their reservations immediately. It was moved, seconded, and carried that the meeting be adjourned. Adjourned at 11:10 P.M. Gertrude G. CALL TO ORDER. The Special .meeting of the City Planning and Zoning Commission was called to order by Chairman Woods at 8:15 P.M. Members present: Carlson; Lentsch; Lone; Touchton; Woods Romans, Ex-officio Members absent: Parkinson II. COMPREHENSIVE PLAN Mrs. Romans stated that members of the Commission were given copies of the proposed Compre- hensive Plan in September of 1968. This plan is a composite -0£ the plans and reports which have been prepared by the various City Departments, or which have .been prepared by a consulting firm such as the Harold Hoskins Report on Storm Drainage. She stated that the Comprehensive Plan as presented to the Commission members was reviewed with the City Department Heads who would be concerned with the report before it was published. Mr. Parkinson entered and took his place with the Commission. I I I I I I Page 1159 Mrs. Romans stated that the first consideration before the Commission is to adopt a Compre- hensive Plan, and then, if it is the desire of the City Council , to develop a "workable pro- gram". This would be prepared by the Staff and then would be referred to the Commission for their review and subsequently referred to City Council. Again, if it is the desire o f the City Council, it should then be sent to the Federal Government for certification. Mrs. Romans stated that a Comprehensive Plan must be "general" and flexible and not go into specific details which would have the effect of "tying us down". Mrs. Romans then displayed several Comprehensive Plans of other cities, such as Boulder and Pueblo, and Littleton. Some of these plans were "one page" formats, so that if one part of the Plan should be re- vised, the entire thing would have to be redone; this is in contrast to the format chosen by the Planning Department staff, which is in sections that may be revised individually and have little effect on the entire Plan. Members agreed that they did like the format of the pro- posed Plan. THE HISTORY AND CHARACTER section was reviewed. It was noted that since this was written, the Craig Rehabilitation Hospital has made plans for construction of their new fac~lity in Englewood , and the Baptist Theological Seminary has been annexed to the City ; it was sug- gested that these institutions should be mentioned in the Plan. This section was further discussed. Mr. Parkinson questioned mentioning the names of some business firms in the Cizy, and suggested that possibly it could be stated as "some of the largest firms in the country" that are doing business in Englewood. Also questioned was the advisability of listing the present number of churches, schools, etc. Mr. Carlson stated he felt that mentioning these things did have merit, and felt that this Plan should be distributed to the general public, possibly through the Chamber of Commerce, and that it might have a favorable effect on other firms wishing to locate in the Denver Metro area. He felt that this could be "good advertising" for the City. Discussion followed. Mr. Touchton commented that he felt it would be wise to "date" the material in some manner, so that if someone were looking at the Plan five years from now, they would know that there would have been some changes. Discussion followed. Mr. Lone commented that he personally felt the History and Character section was fine in concept, and that he would suggest that it be left to the staff to revise this section as they feel should be done. THE DRAINAGE PLAN was then considered. Mrs. Romans stated that the basis for this plan is the Harold Hoskins Report which was prepared in June, 1961, and adopted by the City. This section of the Comprehensive Plan has been checked with the Engineering Department and ap- proved by Assistant City Engineer Sagrillo. Mr. Lone commented that part of the storm drain- age is in the Santa Fe Lane /Highway 285/Kenyon area, and that possibly the Plan should be up- dated in this area before it is republished. Mrs. Romans stated she would check this with the Engineering Department again; she also pointed out that the maps would have to be up- dated throughout the report, inasmuch as there have been three annexations which a r e not shown --Kent Village, Baptist Theological Seminary, and approximately one acre on the west side of Belleview Park. Discussion of this last annexation followed. Further discussion on the Drainage Plan followed. Mrs. Romans stated that she would recheck this section of the Plan with the Engineering Department. THE MASTER STREET PLAN was then considered. Mrs. Romans stated that this Plan has been checked with Traffic Engineer Hammond. Mrs. Romans noted that this Plan does not indicate any one-way patterns, and stated that this is the responsibility of the Traffic Engineer, which responsibility is assigned in the provisions of the Traffic Code. The Plan does in- dicate the streets as to whether they are arterial, collector, freeway, etc. She noted that at the time this Plan was written, the location of the Columbine Freeway was being coIEidered along the Santa Fe Route, and is so shown ; since that time, a study has been finalized on two alternate locations --the Santa Fe alignment and one to the west. The City has not taken official action on the study as yet. It was pointed out that this particular Plan, as far as the designation o f collector, arterial, and highway travel routes was concerned has been recommended to the City Council on several occasions. Mrs. Romans also noted that this Plan ties in with the Denver Metropolitan Area Transportation Study plans, with the Council of Governments Plans, and with the plans of the State Highway Department. Further discussion followed. Mrs. Romans stated that she would review the plan with the Tra f fic Engineer again to be sure there were no additions to be made. PARKS AND RECREATION PLAN. Mrs . Romans poin t ed out that in spite of ou r progressive park land acquisition program, that the City of Englewood is still in need of more park area . according to the national standards. Mr. Lentsch asked why we should state our "bad points"; he asked what purpose would be served by pointing out our .deficiencies? Mr . Parkinson stated we should point out these areas of deficiencies and that it would b e o f aid when and if we decided that we need Federal aid to obtain more park land. Furthe r discussion f ollowed. CENTRAL BUSINESS DISTRICT. This section of the Comprehensive Plan was r eviewed. Superimposed over a base map of the core area, is a "plan" for the redevelopment of thi s area, taking through traffic off Broadway, incorporating low-income and multi-family h ousing with the business uses, and developing Little Dry Creek into a water-parkway. Mrs. Romans reminded the Commission that plans are being made to propose in the revised zoning ordinance tha t apartments be a permitted use in the business district. Further discussion followed. PUBLIC FACILITIES. Mrs. Romans stated she had hoped to go into mGre discussion in this section on the fire and police, water and sewer facilities, and on the paving program, bu t that the necessary information had not been available at the time of publication. The Com- mission reviewed this section and Mr. Parkinson suggested that the Library should be indicated on the map as well as the City Hall . Mr. Lone suggested that the water treatment plans also be indicated on the map. Mr. Lentsch asked if the swimming pools shouldn't be mentioned. It was agreed that they should be, and Mr. Lone suggested that perhaps the Parks and Recrea- tion section should be enlarged. Mr. Lentsch also suggested that perhaps the school ad- ministration complex should also be mentioned in the Public Facilities section and indicated on the map. Mr. Lone suggested that the map for the Public Facilities section be placed on the center page rather than on the back page. It was agreed that this should be done. POPULATION A~D LAND USE. Mrs. Romans noted one or two changes that should be made in this section; for instance, in relation to the KLZ Site, the "Carey" site is not now correct, ani one or two sentences should be reworded. Discussion followed. Page 1160 Lone moved: Lentsch seconded: The Planning Commission recommend to City Council that the Comprehensive Plan, with the suggested addenda, be adopted as the Comprehensive Plan for the City of .Englewood. The motion carried unanimously. Mrs. Romans was directed to contact the City Attorn.ey to request that a Bill for Ordinance be available at the next meeting of the City Council. ----- -- - --- - - --- ----- III. FUTURE MEETINGS. Mrs. Romans gave members a copy of correspondence to Mr. Dial from Mr . Von Frellick in r ega r d to the location of the Columbine Freeway. This matter has been requested by Mr. Dial to be considered at our next meeting. Other matters which will be. on the agenda were mentioned. All citizens attending the meeting were told. that those members. of the Commission present did not constitute a quorum, and that therefore, no action could be taken at this meeting, but that these matters would be considered at the next meeting. -- - - - - -- - -- - - -- - -- -- -- - - - -- -- -- II. IX>N WEAKLAND Weakland Greenpouse? SUBDIVISION WAIVER CASE #27-69 Mrs. Romans displayed a land use map o f Mr. Weakland's property, which is in the core of a block bounded on the Nortn by East Cornell Avenue, on the east by South Ogden Street, on the South by East Dartmouth Avenue, and on the West by South Clarkson Street. Homes have been built fronting onto these streets leaving this core property landlocked with the exception of a 20 ft. dedication designated . as East Dartmouth Place, which extends westerly some 330 ft. from South Ogden Street. This street is 215 ft. South of East Cornell Avenue and until a few years ago , was known as Dolphin Court. Three houses have been built using this "street" as access ; each of these homes being under separate ownership. The City also has the right- of-way for a 20 ft. alley and an 8 ft. alley in this same vicinity. Mr. Weakland owns 1.65+/- acres of land in the core of this area, and an extension of the parcel out onto East Cornell Avenue. This .portion of his land has a house built on it with 98 ft. frontage on Cornell and some 12,250 square feet of area which could be assigned to that house were the property to be divided. In all, Mr. Weakland owns approximately 1.9 acres .of unplatted land which has 30 foot frontage on East Dartmouth Place. The inner parcel is developed with a greenhouse which Mr. Weakland is operati~g, and which is a non-conforming use, and a small frame house which he is renting. This house has no access to any street without cutting across another property owner's land. Mr. Weakland has signed a contract to sell the residential property fronting on East Cornell Avenue to a Mr. Lunders, and it is this proposed sale which has brought the need for a sub- division of the land or subdivision waiver to our attention. Were this parcel to be sold, there would be no access onto a street other than the 30 ft. section on East Dartmouth Place. With the f~ontage on East Cornell sold, Mr. Weakland's land is, for all practical purposes, landlocked, with no access onto a public street or no way for fire equipment to reach the greenhouse or the rental unit. Mr . Weakland stated that he does not intend to redevelop the inner portion of his property for another four or five years, but will continue to rent the small frame house and to operate the greenhouse. He does, however, want to sell the residential property which fronts on East Cornell Avenue. City Attorney Criswell entered and took his place with the Commission. The discussion thus far was reviewed for Mr. Criswell. Discussion on access possibilities followed. Mr. Criswell reviewed that the Subdivision Regulations provide that each parcel of land must abut on a dedicated public street in order for the owner of the parcel to obtain a building permit. He did feel that a 20 ft. roadway was an adequate accessway. Mr. Criswell also pointed out that the Subdivision Regulations provide that land may not be sold .unless a Subdivision Plat is filed, or a waiver to the Subdivision Regulations obtained from the Planning Commission.
