Parkinson moved:
Lone seconded: The parking layout of the proposed Centennial Park be approved; however,
it is suggested that the guard posts around the parking lots be spaced
6'3" apart rather than the 7 1 which is noted on the plans.
The motion carried unanimously.
V. COUNCIL OF GOVERNMENTS.
Mr. Lone stated that he was unable to attend the last meeting of the Council of Governments
because of the Storm Drainage meeting which was held at the same time, and that Mr. Parkinson
was unable to attend the meeting also.
Mr. Woods stated that he had been unable to attend the Policy Committee meeting of ·the Council
of Governments, and suggested that possibly someone else could attend these meetings in his
stead.
The meeting adjourned at 11:00 P.M.

PLANNING AND ZONING COMMISSION.

The regular meeting of the City Planning and Zoning Commission was called to order by Vice-
Chairman Lentsch.

II . APPROVAL OF MINUTES.
Mr. Parkinson moved:
Lone seconded: The Minutes of July 22, 1969 be approved as written.
The motion carried unanimously.
NOTE: The Minutes of July 17, 1969, had previously been approved be telephone poll
of Planning Commission members.
III. COMPREHENSIVE PLAN.
Mrs. Romans stated that, following the informal meeting of the Planning Commission with
the City Council on July 28th, some members of the Commission felt that a formal statement
should be made to the Council urging them to approve the Comprehensive Plan as it was re-
ferred to them by the Commission on July 17, 1969. Chairman Woods had asked to be placed
on the agenda for the meeting .of the City Council for this evening for this purpose . ,Dis-
cussion followed. Mr . Carlson was asked to represent the Commission members at the Council
meeting at 8:00 P.M . this evening in the absence of Chairman Woods.
A resolution approving and adopting the Comprehensive Plan was considered by the Commission
members, and Vice-Chairman Lentsch signed the document to be presented to the City Council
in addition to the motion which was made at the July 17th meeting, which motion approved the
Plan. The official copy of the Comprehensive Plan was also signed by Vice-Chairman Lentsch.
Parkinson moved:
Lone seconded: That the following Resolution be adopted by the Planning Commission and
that it be presented to the City Council; this action is a ratification
of action taken at the meeting of July 17, 1969, at which time the Com-
prehensive Plan of the City of Englewood was adopted by motion.
RESOLUTION ADOPTING MASTER PLAN
FOR THE CITY OF ENGLEWOOD , COLORADO
WHEREAS, Ar t icle VIII, Part II, Section 58, requires the Planning and Zoning
Commission of the City of Englewood to prepare and submit to City Council for Council's
approval, a Master Plan for the physical development of the City of Englewood, and
WHEREAS, the provisions of Chapter 139, Article 50, Colorado Revised Statutes,
1963, may govern the preparation of such Master Plan by this City Planning and Zoning Com-
mission, and
WHEREAS, the provisions of 139-59-8, Colorado Revised Statutes, 1963, require
notice of public hearing for, and public hearing upon, the adoption of any Master Plan for
the City, the provisions of which statute have heretofore been complied with by the Planning
and Zoning Commission, and
WHEREAS, the said Planning and Zoning Commission has heretofore considered a
proposed Master Plan for the City of Englewood, consisting of seven (7) sections entitled,
respectively, "History and Character", "A Place t o Live", "Population and Land Use", "Public
Facilities", "Recreation Plan", "Drainage Plan", "Master Street Plan", and "Central Business
District", together with maps, references and related materials, all of which is contained
within that document entitled "The Comprehensive Plan for Englewood, Colorado, 1969", which
bears the signature of Leo Lentsch, vice-chairman of this City Planning and Zoning Commission.
NOW, THEREFORE , BE IT RESOLVED that the City Planning and Zoning Commission of the
City of Englewood, should, and does hereby , adopt and approve, in whole, the hereinabove
referred to Master Plan and should, and does hereby, favorably recommend its approval and
adoption by the City Council of the City of Englewood.

and Zoning Commission of the City of Englewood, Colorado 1 do hereby certify that the above
and foregoing is a true, accurate and complete copy of a Resolution unanimously adopted by
the said Planning and Zoning Commission at its meeting held on the 17th day of July, 1969.

Discussion of the provisions of the State Statute vs. the provisions of the City Charter
followed in regard to the adoption of a Comprehensive Plan. Mr. Criswell noted that the
State St~tutes places the responsibility for the adoption of a Master Plan or Comprehensive
Plan on the Planning Commission, and that the City Charter places the final responsibility
of approving the Plan upon the City Council. Further discussion followed.
The Director asked the members of the Commission present and City Attorney Criswell if they
would be able to attend a special meeting on August 12, 1969. It was indicated that insofar
as they knew at that time, they would be able to do so.
It was moved and seconded to adjourn the meeting. Motion carried.
Members of the Commission would then attend the City Council meeting.

CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
August 12, 1969
I. CALL TO ORDER.
The special meeting of the City Planning and Zoning Commission was called to order by
Chairman Woods at 8:25 P.M.
Members present: Carlson; Lentsch; Lone; Parkinson; Woods
Romans, Ex-officio
Members absent: Touchton
II. COLUMBINE FREEWAY.
Mr. Woods stated that the Planning Commission has been studying the proposed Columbine Free-
way since it first came under consideration several years ago, and that it is his understanding
that the City Council had indicated at their last meeting that they would like a recommendGr-
tion from the Planning Commission as to the recommended location of the proposed Columbine
Freeway.
Mr. Lone questioned whether or not the City should discuss the matter with the "people involved"
in the area, and mentioned the committee studying the proposal from the Chamber of Commerce.
Mr. Woods noted that Mr. Lentsch had also suggested meeting with the Chamber of Commerce com-
mittee.
Mr. Lone noted that he felt we might present a more unified decision by including these com-
mittee members. He stated that he knew that not everyone would agree on one route, but he
didn't want to see several "factions" with different opinions present to the City Council.
Mr. Touchton entered and took his place with the Commission.
Mr. Lentsch commented that he felt the City should hear the committee of the Chamber; he noted
that they have gone into extensive study on the matter.
Mr. Lone commented that he felt a recommendation made by the Planning Commission at this time
would be premature. Further discussion followed. The possibility of taking a citizen poll
was discussed. Mr. Lone pointed out that the actual construction of the Columbine Freeway
is a long time off, and that he felt we should get the thoughts of the people affected, con-
sider their opinions, and then make our recommendation. Mr. Touchton pointed out that the
Planning Commission has, on several occasions, heard presentations by the advocates of the
western route, and by advocates of the eastern route, and that the Commission has studied ihe
report prepared for the State Highway Department by Meurer, Serafini & Meurer, and he questioned
that any one would be more qualified to make a recommendation right now than the Planning
Commission.
Mr. Carlson asked if we had received a formal request from the City Council to make a recom-
mendation? Mr. Parkinson replied that he had stated to the Council, upon their query as to
what the Planni~g ?ommission had done in regard to the Freeway, that he would bring the point
before the Comm1ss1on. Mr. Lone commented that we should communicate to City Council that
we are trying to gather information from all interested groups and that w -11 .
