I. CALL TO ORDER.
CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
January 8, 1969

The Regular Meeting of the City Planning and Zoning Commission was called to order by
Chairman Woods at 8:10 P.M.
Members present: Carlson; Lone; Parkinson; Woods
Romans, Ex-officio
Members absent: Lentsch, Touchton
II. APPROVAL OF MINUTES.
Mr. Woods stated that the Minutes of December 18, 1968, w~re to be considered for approval.
Parkinson moved:
Lone seconded: The Minutes of December 18, 1968, be approved as written.
The motion carried unanimously.
III. W. H. THORNEY
3000 S. Delaware
REZONING
R-2-A to R-3-B
CASE #1-69
Mr. Woods stated that Mr. Thorney has made application for a change of zoning in the 3000
block of South Delaware. The present zoning is R-2-A (Two-family Residential), and the re-
quest is for R-3-B (Multi-family Residential). The required fee has been paid.
Mrs. Romans stated that she had suggested to Mr. Thorney that he attend the meeting this
evening to determine the feeling of the Commission as to whether just this block should be
considered at this time, or perhaps the R-3-B should be extended from the centerline of
South Bannock, where the boundary is now?
Mr. Touchton entered and took his place with the Commission.
Mrs. Romans stated that Mr. Thorney and Mr. Eve have talked to people in the area, and met
no real opposition to the proposal.
Discussion followed. Mr. Lone stated that he had received an inquiry about the zoning of
the entire area. Mrs. Romans pointed out that a majority of the sites are 37-1/2 ft. or
50 ft. at the most, and that these property owners would not have any more advantage from
the R-3-B zoning than they now have under the R-2-A Zone District. She questioned that the
area was ready for this density at this time.
Mr. Eve stated he was with ParMac Realty, and that he has canvassed the area to see what
could be put together in land "packages"; they have come up with three 100 ft. sites; two
125 ft. sites, and there is a possibility that an entire block might be put together. He
stated that these "packages" are toward Galapago Street.
Discussion followed. Mr. Carlson commented that if the zoning encompassed more than just
the 3000 block of South Delaware Mr. Thorney wanted changed, that the Commission should
initiate the rezoning of the additional area. Further discussion followed.
Parkinson moved:
Touchton seconded: The application filed by Mr. W. H. Thorney for a change of zone from
R-2-A (Two-family Residential) to R-3-B (Multi-family Residential) for
the 3000 block of South Delaware Street be accepted; the property be
posted, public notice be given in the official City newspaper, and
Public Hearing held February 5, 1969.
The motion carried unanimously.

Further discussion on the merits of including properties to the west of the Delaware-Elati
alley and east of the Delaware-Cherokee alley followed. It was pointed out that there was
more potential for the area between the Delaware-Elati alley and the Galapago-Huron alley
to redevelop than there was for the area east of the Delaware-Cherokee alley, which is
developed with good single-family and two-family usage.
Touchton moved:
Lone seconded: The Planning Commission initiate the rezoning of the area from the
Delaware-Elati alley west to the Galapago-Huron alley, between Dartmouih
and Cornell Avenues, from R-2-B (Two-family Residential) and I-1, (Light
Industrial) to R-3-B (Multi-family Residential); the Public Hearing to
be held February 5, 1969, and the property to be posted, and public
notice given in the official City newspaper.
The motion carried unanimously.
IV. STREET RENAMING
S. Pecos Street
CASE #3-69
Mrs. Romans stated that it has been suggested that the street designated as South Pecos
between West Tufts Avenue and the South City limits be changed to South Windermere Street.
This would then connect with South Windermere Street in Littleton, and should lessen the
confusion that now exists in the area under the present street naming system. Pecos Street
does not "pick up" again until it is shown to the west of the Platte River in Northwest
Englewood. Discussion followed. Mrs. Romans stated she would contact the businesses and
residents along Pecos Street in that area, and also contact the Post Office. No action was
taken.

V. ANNEXATION
The possibility of annexing certain small areas adjacent to the City was discussed. Mr.
Parkinson suggested that the staff gather information on these areas, and present it to the
Commission at a future meeting.
Further discussion followed. No action was taken.
VI. VACATION CASE #4-69
8' in addition to alley
Mrs. Romans stated that Mr. Robert Kelley had written to Mr. Criswell asking that an 8 ft.
dedication on the west side of the alley in Arkell's Subdivision be vacated. This dedication
is in addition to the normal alley width, and the garage of his client is partially within
this 8 ft. dedication. Public Works Director Waggoner has confirmed that there is an addi-
tional 8 ft. dedication existing, and feels that it would be proper for the City to deed
back to the property owners this land. Further discussion followed.
Parkinson moved:
Carlson seconded: The matter be tabled for further information.
The motion carried unanimously.
VII. MEDICAL CLINIC
3601 S. Clarkson
PARKING PLAN CASE #20-68D
July 31, 1968
Mrs. Romans stated that the "revised" parking plan for the proposed medical clinic at 3601
South Clarkson had been received earlier in the afternoon. The curb cuts which were of
great concern to the Commission have not been relocated --only indicated as an exit only
onto Highway 285, and as a right exit only onto South Clarkson. The spaces are exceedingly
small and cramped --and for a medical clinic where there are patients who are not well and
possibly using c~utches and canes, it is not felt that this plan is adequate. Discussion
followed. It was the concensus of the Commission that the developer ·and contractor should
attend a meeting to discuss this matter with the Planning Commission.
No further action was taken.

VIII. FLOYD AVENUE ISLANDS.
Elati and Cherokee
Mrs. Romans r,ead the following memorandum from City Manager Dial:
"To: Mrs.· D. A. Romans, Planning Director December 30, 1968
From: Mr. Stanley H. Dial, City Manager
Subject: FLOYD AVENUE ISLANDS
Please convey my appreciation to the Planning and Zoning Commission for their consideration
and recommendations regarding the traffic islands at the intersections of West Floyd Avenue
and South Cherokee Street and West Floyd Avenue and South Elati Street. I concur with the
Commission's recommendation that the traffic island at West Floyd Avenue and South Cherokee
Street be removed. However, I have some question regarding the retention of the traffic
island at West Floyd and South Elati Street.
Would you request the Commission's reconsideration of the South Elati Street traffic island
at their next meeting? If the South Elati Street traffic island were removed, traffic generated
in the Cinderella City complex would have a natural flow to the north on South Elati Street.
The opening of the intersection might also allow traffic going north to flow from south of
U.S. 285 through the Cinderella City complex rather than having to circumvent around the
complex as presently is the situation. The question of this island's removal is complex and
there are many factors to consider.
I am certain the Commission's recommendation to the City Council will be based upon a compre-
hensive evaluation of those factors.

Mr. Touchton commented that before the center was built, an agreement that Fox Street would
be the main access way through the center had been reached. He asked why the center wasn't
built and the traffic funneled in accordance with this decision? Discussion followed. It
was felt that Cherokee Street is a logical one-way couplet with South Bannock Street, and
that it should be opened; but, South Elati Street runs by an elementary school, and it is
felt that the heft of the traffic wou·ld ·be using Cherokee anyway. ·Discussion followed.

Lone seconded: The recommendation of December 4, 1968, be supplemented by adding:
However, it is recommended that the island at South Elati Street and
Floyd Avenue be retained because: (1) There were only three residents
on South Elati Street who voted for the removal of the island; (2) the
entrance to North Elementary School is from South Elati Street and in
the interest of protecting children at this school, it is felt' traffic
should be on a street other than South Elati; (3) if the traffic pattern
changes or increases, the island could be removed in the future, but not
at this time.

However, it is recommended that the island at Elati Street and Floyd
Avenue be retained f or the following reasons:
(1) The Planning Department sent a letter t o property owners in the
3100 and 3200 blocks o f South Elati; 18 property owners returned the
cards stating they want the island retained; three property owners
returned cards stating they want the island removed, and 16 property
owners did not reply.
(2) The entrance to North Elementary School is fr om South Elati Street,
and in the interest of protecting children at this school, it is felt
traffic should be on a street other than South Elati.
(3) If the traffic pa t tern changes or increases, the island could be
removed in the future, but not at this time.
The motion carried unanimously.
IX. METRO DENVER FAIR HOUSING CENTER.
Mrs. Romans stated that representatives of ·the ·Metro Denver Fair .Housing .Center had met wiih
her and Mr. Lyon. They are interested in locating 15 low-income rent supplement units in
Englewood, and have requested that the City adopt a resolution permitt~ng this and subsequen~
rent supplement developments. Considerable discussion ensued. No action was taken.
It was moved , seconded, and carried to ad j ourn the meeting. Meeting adjourned at 10:30 P.M.

MEMORANDUM TO THE ENGLEWOOD CITY COUNCIL REGARDING ACTION OR RECOMMENDATION OF THE CITY
PLANNING AND ZONING COMMISSION.
DATE:. January 8, 1969
SUBJECT: Traffic Islands at South Elati Street and South Cherokee Street and West Floyd
Avenue.
RECOMMENDATION:

The Planning Commission recommend to City Co.uncil that the Floyd
Avenue Agreement be amended to permit the removal of the island at
Cherokee Street for the f ollowing reasons:
(1) There have been a number of requests from persons living in the
area who feel it is not necessary and is inconvenient.
(2) The Planning Department sent a letter to property owners in the
3100 and 3200 blocks of South Cherokee asking their feelings Qn the
island; 17 cards were returned stating that the island should be re-
tained; 12 cards were returned asking that the island be removed, and
15 persons did not reply, indicating they did not feel strongly about
the matter.
(3) To promote the most orderly movement of traffic in the City it is
necessary that Cherokee Street be opened.
The motion carried unanimously.

Mr. Woods stated that the Minutes of January 8, 1969, were to be considered for approval.

III. WILBUR WRIGHT REZONING
Lots 11 -23, Block 15,
Jackson's Broadway Heights
R-1-C to R-3-B

Mr. Woods stated the application which was filed by Mr. Wright was for Lots 11 thru 19,
Block 15, Jackson's Broadway Heights; however, the owners of Lots 20 thru 23, Block 15,
Jackson's Broadway Heights, had requested that their property be included in the rezoning,
and Mr. Wright had agreed to amend his application to include their property. The request
is for a change of zone from R-1-C (Single-family Residential) to R-3-B (Multi-family
Residential).
Parkinson moved:
Touchton seconded: The Public Hearing be opened.
The motion carried unanimously.
Mrs. Romans stated that Mr. Wright filed the application on November 27, 1968, and paid the
required fee. The property has been properly posted, and public notice of the Hearing appeared
in the official City newspaper on January 6, 1969. Mrs. Romans noted that the application
has been extended, as all applications are, to encompass the area to the centerlines of the
streets; in this instance, it would extend to the centerline of South Bannock, the centerl:ine
of West Oxford Avenue, and to the centerline of the alley between South Bannock and South
Acoma Street. The north boundary will be the north line of Lot 11.
Mrs. Romans pointed out that there has apparently been some confusion on the part of the
residents in the area, inasmuch as the property across Oxford Avenue to the south is also
posted for a public hearing, but the date is for February 3, and is before City Council.
This case was previously before the Commission in December. She emphasized that there are
two separate public hearings on two separate dates, and before two separate bodies of the
City government.
Mr. Wilbur Wright
6088 South Lakeview -stated that he has Lots 11 thru 19, Block 15, Jackson's Broadway Heiftlts,
under option for purchase. Mr. Wright stated he was proposing an apart-
ment complex of 42 units, three and one-half stories high, with 30 two-
bedroom units, and 12 one bedroom units. He stated the land has been
filled at some point in the past with a poor quality of fill dirt --
there is lots of trash in the fill. He stated that because he would have
to excavate to get this trash out anyway, he is proposing to provide
underground parking space to accommodate 36 cars. There would also be
22 surface parking spaces. Mr. Wright stated the subject property is in
poor condition, and that there have been three fires on this property in
the last ten years, at least. The re have also been court cases against
the occupant to get the property cleaned up, but outside of the work the
Jaycees did on the property several years ago, nothing else has been done.
Mr. Wright stated that he had circulated a petition in the area, and there
were only three persons who did not sign it. One person he could not
