The regular meeting of the City Planning and Zoning Commission was called to order by Chairman Martin at 8:00 PoM. Members present: An derson; Jorgenson ; Le n tsch ; Martin ; Smith ; Wade Supinger, Ex -officio Members absent: Brown ; Tanguma ; Weist Also present: Assista n t Di rector Romans ; Planning Assistant House; Public Works Di r ector Waggoner II. APPROVAL OF MINUTES . Mr. Martin stated that Approval of Mi n utes of Ap r il 2, 1974, would be deferred to a later meeting • III. BLOCK 78, SHERIDAN HEIGHTS Alley Vacat i o n; Easeme nt Retention. CASE #10-74A April 2 1 1974 Mr. Martin stated that consideration of the alley vacation had been tabled at themeeti n g of April 2 1 1974 1 for a n opinion from the City Attor ney's office. Jorgenson moved : Smith seconded : The matte r of the alley vacation/easement rete n tion in Block 78 1 Sheridan Heights Sub- division be raised f r om the table. AYES: Jorgenson ; Le n tsch ; Ma r ti n; Sm i th ; Anderson ; Wade NAYS: None ABSENT: Brown ; Tanguma; Weist The motion carried. Mr. Martin asked that the staff review the matter. Mr. Supinger stated that Block 78, Sheridan Heights Subdivision 1 is located in Northwest Englewood in a n area of very little development. The alley was dedicated at the time the block was subdivided in the late 1800's; however, the alley has never been used. • • • Mr. Tanguma entered and took his chair with the Commission. Mr. Supinger stated that there is a "traveled way" through the block which does not coincide with the location of the platted alley, but is, in fact, some 12 feet north of the alley as was platted. A sewer line was installed several years ago, and it lies approximately four feet north of the platted alley. The City Utilities Department feels that a 16 foot easement is necessary to ensure access for maintenance of the sewer line. The staff suggests therefore, that the alley be vacated, that an easement be retained across the north eight (8), feet of the platted alley, and that an additional eight (8) foot easement be obtained immediately to the north of the retained easement. Mr. Weist entered and took his chair with the Commission. Mr. Martin asked if there were any questions on the matter? Mr. Jorgenson moved: Mr. Anderson seconded : The Planning Commission recanmend to City Council that the platted alley in Block 78, Sheridan Heights Subdivision, Arapahoe County, Colorado, be vacated; that there be a utility easement retained across the north eight (8) feet of the platted alley, and an additional eight (8) foot easement be obtained adjoining and north of the retained easement. Discussion followed. Mr. Supinger stated that it would not be appropriate to condition the vacation of right-of -way; this action is based on whether or not the right-of-way is no longer needed to provide access. Further discussion followed. The vote was called. AYES: Wade ; Tanguma; Lentsch; Jorgenson ; Smith ; Anderson ; Martin NAYS: None ABSTAIN : Weist ABSENT: Brown The motion carried. IV. DIRECTOR'S CHOICE Mr. Supinger stated that a meeting of Planning Commissioners of all jurisdictions in Arapahoe County has been scheduled for May 30, 1974, at the Ground Round Restaurant. Mr. Simpson of RTD will give an up-date of RTD programs . -2- • • • V. COMMISSION'S CHOICE Mr. Martin stated that a tour of the South Platte River has been scheduled for April 20, 1974. This tour is sponsored by the League of Women Voters, and will depart by chartered bus from Columbine Country Club at 9:00 A.M.; they will return at noon and a light lunch will be served, followed by a short program by the Corps of Engineers. Mr. Supinger stated that the Army Corps of Engineers is asking for citizen input, which will be included in an Environmental Impact Statement to be issue~ before any development north of Chatfield Dam takes place. Mr. Martin stated that he would like a count of members of the Commission who plan to attend. The meeting adjourned.
