The regular meeting of the City Planning and Zoning Commission was called to order at 8:00 PoMo by Chairman Martin. Members present: Jorgenson; Martin; Smith; Tanguma; Wade; Jones Supinger, Ex-officio Members absent: Lentsch; Weist; Brown Also present: Assistant Director Romans; Assistant City Attorney Lee; Planning Assistant House. IIo APPROVAL OF MINUTES. Mr. Martin stated that the Minutes of August 20, 1974, and September 4, 1974, were to be considered for approval. Jorgenson moved: Jones seconded: The Minutes of September 4, 1974, and August 20, 1974, be approved as written. Mr. Martin stated he felt he had been misinterpreted in a statement attributed to him on Page 13 of the August 20, 1974, Minutes. He noted that he felt he had said the structures throughout Colorado which are similar to the Larwin structures "weren't bad looking with landscaping, etc." Discussion followedo Mr. Weist entered and took his place with the Commission. Martin moved: Jones seconded: The Minutes of August 20, 1974, Page 13, be amended. SUBDIVISION WAIVER City of Englewood Ralph Haynie CASE #28-74 Mr.Supinger stated that the request for subdivision waiver involves property used as the site of Fire Station #4; this Fire Station is to be relocated, and a portion of this property is to be , traded to a Mr. Ralph Haynie in exchange for property he owns that is needed for the waste water treatment plant that is to be constructed. This is a division of one parcel, and a subdivision plat or waiver must accompany such division. Mr. Supinger stated that the staff is of the opinion that the subdivision waiver is the route to follow, and recommends approval of the subdivision waiver with the retention of a utility easement on the north side of the property. Mr. Martin discussed the cost of the property the City is obtaining from Mr. Haynie. He asked why the property is so much more valuable than the surrounding property? Mrs. Romans noted that there are improvements on the property the city is obtaining from Mr. Haynie . • Mr. Lee noted that this property is involved in a condemnation suit; a certified appraisal has been made of the property and this is the basis for the cost to the City. Mr. Lee emphasized that public funds are being paid on the basis of a certified appraisal made by a person qualified to make such appraisal. Mr. Supinger noted that City Council has already approved the trade of property. Mr. Weist asked about the disposition of a 16' easement on the east side of the property? Mrs. Romans stated this is not being conveyed to Mr. Haynie; this will serve as access to the water tower. Mr. Martin commended the staff on the staff report. Wade moved: Jones seconded: The Planning Commission approve the Subdivision Waiver requested by the City of Englewood, as set forth in Staff Report #28-74. The parcel is to be divided as follows: Parcel I: Commencing at the Southwest Corner of the Northwest One-Quarter (NW 1/4) Northwest One-Quarter (NW 1/4) Section 33, Township 4 South, Range 68 West of the 6th P.M. The necessary rights-of-way for South Zuni Street and West Bates Avenue are owned by the City and are in the process of being dedicated to the public specifically for rights-of-way purposes at this time. 2. Utilities are available to serve the site and an easement across the north 40 feet of Parcel II will be retained for the water system at the time of conveyance of the property. 3. No substantial benefits are to be gained by the City or by the public from requiring a Subdivision Plat to be prepared, approved and filed in order to divide this site into two parcels as described on the previous page. RIGHTS-OF-WAY DEDICATION West Bates Avenue South Zuni Street -4- CASE #29-74 Mr. Supinger noted that these two streets border the parcel of land for which a subdivision waiver was just approved; as long as the City owned the property, there was no need to dedicate the rights-of-ways. Now, however, with the trading of the property to Mr. Haynie, it is felt that the rights-of- way for both West Bates Avenue and South Zuni Street be guaranteed by dedication. Mr. Supinger stated that it is the suggestion of the staff that a recommendation be made to City Council that the rights-of-way be dedicated for street purposes. Jones moved: Jorgenson seconded: The Planning Commission recommend to City Council that the following rights- of way be dedicated to the City: 1. Right-of-way For South Zuni Street: Beginning at the Southwest Corner of the Northwest One- Quarter (NW 1/4) Northwest One-Quarter (NW 1/4) Section 33, Township 4 South, Range 68 West of the 6th P.M. thence North along the West Line of said Section 33, 230.00 Feet; Thence on an Angle to the Right and East 89°39' a Distance of 30.00 feet; Thence on an Angle to the Right and South 90°21', and Parallel to the West Line of Section 33 a Distance of 230.00 Feet to the South Line of the NW 1/4 NW 1/4 of Section 33; Thence on an Angle to the Right and West 89°39' and along said South Line 30.00 Feet to the Point of Beginning. Said Tract contains 6900 Square Feet . 2. DIRECTOR'S CHOICE Mr. Supinger stated that regarding the matter of conversion of South Bannock and South Sherman Streets from one-way traffic to two-way traffic, the conversion of Hampden Avenue to one- way east bound and the extension of West Hampden Place, he would like to suggest that a recommendation be made that no action be taken at this time. Mr. Supinger also suggested a review of the Master Street Plan might be in order. Mr. Martin stated that he felt this was a small part of the entire picture as far as transportation needs in the City of Englewood are concerned. Mr. Martin stated that he felt additional discussion was necessary on the over-all picture, and attempt to project the needs of the future; until this is done, he didn't feel the Commission could make a recommendation. Mr. Jorgenson pointed out that in view of RTD and PRT plans, the City does not at this time know what the needs in traffic circulation are. Mr. Jorgenson stated he felt Mr.Supinger's suggestion is well taken. Mr. Jones stated that ~e felt the situation that brought about the request to change Bannock and Sherman back to two-way traffic is one that has involved the downtown merchants' group. He stated he had attended a meeting at the Chamber of Commerce where the traffic pattern was discussed; there was no concensus at this meeting. He stated he felt "most of them do recognize that Bannock has much more to do with circulation problems than does Sherman." Mr. Jones stated there was some question whether or not Council could take action even if a recommendation was forthcoming from the Planning Commission unless and until there is a review of the referendum vote pertaining to one-way traffic on South Bannock, etc. in 1968 or 1969. Mr. Jones stated he was under the impression a legal opinion has been sought on the possible reconsideration of the vote. Mr. Jones stated he would agree that no action should be taken until such time as the Master Street Plan has been reviewed and up-dated. Discussion followed. Mr. Lee asked if the Commission desired an opinion on the matter of reconsideration of the referendum vote? Mr. Jones asked Mr. Lee to check into whether or not Council had given such direction to City Attorney Berardini. Discussion followed. Mrs. Romans reviewed the background of the one-way vs. two-way streets; in 1958, Mr. Lacy, who was in charge of Planning and Traffic, made a study of the street pattern. A one-way street system was devised to be implemented in three stages; the first stage was indeed implemented, the remaining two stages were not. Professor William Eager, who is a quite well known traffic engineer, then worked with the City staff on designating t1·affic flow, and recommended that Bannock and Sherman be a one-way cuplet. It was the responsi- • • • -6- bility of the traffic department to work out the actual traffic pattern; the one-way streets are designated by the Traffic Engineer, according the Municipal Code. It was the opinion of the staff that Bannock and Sherman should be extended from Yale to Chenango. It was the Merchants' Association that put the matter of one-way streets and left-turn prohibition at Bannock/U.S. 285 on the ballot at the time of the court suit over such left turn movement at that intersection. Mr. Jones stated that the State Highway Department would, he was sure, ban left-turn movements at Bannock and U.S. 285. He noted that both Bannock and South Sherman intersect with U.S. 285, and that left-turn movements would necessarily affect the timing of the signals. Discussion followed. Mr. Martin suggested that a study session be set for October 15, 1974, 7:30 P.M. to further consider the street patterns. Jones moved: Jorgenson seco.nded: The Planning Commission recommend to City Council that no action be taken on the following until further studies have been completed: 1. Conversion of Bant110ck and Sherman Streets within the limits of Dartmouth Avenue and Oxford Avenue from one-way to two-way streets; 2. Conversion of Hampden Avenue within the limits of South Acoma Street and South Bannock Street from two-way to one- way eastbound in order to accommodate the time sequences due to the conversion of South Bannock Street to two-way. 3. Extension of Hampden Place eastward from South Cherokee Street to at least South Bannock Street and possibly on through to tie in with Hampden Avenue. AYES: Tanguma; Wade; Weist; Jones; Jorgenson; Martin; Smith NAYS: None ABSENT: Brown; Lentsch The motion carried. Mr. Supinger asked how many of the Commission members planned to attend the meeting of Arapahoe County Planning Commissioners hosted by Greenwood Village on September 26, at 6:00 P.M. Those indicating they would attend were: Martin; Jorgenson; Wade and Smith. Mr. Supinger referred to a letter from the Englewood Board of Education relative to a joint meeting of the Board, the Chamber of Commerce Board of Directors, City Council and the Planning Commission. This meeting has been set for October 9, 1974, 7:30 P.M. in the Administration Building. Those indicating they would attend: Wade; Tanguma; Smith; Weist; Jorgenson; Jones; and Martin, who indicated he would be late to the meetirg. • • • -7- Mr. Supinger stated he would like to give a short presentation on design review. Mr. Supinger gave members a copy of an address given by William F. Buckley, Jr., to the Regional Council of Architectural Registration Board, and a copy of the Guidelines for Design Review by the California Chapter of the American Institute of Architects, and a draft copy of a suggested ordinance for design review. Slides were shown the Commission of examples where architectural or design review was used versus examples where architectural or design review is not used. Mr. Supinger noted that design review does not dictate what type or style of architecture developers may use; it does try to make sure a development does not "impose" on its neighbors, and that the developmen t is well carried out. Mr. Martin stated that he felt des i gn review is a good idea, and would like to see a design review board established in Englewood. Discussion followed. Composition of the architectural review board was discussed. Mr. Supinger stated that he didn't recom- mend any "lay" person: but rather persons that would have a professional background and experience in visual arts. Further discussion followed. Street furniture was discussed. The matter of bus bench maintenance was discussed, and Mr. Jones noted the bench at Elati and Girard Avenue has been damaged for some time. Mr. Jones asked if the provisions governing the moving of structures into and within the City are to be written into the Building Code, or will they be part of the Zoning Ordinance? Mr. Supinger stated that it is proposed they be separate from the Zoning Ordinance, but does suggest that approval of the Planning Commission be secured prior to location of the structure in the City. Further discussion regarding design review ensued. Mr. Supinger stated that such a board would have to be established after an Ordinance implementing design review is passed. Mr. Supinger suggested that this be further discussed, possibly in October. It was determined that the matter of design review should be placed on the agenda for the next regular meeting. Mrs. Romans noted that the Multi-family Development Standards Review Committee has recommended that design review committee be considered. V. COMMISSION'S CHOICE Mr. Martin referred to the report on proposed Bicycle Trails; he noted that Englewood is in need of these trails, and stated he felt the Commission should study this report preparatory to further discussion. • -• -8- Mr. Jones suggested that when such a program is begun, that it be begun in areas most acceptable to the public; he noted that he felt mistakes had been made in the past by making programs to inclusive. It was noted that the matter of Bicycle Trails should be in- cluded on the agenda for the next meeting. Mr. Martin discussed the RTD Citizens' Action Committee; he noted that at the last meeting he did not see one person in attendance who was an official representative of the City. Mr. Martin stated that the RTD Citizens' Committee has been meeting regularly for approximately eleven months, and that he has attended most of these meetings. Mr. Martin noted that the last meeting was supposed to be the final meeting before voting on the alignment of PRT •. Mr. Martin stated that he felt the lack of representation by the City was disgusting and discouraging. Mr. Martin noted there were approximately 350 to 400 persons in attendance. Mr. Supinger stated that he was under the impression the City of Englewood has taken a position on the location of the PRT Route, and that the Pl~nning Commission and Council had in- dicated favor of the Santa Fe alignment. Mr. Martin pointed out that this "position" does not represent a vote to the Board of Directors of RTD. Mr. Martin stated that there will be a meeting of RTD on the 19th of September, at which time vote will be taken; everyone who has attended one of these meetings is entitled to attend Thursday and vote on their choice of PRT alignment. The various alignments as proposed were discussed. Mr. Martin stated that the 20-25 year population growth will be such we will have to have more than a bus system --we must provide rapid transit. Mr. Supinger noted that it was generally agreed, up until last spring, that Englewood was better prepared for the impact of the RTD route and station than any other municipality in the region. With the demise of the Core Area Plan, there is no plan .for the impact of rapid transit on the community, and the City needs to get some plans for this impact. Mr . Supinger pointed out that Denver is hiring specific staff people and obtaining federal grants to study the impact of the mass transit system in Denver. Further discussion followed. Mr. Martin noted there will be a PRT station in the vicinity of Santa Fe Drive and Hampden Avenue. He stated that the next meeting would be at 7:30 P.M. at the Englewood Police/Fire Center, and urged members who had attended previous meetings to attend this meeting. Mr. Martin suggested contacting Ms. Anne Williams for a roster of attendees. Mr. Jones noted that there will have to be ample storage area • • • -9- for vehicles of the PRT riders; this will be a major impact on the area, as well as the pollution concentration, etc. Mr. Jones discussed express routes on Santa Fe. He noted that South Broadway cannot handle all the traffic it now carries plus the express route traffic. Brief discussion followed.
