The regular meeting of the City of Englewood Planning and Zoning Commission was called to order at 7:00 p.m. by Chairman Volkema. Members present: Carson, Draper, Tobin, Gerlick, Volkema. Wanush, Ex Officio. Mrs. Becker entered the meeting at 7:10 p.m. She had given previous notice that she would be a few minutes late. Members absent: Fish, Schultz and Barber, all with previous notice. Also present: Dorothy A. Romans, Assistant Director of Community Development Robb Short, Housing Rehabilitation Supervisor Janet Grimmett, Housing Rehabilitation Financial Specialist Susan Hirsch, Senior Planner Chairman Volkema stated that a quorum of the Commission was present. II. APPROVAL OF MINUTES. February 22, 1989 Chairman Volkema stated that the Minutes of February 22, 1989 were to be con- sidered for approval. He asked that a member who is late be noted as late, not absent, in the list of members present. Carson moved: Tobin seconded: That the Minutes of February 22, 1989 be approved as amended. AYES: NAYS: ABSENT: ABSTAIN: Carson, Draper, Tobin, Gerlick, Volkema. None. Becker, Fish, Schultz, Barber. None. Chairman Volkema ruled the motion carried, and the Minutes stand approved. III. APPROVAL OF FINDINGS OF FACT. Case #1-89 Chairman Volkema stated that the Findings of Fact for Case #1-89, Flood Plain changes, were to be considered for approval. Carson moved: Tobin seconded: That the Findings of Fact for Case #1-89 be approved as written. AYES: NAYS: ABSENT: ABSTAIN: Carson, Draper, Tobin, Gerlick, Volkema. None. Becker, Fish, Schultz, Barber. None. -1 - Chairman Volkema ruled the motion carried, and the Findings of Fact for Case #1-89 were approved as written. IV. COMPREHENSIVE PLAN. Mr. Volkema noted that he had received a letter from Mayor Pro Tern Bill Clay- ton concerning the Commission's discussion of modifications to the Sign Code. A letter was also enclosed from Hugh Fowler, owner of the Wishy Washy Car Wash. Mr. Volkema asked that copies be distributed to the entire Commission, and that the matter be considered at the first April meeting. Mrs. Becker entered the meeting at 7:10 p.m. Mr. Wanush asked that the meeting be moved to the Community room. Mr. Wanush stated that consideration is being given to the updating of the Comprehensive Plan which was written in 1978. Particular attention was called to the Housing issue. The Housing Authority and Housing Division have worked to bring the older housing stock up to code and to preserve the houses already in existence. Current consideration is being given to providing housing for families which are upwardly mobile and may need more modern and larger homes. A housing task force is being formed which will consist of two members from the Planning Commission, one representative from the school district, two mem- bers of the financial community, two real estate agents or brokers, a builder, a land owner who rents single-family residences, a representative from the Housing Authority and two citizens. • Mr. Wanush introduced Janet Grimmett and Robb Short of the Housing Rehabilita-• tion program, to give the Commission an update on the housing program. Ms. Grimmett described the program, saying it is funded by City, State and Federal sources. Its primary aim is to preserve and improve existing housing and to provide some new lower income housing units, and to emphasize owner occupancy. Slides were shown of some of the projects completed. Mr. Wanush said that the Housing Task Force would be considering not just low income housing, but a better balance of housing. Some considerations would be location, neighborhood quality and the houses themselves. It is anticipated that the committee would meet on the second or fourth Mondays or on the first, third or fourth Wednesdays. Members were suggested: Tom Synnott for the school district, Tom Dinkel and Jane Craig for the financial community, Steve Nash and Fran Shaffer for real estate, Milt Senti for the landlord, Dave Kmezich for builders and R. J. Berlin for the Housing Authority. There were several suggestions for citizen volunteers: Robert Sanger, Eugene Schmeckpeper, Curt Such, Mae Wade and Mr. or Mrs. Dennis Kelley. The Commission decided to i nterview citizen volunteers at 6:00 p.m. on March 21. V. PUBLIC FORUM. Mr . and Mrs. Homer Dunn were introduced. They had no comments to make. -2 - • • • • VI. DIRECTOR'S CHOICE • Mr. Wanush said that Ron Fish had resigned from the Code Review Committee and it would be necessary to have another Planning Commissioner on that Committee. He asked that one be appointed immediately. Ms. Becker moved: Ms. Tobin seconded: Thad Carson be appointed to the Code Review Committee. AYES: NAYS: Draper, Tobin, Becker, Gerlick, Volkema. None. ABSTAIN: Carson. ABSENT: Fish, Schultz and Barber. Mr. Wanush reported that City Council had adopted the Flood Plain Ordinance on first reading. A public hearing is scheduled for April 3, 1989. Mrs. Romans noted that doors to the building would be locked shortly after meetings begin due to several thefts in the building. If people are to be more than one half hour late, she asked that they let her know so they would be able to enter the building. Ms. Hirsch noted that the Swedish Medical Center was scheduled for a rehearing of the Planned Development and the street and alley vacations on March 21. VI. COMMISSION'S CHOICE • Mr. Volkema called attention to a list of dates of meetings for the rest of the year which had been enclosed in the packet. Mr. Wanush said that the woodburning ordinance had been considered and that the City Council would 1 ike to maintain the current ordinance calling for voluntary compliance. The would also like to have the City take the initia- tive in publicity and education. Ms. Becker said she believed that the meetings and classes formerly financed by the City for Commissioners had been good for the City, and hoped that they would be sponsored in the future.
