CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
JUNE 28, 1988
SPECIAL MEETING
I. CALL TO ORDER.
The Special Meeting of the City Planning and Zoning Commission was called to
order at 7:00 P.M. by Chairman Hanson.
Members present: Carson , Draper, Fish, Schultz, Such, Volkema, Barbre,
Hanson
Wanush , Ex -officio
Members absent : None
Also present: D. A. Romans, Assistant Director of Community Development
Senior Planner Hirsch entered the meeting at 7:15 P.M.
II. GOALS AND OBJECTIVES.
Mr. Wanush wrote the following statement on the board, and asked that Commis -
sioners write suggestions to complete the statement. These suggestions will
then be rated high priority, medium priority, or low priority, and later
prioritized within those categories . This is an exercise to assist in deter -
mining the work program for the Commission and staff.
The Statement is: "By the year 2000, Englewood will be a better community
because we wi 11 ••• 11
Suggestions written by Commissioners included:
1. Integrate Santa Fe rapid transit and a people mover in downtown/major
transfer station.
2. Improvements of traffic flow on Hampden and Santa Fe.
3. Infrastructu r e ma intenance.
4. Follow the Master Plan.
5. Share services with other communities.
6 . Upgrade substandard hous i ng .
7. Widen U.S. 285 under the South Broadway bridge.
8. Upgrade the parks, community and schools .
9. Cultural center , theatre , art center , symphony.

10. Develop the area around the golf course into a major recreational/
amusement park area.
11. Continued improvement of the Parks and Recreation program.
12. Make industrial areas more competitive, and improve their identity.
13. Have a streamlined, efficient City work force.
14. Create community spirit of pride.
15. Better method for collection/disposal of trash.
16. Review the B-2 Zone Regulations/develop a more attractive business area
along South Broadway .
17. Closer cooperation with Sheridan .
18. Identify blighted areas for renewal.
19. Improved traffic control system throughout the city.
20. Acquire additional public park land, particularly in southeast Englewood.
21. Demand quality development.
22. Identify and implement metro-wide issues.
23. Encourage involvement of business community in planning process/economic
development .
24. Promote the City to attract more business.
25 . Oxford Median.
26. New City Hall.
27. Allow development of complementary uses around Swedish Medical Center .
28. Complete the hiking trail/bikeways system throughout the City to connect
with the regional system.
29 . Annex unincorporated areas on Tufts and West Belleview.
Mr. Wanush t hen suggested that the Commission review these suggestions to
determine which items might not be within the purview of the Commission. Dis -
cussion ensued.
High priority items listed were: (Not a final priority)
1. Metro wide issues --identity and implementation.
2. Encouragement of business input in planning.
3. Economic development and attraction of business.
4. Demand quality development.
5. Complete annexations of unincorporated land.
6. Creation of community spirit of pride.

4. Widen U.S. 285 under Broadway bridge.
5. Allow complementary use development around Swedish Medical Center.
6. Acquisition of park land in Southeast Englewood.
7. Complete hiking/biking trail system to tie into regional system.
8. Amusement Park/Recreational area around Golf Course.
9. Identify blighted areas for renewal.
10 . Cooperation with Sheridan.
11. Share services.
Low priority items listed were: (Not a final priority)
1. Upgrade of parks, community, and schools.
2. New City Hall.
Mr . Volkema addressed the need to create a sense of community pride. He also
discussed the matter of run-down housing and/or the storage of "junkers" which
detract from the appearance and therefore the value of a property and entire
neighborhoods. The matter of enforcement of existing ordinances was dis-
cussed. Mrs. Romans pointed out the fine line between the public right vs.
the rights of the private property owner which must be observed.
Mr. Wanush stated that more attention must be given to the B-2, Business area,
and to the industrial areas of the City. He suggested that "Identification of
blighted areas for renewal" should be given a higher priority.
Mr. Volkema asked what role the Englewood Housing Authority had in the scheme
of things for the City . Mr. Wanush stated that the Housing Authority ad-
ministers several programs, among them are the rental subsidy program for
families and elderly; the purchase and rehabilitation of homes for rental or
resale, and the rehabilitation of homes via a low -cost loan/grant program for
home owners .
The improvement of the Da r tmouth/railroad track/Santa Fe Drive intersection
was discussed.
Mr. Wanush stated that the staff will take the suggestions submitted by the
Commission, and compile them into a work program for further discussion at
another meeting.
The meeting was declared adjourned at 8:25 P.M .
