The regular meet in g of the City Planning and Zoning Comm i ssion was called to

then explained that until 1985, automobile sales lots were permitted uses
in the B-2 Zone District. In 1985, the City decided to initiate some
changes for the i mproveme nt of the South Broad1'Jay Corridor, one of 1vh i ch
1vas· an ame nd me nt to the B-2 Zone District r eg ulations mak ing automob ile
sales lots a Conditional Use in t hat zone di s trict. Car i·1ashes, motol '
repafr shops and filling stations i.·1ere already a Conditional Use.
Severa l of the c ar lots on Broadv1ay 1·1ere on ve ry sma 11 parcels, and the
em p l o ye e s 1·1 e re p a r k i n g i n n e i g h b o r i n g s tr e et s , and c a r s 1·1 e re be i n g s o 1 d
from the street. It v1a s hopi;d that, by amending the B-2 zone district
and requiring approva l of p.l ans for nevi sales lots, some of these prob-
l ems would be alleviated.

Mayor Pro Tem and tl'JO mem bers of the Comnri ss i on . The comrni t tee recom-
mends that car sa l e s lots be perm itt ed uses in the B-2 Zon'~ Di strict .

parking, fire l ane s, etc ., just as any other bus i ness \·rn·.l!d have to do.

Swedish will be losing so me parking s paces by this plan, at least during the
construction period. Ms. Hirscl1 agreed, but said there are other areas in the
complex that can be better utilized by the pub lic .
A discussion followed concerning an overhead br i dge proposed between the ex -
isting parking structure and thenew midica l off ice building . Mr . Wanush said
t h i s \'IO u l d re q u i re the a ppr ova 1 o f Co u n c il s i n c e i t '" o u l d i n t rude i n to t h e a i r
rights over the street. Underground vs. above-ground tunnels and a traffic
signal \'Jere also discussed. It 1·1as agreed that such a signal 1·1o uld be the
resp onsibility of Swedish Med ic a l Center.
Ms. Hirsch noted tha t the access po ints for the MO B II v1ere shO\m a little
offset to save some big trees an d a plaque l'l'h ·i ch had been donated by the
Daughters of the Revolutions.
Swedish will also request that the sout h 380 feet of the 3400 block of South
Pennsylvania Stree t be vacated. A cu l-de-sac wou ld be provided on the north
end of the block to provi de access to the Dunn propert i es . Swed ish wi ll meet
wit h the Dunns to discuss the proposed vacat ion. :~r. Wanush said that Swed i sh
has submitted an i mpact study on t he vacatio n and the Traffic Engineer is of
the opinion that the vacation is workable . Mr. Barbre noted that Pub li c Works
has indicated in the Staff Report tha t they \'IOU.Id like the entire block of
Pen nsy lv an ia t o be vacated. Mr. \1anus h said t his is a ma i ntenance i s s ue to
require Swedish to do snow r em oval . Discussi on fo ll owed.

Mrs. Romans suggested a tour of the City to includ~ a tour of the Water Treat-
ment facility on October 22, 1988. The Co mmi ssioners who can attend will mee t
at Anita's for a breakfaast at 7:00 a.m .
Mrs . Romans also reminded the Commission that the Englewood Parade will be on
November 5.
VII. COMMISSIONERS' CHOICE.
Mr. Draper said the signa l lights on northbound Broadway to go onto U.S. 285
are "out of synch". Mr . Carson said that on the 31st of October the Engle-
wood Elks wil l have a Halloween Party.
