I. CALL TO ORDER.
CITY OF ENGLEWOOD
PLANNING AND ZONING COMMISSION
MINUTES OF NOVEMBER 15,1988
The regular meeting of the City Planning and Zoning Commission was called to
order by Chairman Hanson at 7:00 p.m. The meeting was held in the Council
Chambers of City Hall.

II. APPROVAL OF MINUTES.
The Chairman said that the Minutes of October 4, 1988 were to be considered
for approval.
Mrs. Tobin asked that the Minutes on Page 2 be changed where she asked for the
definition of obnoxious, to show that she was asking for the City's definition
for "obnoxious" as it pertains to the ordinance .
Carson moved:
Tobin seconded: That the Minutes of October 4 be approved as amended.

The Chairman ruled that the Minutes were approved as amended.
III. FINDINGS OF FACT.
The Chairman asked that the Findings of Fact in Case #15-88 be considered for
approval.
Carson moved:
Draper seconded: That the Findings of Fact in Case #15-88 be approved as
written.

IV. PUBLIC HEARING ON PLANNED DEVELOPMENT AND CONSIDERATION or VACATlONS FOR SWEDISH MEDICAL ·cENTIR~-------------------------
CASES #14-88, #18-88 AND #19-88.
The Commission decided to hear all three cases at the same tirne, noting that
only 14-88 is a public hearing.
Carson moved:
Tobin seconded: The Public Hearing for Case #14-88, Planned Development,
and Consideration of Case #18-88, Vacation of a portion of
the right-of-way in the 3400 block of South Pennsylvania
Street, and Case #19-88, Vacation of a portion of the
right-of-way for the alley between South Logan Street and
South Pennsylvania Street in the 3400 block, be opened.
Susan Hirsch, Senior Planner
stated that Swedish Medical Center has voluntarily presented a Planned
Development at the request of the staff so that the City can have an idea
of what long term development plans are being made by the Hospital.

Swedish has submitted plans for an office building which will be located
east of the medical office on the north side of Ea s t Hampden Avenue.
They plan to enlarge the main building for offices and various facili-
ties, but not to increase the number of beds. .An additional parking
structure is planned that will initially permit parking for 100 cars, and
may later be expanded. This building will not be able to meet the set-
backs required for a building of that size in an R-3 Zone District. The
setbacks can be altered through the Planned Development procedure.
Also,at one point, the proposed hospital addition would be within two •
feet of the Dunn property. As planned, 1408 parking spaces will be
available; 1404 are required.
Approximately 30% of the site is planned to be landscaped; 25% is re-
quired. The project complies with the Comprehensive plan which allows
mixed use medical and medically related offices. The Technical Review
Committee has reviewed the Planned Development and made some suggestions,
which Swedish has met.
Concerning the roadway system and vacations, Ms. Hi rs ch said that the
overall plan anticipates the vacation of the south 366.10 feet of South
Pennsylvania Street and the creation of a cul-de-sac on the northern por-
tion of that block south of East Girard Avenue to provide access to Mr.
and Mrs. Dunn's property and to the parking structure. The second vaca-
tion is the north 375 feet of the alley between Logan and Pennsylvania in
the 3400 block. The vacations are needed to provide efficient internal
circulation for the medical campus. The proposals have been conditional-
ly approved by Utilities and the Fire Department, with all requirements
and maintenance to be paid for by Swedish. In addition, Swedish has
agreed to upgrade signalization at Girard and Logan and at Hampden and
Logan.
Ms. Hirsch said that the alley proposed to be vacated is infrequently
used, and there is a grade difference of about two feet between the alley
and the Dunns' property. There is no direct access to lhe Dunn property
from the alley currently. An of the land affected is owned by Mr. and
Mrs. Dunn or Swedish Hospital. Ms. Hirsch said that a principal aim of

the plan is to provide good internal circulation and access. There is a
minimal amount of through traffic that would be affected by the closing
of Pennsylvania Street, and that can be handled by South Logan Street.
She said that the staff recommends approval of the Planned Development
and the street and alley vacation.
Discussion ensued.
Ms. Hirsch said that the property had been posted in six (6) different
locations with wording and in a manner specified by staff for fifteen
days before the hearing. The posting referred to Ordinance 17 of 1972,
which has been updated in the codified Comprehensive Zoning Ordinance.
It is the staff's opinion that the substance has not changed. The Legal
notice of the Public Hearing was published in the November 2nd edition of
the Sentinel, and Mr. and Mrs. Dunn had been notified by Certified Mail
about the vacations as a courtesy.
Richard Huckeby, attorney
for Homer and Eleanor Dunn asked to speak. He said that he had ques-
tioned the posting and its citation of an outdated ordinance. He further
stated that, while the ordinances are similar they are not identic~l.
Discussion followed. The Commission declared a recess, and when the meeting
reconvened the Commission discussed whether the posting was substantially
correct.
Volkema moved:
Fish seconded: That the Commission believed the posting to be substan-

AYES: Such, Schultz, Volkema, Barbre, Tobin, Carson, Draper, Fish and
Hanson.
NAYS: None.
ABSENT: None.
The Commission further discussed whether it would be better to begin the pro-
cess with correct posting so that there would be no question as to the
procedure.
Carson moved:
Volkema seconded: The public hearing and the consideration of the vacations
be continued to December 13th, and that posting be redone
with the correct citation.
AYES: Such, Schultz, Volkema, Barbre, Tobin, Carson, Draper, Fish and
Hanson.
NAYS: None.
ABSENT: None.
V. PUBLIC FORUM.
No one present asked to speak .

VI. DIRECTOR'S CHOICE.
Mr. Wanush said that the Council had directed that a committee be appointed to
review Environmental and Nuisance Codes. One member from the Planning Commis-
sion had been requested to volunteer for the project which should take about
six months with meetings at least twice a month. The decision as to who would
serve was postponed until the following meeting on December 6 .
VII . COMMISSION'S CHOICE.
Mr. Volkema said that his position as Chairman of Swedish Corona Cooperative
was not, in his opinion, a conflict of interest in any matter dealing with
Swedish Medical Center because there is no connection between the two
organizations.
Mr. Fish noted a program in the City of Loveland in which a Ci tizens' group
was formed which keeps informed as to City business, and supplies advice and a
