The regular meeting of the City Planning and Zoning Commission was called to order at 7:10 p.m. by Chairman Tanguma. Members present : Ed Smith, Tanguma, Williams, Jorgenson, Pierson Romans, Ex-officio Members absent: Wade, Jones, Parker, Don Smith Also present: Associate Planner Steve House II. APPROVAL OF MINUTES. Chairman Tanguma stated that the Minutes of May 18, 1976, were to be considered for approval. Messrs. Parker and Smith entered the meeting. Jorgenson moved: Williams seconded: The Minutes of May 18, 1976, be approved as written. AYES: Don Smith, Tanguma, Jorgenson, Parker, Pierson NAYS: None ABSTAIN: Ed Smith, Williams ABSENT: Jones, Wade The motion carried. III. I-470 ALTERNATIVES CASE #19-76 Mr. Tanguma noted that time is of the essence in this matter, which accounts for its placement on the agenda at th:is meeting. Mrs . Romans stated that the recommendation on this matter was to be in to the State Highway Department on June 10th. City Manager Mccown has written a letter to the State Highway De- partment indicating additional time is needed on the considera- tion of matters such as this which are referred to the City. Mrs. Romans stated that the matter under consideration is a report being prepared for the ad hoc committee appointed by Governor Lamm to consider alternatives to the proposed I-470. Numerous alternatives, including a "do-nothing" alternative have been and are being considered. A "practical" grid pattern and a "super" grid pattern, which would mak'? use of existing streets, and four diagonal routes: a diagonal route starting at Broadway and County Line Road, the Wadsworth diagonal route, an "airport diagonal" route which runs by the Columbine Airport, and an outer route, all of which terminate in the vicinity of Rooney Road and I-70. -2- The "do-nothing" alternative would use the present network of A streets to move traffic, and would call for no new construction. ,_, The Practical Grid Patterns makes use of the existing north - south and east /west streets, and would require that improvements be made to these streets. Main north/south arterials in this proposal which would effec t Englewood, would be University, Broadway, Santa Fe, and Federal. Jewell/Evans, Hampden, Quincy and Belleview would be the major east/west streets through Englewood. Discussion ensued o Mro Don Smith asked why there was such concentration on east/west thoroughfares in this proposal? Mrs o Romans noted that in the southwest quadrant, there is only one arterial -U oSo 285 -that extends from the mountains on the west as far as Havanna on the east, and the purpose of the proposal is to move traffic. Some of the east- west streets which are shown actually serve primarily as collectorso Mrs. Romans pointed out that the main south/south streets in this area are University Boulevard, Broadway, Santa Fe Drive, and Wadsworth Boulevard ; three of these streets affect Englewood in that University Boulevard is on the eastern boundary, and Broadw ay an d S a n t a Fe bisect t h e City o U oS o 285 also bisects the Ci t y an d i n tersects wi th University, Broadway and Santa Fe Driv e . Mr. Williams stat e d that the alternative chosen will depend on whether you try to route tra f fic "around" the city, or whether you want to bring the traffic "through" the city. Other proposals were consider ed, including the Airport Diagonal alternative . This proposed route follows a diagonal line from County Line Road past the Columbine Airport to tie into Rooney Road. Mrs o Romans noted that this proposal would affect existing subdivisions and developments more than some of the other pro- posals. The outer r outes were discussed o Mrs. Romans s t ated that the pr imary plan to be considered is the "Super Grid" proposal o Th i s proposal makes use of the practical grid with several major changes. In essence, what the jurisdict ions h a ve been told is that if I-470 is constructed it will require "X" number of dollars; if I-470 is not con- structed, the jurisdiction in the southwest quadrant would have $150,000,000 to be used to beef-up the existing grid patterno The Super Grid depicts Rooney Road as a two-lane arterial from Jewell Avenue to U.S. 285. Four lane arterials are Coal Mine Road from I-25 to Santa Fe; Rooney Road from Jewell Avenue to I-70; Chatfield Road from Platte Canyon Road to Simms; Mineral Avenue from Broadway to Santa Fe; Coal Mine Road from Platte Canyon Road to Simms; Quincy fr om Federal to Santa Fe; Floyd Avenue to Zuni, with a grade separation at Santa Fe Drive; Zuni would be extended f rom Mississippi to U.S. 285; Bowles Avenue would be four-lane from Federal to Platte Canyon Road; Federal from Belleview to Bowles ; Evans from Zuni to Federal; Simms from Jewell to Quincy o -3- Six lane arterials in this proposal would be Wadsworth Boulevard from U.S. 285 south; Union Street; and Alameda from Wadsworth to Kipling. Eight lane arterials would be Hampden from Kipling to Santa Fe. Mrs. Romans stated that this takes into considera- tion two exclusive bus lanes on U.S. 285 west of Santa Fe, which could tie into the A.R.T. Station proposed to be located at U.S. 285 and Santa Fe. Mrs. Romans stated that interchanges would be proposed at 6th Avenue and I-25, and at Simms and U.S. 285. Discussion ensued. Mrs . Romans stated that she wanted the Commission to be aware of a letter that was written to the Highway Department a couple of weeks ago, setting forth the staff opinion on the matter. First, it has been the majority opinion of the Englewood City Council and the Englewood Chamber of Commerce as well, that Interstate 470 is necessary as a circumferential route. From I-25 west, there are only three north-south roadways which extend from Arapahoe County Road north into Denver: South University Boulevard, South Broadway, and _South Santa Fe Drive. University Boulevard is on Englewood's east boundary, Broadway bisects the City center,· and Santa Fe bisects the City to the west. ' From Colfax south, U.S. 285 is the only east-west roadway which has continuity from the mountains to ·a point as far east as Havana. U.S. 285 bisects Englewood and intersects with South Santa Fe Drive, South Broadway and South University Boulevard. It does not take much imagi- nation to visualize considerable traffic congestion in the City of Englewood when the "local" traffic and the "through" traffic which the City must necessarily carry, meet. Were the Super Grid to be adopted as the 1-470 alternative, it would be necessary to make the following improvements in Englewood's traffic pattern: -4- 1. South Santa Fe Drive a. Grade separations: 1. At Dartmouth 2. At Floyd 3. At Oxford/Quincy* 4. At Belleview b. Construction Continue improvement of South Santa Fe Drive to County Line Road to the c~pacity of an expressway 2. South Broadway a. Grade s e parations: 1. At Belleview b. Constr~ction: 1. From Yale to Floyd Av.with planted median and left-turn pockets. 3. South Clarkson Street a. Coristruction: Two lanes from U.S. 285 to East Dry Creek Road b. Grade separations: none. ' 4. South University Boulevard a. Grade separation:. Approximate Cost $ 1,514,100. $ 5,186,100. *Until such time as Quincy is extended west of Santa Fe, the grade separation would have to be at Oxford. Obviously, grade separations cannot be relocated, so there would also be a grade separation at Santa Fe designed into the construction of Quincy as a principal arterial west of Santa Fe. 1. At U. U.S. 285 Several studies have been undertaken of the various means of increasing the capacity of the vehicular flow and safety of U.S. 285 through Englewood, specifirially from South Santa Fe Drive east _to South Gilpin Streeto The recommendations have ranged from -5- Approximate Cost $ 4,180,900. changes in signing and the revision of signal timings $ 5,051,200. and the progression patterns of all signalized inter- sections, to a depressed six~lane freeway with frontage roads. One plan that was considered and which met with some acceptance by traffic engineers was to split U.S. 285 between Santa Fe and Broadway, carrying west bound traffic on the present alignment and east bound traffic some eight hundred feet to the south, utilizing primarily existing right-of-way. The specific problems on U.S. 285 are at its inter- section with South University Boulevard, South Logan Street, the interchange at Broadway, at which point the roadway .narrows down to four lanes, and the en- tire length from South Bannock Street to South Santa Fe Drive --the Cinderella City area. -6- As to modification to U.S. 285 if the Super Grid alternative is adopted, Englewood would request the Highway Department to recommend the most feasible long-range plan to carry the heavy volume of "through" traffic while accommodating the local traffic. In the interim, the City would request that the recommendations made in the Hampden Avenue Capacity Study prepared for the Colorado Division of Highways by Centennial Engineering, .Inc., and dated December 1975, be implemented with the exception of the closing of the cut in the median serving Little Dry Creek Shopping Center. 8. West Oxford Avenue a. Grade separation. (See Santa Fe Drive). 9. West Quincy Avenue a. b. Grade separation. (See Santa Fe Drive). Construction Four-lane arterial between Santa Fe and Kipling. 10. West Belleview Avenue a. Grade separation. At the railroad crossings. (See South Santa Fe Drive). b. Construction Four-lane arterial to South Federal Boulevard. Approximate Cost $ 1,627,100. These matters will be placed before the City Council and Planning Commission in order that the members will be able to participate in any future hearings. ANDREWS ROMANS Acting Director Community Development gw "'.'I -7- Mr. Smith questioned the improvement and widening of South Broadway from Floyd to Yale Avenue; Mrs. Romans stated that this was recommended by the Commission from U.S. 285 to Yale, but City Council expressed concern of the widening of Broadway in the 3300 and 3400 blocks and removed this particular section of the recommendation; the staffis not advocating the widening and improvement of Broadway in the CBD, but is advocating the improvement from Floyd north to Yale. Discussion ensued. Mrs. Pierson noted that in some cities, highways are submerged, and air space is developed over the freeways. Mr. Don Smith discussed the walkways in the Twin-Cities area, wherein a six block area was connected by over-head walkways; it cost $250,000 to construct a walkway over the street. Mrs. Pierson stated that possibly rights-of-way could be "buried", and that park space could be installed over the roads. Mr. Tanguma pointed out that Englewood stands to "gain quite a bit'' from the improved super grid system, but he felt that I-470 is needed for the metro area. Discussion ensued o Don Smith suggested that possibly the Com- mission could take the position that I-470 is necessary; if a time element is considered, the super grid would be the most ideal for the south metro area. Mr. Williams stated that he felt I-470 is going to be built, and that the state officials will pretty much ignore any recommendations other than for con- struction of I-470. It was noted 1hat the "big" money goes for construction of interstate highways. Ed Smith stated that in light of this opinion, perhaps the Commission should go on record as supporting construction of I-470 for the metro area, but support the super grid system as necessary for the City of Englewood. Don Smith stated he felt the point Mrs. Romans is trying to make is that the City of Englewood has three north/south through streets on the boundaries or bisecting the City, and the major east /west arterial; this might be another reason to be pointed out in favor of improvement of the super grid system. Mr. Smith then discussed the I-470 routing, and stated that he liked the "airport diagonal" proposal; he felt it is the most direct and the most efficient route. Discussion on the super grid proposal ensued; Mrs. Romans pointed out that something will have to be done to improve streets in Englewood to carry the traffic in the event I-470 is not constructed. Motions to recommend construction of the super grid whether or not I-470 was constructed were considered and discussed. Ed Smith moved: Don Smith seconded: The Planning Commission recommend the I-470 Airport Diagonal route be implemented, as well as the super grid proposal in order to alleviate traffic problems in Englewood and the southwest quadrant of the metro- politan area. AYES: Tanguma, Jorgenson, Parker, Pierson, Don Smith, Ed Smith NAYS: None ABSTAIN: Williams ABSENT: Wade, Jones The motion carried. IV. PROPOSED ANNEXATION Mavdon Subdivision CASE #20-76 Mrs. Romans stated there has been some discussion about the possible annexation of property at the northeast corner of the Windermere/Belleview intersection. The City Manager asked the staff to prepare an annexation information digest, to be used as the basis for discussion of the annexation with the property owners. City Manager Mccown felt this matter should be dis- cussed with the Planning Commission and have the Commission concurrence before further steps are taken. The South Drive-in property is owned by the Arapahoe County Fair Association, and they have said, in the past, they would annex this land to the City of Englewood. Mr. Parker asked if these properties used Englewood water and sewer? Mrs. Romans stated that they could if they chose to do so. The area is now on Denver water, and to get Englewood water service, the line would have to be extended on South Windermere to West Belleview and up to South Inca Street to loop the line. The property owners could also choose to remain on Denver water service. Discussion followed. -9- Williams moved: Parker seconded: The Planning Commission recommend to City Council that contacts be made to property owners in the Mavdon Subdivision and the Arapahoe County Fair Association as to their property north of West Belleview Avenue, to see if they would be willing to annex to the City of Englewood, and that the Annexation Information Digest be made available to these property owners. AYES: Ed Smith, Tanguma, Williams, Jorgenson, Parker, Pierson, Don Smith NAYS: None ABSENT: Wade, Jones The motion carried. V. PLANNING COMMISSIONER'S HANDBOOK 1976 Edition Mrs. Romans noted that Assistant City Attorney DeWitt could not be in attendance this evening for further discussion on the Handbook due t o surgery on his nos e ; she asked if there were any changes, deletions, or additions the Commission wanted made to the Handbook? It was the concensus that the Handbook was in order. Don Smith moved : Williams seconded: The Planning and Zoning Commission adopt the 1976 Edition of the Planning and Zoning Commissioner's Handbook as its operational guide-line. AYES:· D. Smith, E. MOBILE HOME PARK PLANNED DEVELOPMENT DISTRICT Third Draft Mrs. Romans led discussion on the proposed Mobile Home Park Planned Development District. Until recently, mobile home parks were a Conditional Use in the Industrial Zone District, and most of the existing Mobile Home Parks are located along South Santa Fe Drive. It is the feeling of the staff that nnbile homes do offer a type of housing that is desirable to some people; it is not transient housing, but a form of permanent housing, and should be located in residential areas with access to schools, churches, shopping, etc. Mrs. Romans discussed the research and problems involved in the drafting of this proposed Ordinance. She pointed out that at one time, an attempt was made to combine travel trailer park -10- and mobile home park regulations into one ordinance; this was too cumbersome to work well; thus, the proposed ordinance con- tains only regulations for mobile home parks. It is proposed that this be a Zone District in and of itself, and the only permitted use in the District would be a mobile home park. Several accessory uses are permitted, however, among them recreation facilities, manager's living quarters, private off-street parking, vending machines, day care centers, and storage units. Mrs. Romans pointed out that this district is strictly for residential purposes, and does not allow a mobile home sales lot. Mr. Don Smith questioned Page 3, Y3, which states " ..••. but this limitation is not intended to prohibit the sale of a mobile home on the lot it is intended to occupy." Mr. Smith asked if this was intended to prohibit someone from selling the mobile home and having it moved from the park? Mrs. Romans stated that this is the intent. Mr. Smith stated he would disagree with this provision --this is prohibiting a mobile home owner from selling the unit. Discussion ensued. Mrs. Pierson stated that the City of Englewood can have re- quirements that the State does not have, and she did not feel this was out of line. Mr. Don Smith then referred to Pages 5 -6a, which sets the ~ minimum area of a mobile home park at eight acres, and the maximum density at eight units per acre, and further lists the maximum lot coverage at 35%. He asked if the eight acre minimum was felt to be proper? Mrs. Romans noted that questionnaires were sent to all mobile home park owners and managers in the area; it was the feeling of the people contacted that the eight acres minimum should be required. National Organizations on mobile home parks also recommend no less than the eight acre minimum. Mr. Don Smith questioned the 35% lot coverage. Mrs. Romans stated that this also was from the Mobile Home Association Standards. Mr. Don Smith stated that he agreed with the maximum of eight units/acre, but stated he felt the 35% maxi~ mun lot coverage is too restrictive. Mrso Romans pointed out that the 35% maximum lot coverage is compatible with that re- quired in the single-family zone districts. Mr. Don Smith stated that he did not feel this would allow a 40' x 60' unit to be parked in one of the parks that was re- stricted to 35% lot coverage. Mr. Williams stated he felt this was the exception, and that most people who purchased a unit of that size would purchase a plot of ground and put the mobile home on a foundation on that plot of land; they would not, as a rule, have a unit of that size parked in a mobile home park . Ed Smith stated that if the mobile home park owner and manager wanted to allow units of that size, they would have to provide larger lots. -11- Don Smith stated that he felt we could encourage a better looking mobile home park by allowing an additional 5 to 7% lot coverage. Mrs. Romans pointed out there is no minimum lot sizes set forth; it is required that the lots be large enough to accommodate the mobile home unit, off-street parking, and meet the lot coverage requirements, and the yard requirements. Mrs. Romans noted that in several of the mobile home parks along Santa Fe, the units are owned by the park owners, and rented by the occupants. Mr. Don Smith stated he would like to have another look taken at this provision; he stated that he felt the eight units per acre is a good standard, and he felt a 5% increase in the lot coverage could be in order. Mr. Ed Smith pointed out that with a 40' x 60' unit --possibly a three bedroom unit, there will be children in that unit and the additional yard area would be needed. Discussion ensued. Mr. Williams suggested that the staff had gone into considerable research on this proposed ordinance, and that the Commission should go along with the proposal at this time; if it is found to be unworkable, it can be changed. Mrs. Romans discussed the minimum yard requirements for the lots, liviability open space, and dwelling unit exposure and outlook. Parker moved: Pierson seconded: There be further study on this matter, and the meeting be adjourned.
