CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION
MARCH 3, 1987
CALL TO ORDER.
The regular meeting of the Englewood Planning and Zoning Commis-
sion was called to order by Chairman Carson in Council Chambers
at 7:00 p.m.
Members present: Mr. Barbre, Mr. Maunakea, Mr. Beier, Mrs.
Russell, Mr. Allen and Mr. Carson.
Mrs. Romans, Ex-officio
Mr. Magnuson, Mr. Mulhern and Mr. Hanson en-
tered the meeting late.
Members absent: None.
II. APPROVAL OF MINUTES.
February 18, 1987
Chairman Carson stated that the Minutes of February 18, 1987 were
to be considered for approval.
Barbre moved:
Allen seconded: The Minutes of February 18, 1987 be approved
as written .

III. FINDINGS OF FACT CASE #3-87
Rezoning for area bounded by the centerline of East
Floyd Avenue on the north, the centerline of South
Pearl Street on the east, the centerline of East Girard
Avenue on the south, and the centerline of the Grant-
Logan alley on the west, from R-1-C to R-3.
Chairman Carson stated that the Findings of Fact for Case #3-87,
Rezoning, were to be considered for approval.
Allen moved:
Beier seconded: That the Findings of Fact for Case #3-87, a
rezoning be approved as written with a change
on page 4 to show that Mr. Mulhern had secon-
ded the motion rather than Mr. Barbre.

The Chairman ruled that the Findings were approved as amended .
IV. PUBLIC FORUM.

Mr. Mulhern and Mr. Magnuson entered the meeting.
Mrs. Romans said that in response to a number of complaints
received by Mr. Bilo, and with his assistance, it is proposed
that amendments be made to several sections of the Municipal Code
to make the work of Enforcement Officers more effective. To this
end, an amendment to the Comprehensive Zoning Ordinance was being
submitted to Planning Commission for study. Other parts of the
Englewood Municipal Code (Title XI and Title VI) will be con-
sidered for amendment by City Council. The extra step of consid-
eration by the Commission is required, however, for amendments to
the Zoning Ordinance.
Mrs. Romans said that representatives of the Municipal court,
Police Department, the City Attorney's Office, the Zoning En-
forcement Officer and Code Enforcement Officers have worked with
the Planning Staff to develop the proposed amendments to the
three ordinances. Councilman Bilo will submit the proposed
amendments to Council in about two weeks, and he concurred that
the proposed amendments to the Comprehensive Zoning Ordinance
could be submitted to the Planning Commission at this time be-
cause it will be necessary to set a date for Public Hearing .
Mrs. Romans said that the amendments would apply to all zone dis-
tricts. It will enable the Enforcement Officers to regulate
storage in front and side yards, and in residential areas, any
outside storage will be limited to 20% of the usable open space
and to the rear yard. In addition, the parking of commercial
vehicles will be limited in residential districts and cars, rec-
reational vehicles, oversize vehicles, etc. will not be permitted
to be stored in the public right-of-way.
An amendment is also proposed to Section 16.7 to bring penalties
in line with the rest of the Englewood Municipal Code.
Mr. Hanson entered the meeting.
Mr. Maunakea suggested that "safe environment" be added to t h e
justification of the changes. Discussion of the a me n dments
followed.
Russell moved:
Mulhern seconded: A public hearing will be scheduled o n Ap ri l
7, 1987 at 7:00 p.m. to consider the proposed
amendments to the Comprehensive Zoning
Ordinance.
Mrs. Romans announced that a new Senior P l anne r h as been hire d---
Susan Hirsch, whose background in Urban Design, Plann i ng , and the
law will be helpful to the City.

VI. COMMISSIONERS' CHOICE.
Mr. Allen noted that trash disposal and recycling has become an
important item for discussion in the Metropolitan area.
Mr. Maunakea expressed concern that the new Safeway has been able
to fill the secondary buildings in its center, while Trolley
Square remains empty. Mr. Barbre hoped the people who have taken
over the note from Silverado would more actively seek tenants.
Mr. Maunakea said it is his observation that the traffic light at
Dartmouth and Logan is not properly timed. He thanked the Com-
mission for the plant and card which they sent during his recent
illness.
VII. ADJOURN.
The meeting adjourned at 7:50.
STUDY SESSION
LANDSCAPE ORDINANCE.
The study session opened at 8:00 p.m. with the same persons pres-
ent except for Mr. Allen.
Mr. Hanson suggested that a clause be inserted which would pre-
serve existing landscaping especially preserving large trees in
new development. The staff was asked to research similar or-
dinances and report to the Commission at a study session on March
17 where the Landscape Ordinance and the other proposed amend-
ments will be considered by the Commission.
Mrs. Russell suggested prevention of parking on landscaping.
Mrs. Romans said the ordinance already forbids parking in unpaved
areas of the front yard.
The Study Session adjourned at 8:10 p.m.
