CITY OF ENGLEWOOD PLANNING AND ZONING COMMISSION October 7, 1.986 CALL TO ORDER. 9 The regular meeting of the City Planning and Zoning Commission was called to order at 7:05 p.m. by Chairman Carson. Members present: Carson, Maunakea, Barbre, Magnuson. Romans, Ex-officio. Mr. Mulhern entered Members absent: Mesa. II. APPROVAL OF MINUTES. September 16, 1986. Gourdin, Beier, Allen, the meeting late. Chairman Carson stated that the Minutes of September 16, 1986, were to be considered for approval. Magnuson moved: Maunakea seconded: The Minutes of September 16, 1986, be ap- proved as written. AYES: NAYS: ABSENT: Carson, Gourdin, Magnuson, Maunakea, Allen, Barbre. None. Mulhern and Mesa. The motion carried. III. RIGHT-OF-WAY VACATION CASE :#24-86. 3300 Block of south Acoma Chairman Carson stated that consideration should be given to vacating the right-of-way in the 3300 block of South Acoma Street. Mr. Mulhern entered the meeting. Mrs. Romans stated that the Commission previously voted to vacate the right-of-way and had intended that the matter would go to City Council for a final vote. The matter was not forwarded to the Council, however, because a lawsuit was filed by a property owner over the acquisition of property adjoining the right-of- way. Development of the area continued, utilizing the public right-of-way for access within the Trolley Square development. The lawsuit has been recently settled , and the vacation action can proceed. She recommended that the Commission approve the vacation of the right-of-way · with retention of the easement as described in the Staff Report. Magnuson moved: Beier seconded: That the right-of-way for the 3 3 00 block of South Acoma Street be vacated, with the follow- ing condition: An easement shall be retained -1 - • • • AYES: NAYS: ABSENT: in the vacated right-of-way to maintain the ex- isting underground telephone conduit, sewer and gas mains. The legal description for the pro- posed easement is as follows: Beginning 197. 7 feet south and 317.8 feet west of the northeast corner of the southwest quarter of the southwest quarter, Section 34-4-68; then west 60 feet, then south 442 feet, then east 60 feet, then north 442 feet to the point of beginning. Gourdin, Magnuson, Maunakea, Mulhern, Allen, Barbre, Beier and Carson. None. Mesa. The motion carried. IV. PUBLIC FORUM. There was no public present. v. DIRECTOR'S CHOICE. As a point of information, Mrs. Romans distributed copies of the Englewood Housing Authority's annual report. Mrs. Romans said that for the past 15 years or so, some of the members of the city Council and the Planning Commission have been under the impression that when Swedish Medical Center buys prop- erty, it is removed from the tax records. When she mentioned this recently to Mr. Clifford Johnson of Swedish Medical Center, he stated that the Center does, indeed, pay taxes on any property which is not being used directly for medical purposes. Mrs. Ro- mans distributed a list of addresses of property owned by Swedish which are being taxed and on which Swedish will pay a total of $52,700 in 1986. It was suggested that this information also be forwarded to City Council. Mrs. Romans said that the applicant for the Grease Monkey Condi- tional Use which was denied by the Commission, has been referred to Swedish to see if they would consider locating the business on the property owned by Swedish Medical Center located on East Hampden Avenue, which formerly was used for a car wash. This was in response to Mr. Maunakea's request that the staff work with the applicant to find another location. Mrs. Romans addressed some questions Mr. Gourdin had raised at the last meeting concerning The Marks. She said that Mr. Camp- bell said that they had agreed to use the catalytic devices on the fireplaces, but the matter had apparently been overlooked by the architect and contractor. He agreed that they would go back in and install the appropriate devices in the fireplaces. She . said that the setback from the highway is 65 feet and there is a six foot difference in grade between the highway and the grade of the first floor of the units. There will be carports at the south end of the parking lot. After the Highway Department has -2 - • • • modified the entrance into old Hampden, the landscaping will be installed on the north side of the highway. Ms. King displayed a drainage plan which shows the finished grade. Mr. Gourdin said that he was still concerned about the noise level for the units on the second floor. Mrs. Romans stated that the Commission is invited to an open house at The Marks on Thursday, October 9, from 4:30 to 7:30 p.m. VI. COMMISSIONER'S CHOICE. Mr. Carson said that Ms. Dietrich Executive Director of the EDDA, had not been able to discuss all the information which she had intended to present at a recent meeting, partially because of interruptions during the presentation. He asked the staff to invite her back to finish her presentation at any time convenient to her. There were no other comments from the Commissioners. The meeting adjourned at 7:25 p.m. Sheryl Rousses, Recording Secretary -3 - . . • • • MINUTES OF STUDY SESSION OCTOBER 7, 1986 After the regular meeting of the Planning and Zoning Commission, the Commissioners moved to Conference Room A to discuss updating the Comprehensive Plan. This Plan has been in effect since 1979, and the Commissioners discussed changes in the City and possible directions for the next Comprehensive Plan. The Commission decided to first examine the old goals, adding to and deleting as needed. They divided the Plan into sections so that each Commissioner would chair a committee in charge of up- dating a section. The assignments are as follows: Mr. Magnuson--Downtown and Economic Development. Mr. Mulhern--Industrial. Mr. Gourdin--Environmental Quality and Transportation. Mr. Allen and Mr. Mesa--Parks and Recreation. Mr. Beier and Mr. Maunakea--Housing. Mr. Barbre--Commercial Corridor. Mr. Carson--Public Facilities. Mr. Maunakea asked that Law Enforcement be addressed under Public Facilities. It was agreed that the Commission would have a Study Session at 6:00 on October 21, 1986, at which the goals would be discussed .
